AN ORDINANCE OF THE CITY COMMISSION
OF THE CITY OF TAMARAC, FLORIDA,
ADOPTING AMENDMENTS TO THE
INTERGOVERNMENTAL COORDINATION
ELEMENT OF THE CITY OF TAMARAC
COMPREHENSIVE PLAN IN ACCORDANCE
WITH CHAPTER 163, SUBSECTION 163.3187
OF THE FLORIDA STATUTES (F.S.)
CONCERNING TEXT AMENDMENTS
ADDRESSING ADDITIONAL
INTERGOVERNMENTAL COORDINATION
REQUIREMENTS OF CHAPTER 163.3177(6)(h)
F.S.; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, provisions of the Local Government Comprehensive Planning and Land
Development Regulation Act of 1985 require adoption of a comprehensive plan; and
WHEREAS, the City of Tamarac, Florida, pursuant to said Local Government
Comprehensive Planning Act and in accordance with all its terms and provisions, has
prepared and adopted a Comprehensive Plan which has been submitted to and reviewed
by the South Florida Regional Planning Council (SFRPC) and the Florida State Department
of Community Affairs (DCA); and
WHEREAS, in 1996 the Florida Legislature adopted revisions to Chapter 163, F.S.
incorporating new intergovernmental coordination requirements for local governments; and
WHEREAS, the City of Tamarac has prepared amendments to the Goals,

Objectives and Policies of the Intergovernmental Coordination Element of the City's
adopted Comprehensive Plan addressing the requirements of Chapter 163.3177(6)(h) F.S.
(attached hereto and incorporated herein as EXHIBIT A); and
WHEREAS, the City of Tamarac has prepared amendments to the Data and
Analysis of the Intergovernmental Coordination Element of the City's adopted
Comprehensive Plan in support of the amendments contained within EXHIBIT A (attached
hereto and incorporated herein as EXHIBIT B); and
WHEREAS, the City of Tamarac Planning Board, as the Local Planning Agency,
has reviewed the Amendments to the Intergovernmental Coordination Elements of the
Comprehensive Plan (attached hereto as Exhibit A & Exhibit B), held a public hearing on
September 24, 2001 and recommended approval; and
WHEREAS, the Director of Community Development recommends approval; and
WHEREAS, the City Commission of the City of Tamarac held the first public hearing
on September 26, 2001 pursuant to Chapter 163 of the Florida Statutes to consider
transmittal of the proposed amendment to the Comprehensive Plan; and
WHEREAS, the City Commission of the City of Tamarac has deemed it to be in the
best interest of the citizens and residents of the City of Tamarac to adopt amendments to
the Intergovernmental Coordination Element of the City of Tamarac Comprehensive Plan
in accordance with Chapter 163, Subsection 163.3187 of the Florida Statutes concerning
text amendments addressing additional intergovernmental coordination requirements of
Chapter 163.3177(6)(h) F.S.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
September 11, 2001 — Temp. Ord. #1947 3

CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS' clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of the Ordinance
upon adoption hereof.
SECTION 2: That amendments to the Intergovernmental Coordination
Element of the City of Tamarac Comprehensive Plan (Case No. 3-LUA-01) reviewed by the
Planning Board and approved by the City Commission, attached hereto and made a part of
this Ordinance as shown on Exhibit A and Exhibit B, addressing additional
intergovernmental coordination requirements of Chapter 163.3177(6)(h) F.S., are HEREBY
SECTION 3: All Ordinances or parts of Ordinances, and all Resolutions or
parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict.
SECTION 4: If any provision of this Ordinance or the application thereof to
any person or circumstance is held invalid, such invalidity shall not affect other provisions
or applications of this Ordinance that can be given affect without the invalid provisions or
applications of this Ordinance that can be given affect with the invalid provision or
application, and to this end the provisions of this Ordinance are declared to be severable.
SECTION 5: This Ordinance shall become effective on the date a Final Order
is issued by the Florida Department of Community Affairs or Administrative Commission
finding the amendments "In Compliance" in accordance with Section 163.3184 of the
September 11, 2001 — Temp. Ord. #1947 4

VII. INTERGOVERNMENTAL COORDINATION
ELEMENT
GOAL:
The City of Tamarac will coordinate with all appropriate agencies and units of
government in order to successfully implement its Comprehensive Plan and to assist in
the implementation of the plans of other units of government.
Objective 1 The City will send this plan to all adjoining municipalities, to the Broward
County Planning Council as the county certifying agency, to the School
Board, to the SFRPC, SFWMD, and to the state's land planning agency as
provided in the State law for review and comment. The City will continue
through the planning period to seek review and comment from other
appropriate units of government on all development proposals, proposed
plan amendments, proposed rezoning, annexation, and other matters which
affect or may be affected by the plans of the City of Tamarac. Particular
attention will be given to coordination in the development and adoption of
Levels of Service (LOS) standards for public facilities with state, regional,
and local agencies with monitoring, operational, or maintenance
responsibilities for public facilities in Tamarac.
Policy 1.1 The City will continue to work at the staff level with the following
agencies: the Broward County School Board; the South Florida Water
Management District; the South Florida Regional Planning Council;
Broward County and its agencies; agencies of the State of Florida and
adjacent municipalities.
Policy 1.2 - The City will work at the staff level with the School Board to improve the
crossing guards service, and successfully implement the joint use
agreements of facilities at Tamarac Elementary School and Tamarac Park
and other facilities as may be appropriate.
Policy 1.3 The City will improve communication and coordination between the
offices of the Mayor and City Commission, city departments, Florida
Power and Light, and other utilities which site utilities facilities and lines
in Tamarac. This coordination will be done in order to provide improved
service and to minimize negative land use and environmental impacts
from utilities facilities siting and location. These efforts will include the
City of Tamarac 1 2001 Comprehensive Plan
exchange of information including population and housing projections and
formal and informal review of proposed plans of service and site plans.
Policy 1.4 The City, through the Public Works and Community Development
Departments, will improve communication and coordination with
SFWMD. This coordination will be achieved by the exchange of
information and technical assistance with regard to water conservation and
drainage. Joint use by the city and SFWMD of district property for
recreational as well as drainage purposes will also be sought.
Policy 1.5 The Community Development Department will submit information on
proposed land use amendments, rezonings, annexations, and traffic
improvements proposals in a timely manner, both formally and informally,
to the appropriate local government agencies of adjacent units of
government including the School Board, Broward County, State agencies
and cities.
Policy 1.6 The Community Development Department will continue to participate in
the Broward County Technical Advisory Committee (TAC) of the
Broward County League of Municipalities, and the Community
Development Advisory Committee. Through its municipal district
representative, the City will continue to participate in the TAC.
Policy 1.7 The Tamarac Public Works Department will continue to participate in
countywide planning for sanitary sewers, solid waste, potable water, water
management, and drainage at coordinating committee meetings and
special workshops.
Policy 1.8 The City will improve communication and coordination with all agencies
of county government, regional, state, and federal agencies whose plans
and programs affect or are affected by those of the City of Tamarac. These
improvements will include exchanging information, sharing proposed
plans, technical assistance, and participating in formulation of regional
implementation programs including transportation, drainage, water supply
and conservation, sanitary sewers and solid waste management.
Policy 1.9 In the event of any conflict between the City of Tamarac and other units or
agencies of government regarding the Future Land Use Plan, amendments
to it, or other Comprehensive Plan issues or their implementation, the city
will seek first a negotiated settlement between the parties. In the event the
conflict cannot be resolved directly between the units of local government,

the city will user the South Florida Regional Planning Council's informal
mediation process as provided by state law.
Policy 1.10 The City will ensure that the development review process provides for full
disclosure and assessment of any potential development proposal impacts
on adjoining jurisdictions, and identified regional or state resources or
facilities. In addition, all affected entities will be notified of application
development proposals and hearings, and measures will be required to
ensure mitigation of any adverse impacts and compatibility of proposed
development with development patterns of neighboring cities, identified
regional and state resources and facilities.
Policy .1 l The City will continue to coordinate with the Broward County Technical
Advisory Committee and/or directly with the Broward County School
District (as may be necessary,) to monitor future actions regarding the
adoption of a Broward County Public Schools Facilities Element in order
to identify and address potential impacts to the City of Tamarac. If
Broward County adopts a Public Schools Facilities Element, the City shall
review the Element and incorporate all portions deemed appropriate by the
Mayor and into this Comprehensive Plan in order to maintain consistency
with the Broward County Comprehensive Plan.
Policy 1.12 The Building_ Department will continue to provide to the County quarterly
reports for use in the preparation of population estimates and projections
to be used in transportation School District and other County -wide
planning activities pursuant to the reporting requirements contained within
the Broward County Administrative Rules Document.
Policy 1.13 The Public Works Dppartment shall continue to coordinate with DPEP as
necessary to comply with the requirements of the Broward County Joint
Municipal National Pollutant Discharge Elimination System (NPDES)
Permit.
Policy _ The Public Works and Community Development Departments will review
Special District Facility Reports prepared by the South Florida Water
Management District (SFWMD) and the Broward County Solid Waste
Disposal District (BCSWDD) pursuant to Chapter 189.415 F.S. and
identify potential conflicts with the City's adopted Comprehensive Plan.
Policy 1.15 The City will coordinate with the governing boards of the SFWMD and
BCSWDD in order to resolve issues identified in Policy 1.14.

Policy 1.16 The Communityibevelopment Department shall continue to coordinate
with the Broward Alliance order to support the continued economic
development of Broward County and the City of Tamarac.
Policy 1.17 The City, through its membership on the Broward County Metropolitan
Planning Organization will urge the responsible State and County
implementing agencies to plan their roadway systems to achieve and
maintain the Level of Services as outlined in the Transportation Element
policies.
Policy 1.1 g The City will coordinate with existing and future service providers that
have no regulatory authority over the use of land within the City
including, but not limited to the FDOT, the Broward County School
District the Broward County Solid Waste Disposal District and the South
Florida Water Management District to develop recommendations that
address ways to improve existing and future coordination of the City's
concurrence management methodologies and systems and to coordinate
the establishment or amendment of level of service standards.
Policy 119 The City shall pursue the establishment of joint planning areas with
adjacent municipalities Broward County and agencies or other
governmental units providing services including but not limited to the
maintenance of roadway, drainage public schools, solid waste and parks
and recreation facilities as may be appropriate to enhance, improve or -
increase the efficiency with which these facilities are currently provided.
Policy 1.20 "Joint Planning Areas" described in Policy 1.19 shall be established
through formal agreements among the necessary governmental bodies in
order to address the intergovernmental coordination activities including,
but not limited to those listed in Policy 1.12 related to population
projections as well as Policy 1.21 relating to locally unwanted land uses.
Joint Planning Areas shall include and not be limited to as many of the
following planning considerations as possible:
• Cooperative planning and review of land development activities
within the areas covered by an agreement.
• Specification of service delivery
• Funding and cost sharing issues with joint planning areas
• Enforcement/Implementation

Policy 1.21 The City shall continue to participate in the Broward County League of
Cities Technical Advisory Committee to ensure that Comprehensive Plan
implementation is coordinated with the plans of adjacent municipalities,
other governmental units and other agencies providing service, within,
adjacent to or benefitingthe he City of Tamarac.
Policy 1.22 If the City identifies an issue or conflict with the planning and permitting
activities of an adjacent municipality, then the City shall resolve any
identified impacts or conflicts through the Regional Planning Council's
informal mediation process when agreed to by all parties.
Policy 1.23 If deemed appropriate by the Mayor and City Commission, the City will
consider amendments to its Comprehensive Plan to address issues
affecting adjacent local governments the County, the Region and/or the
State identified through coordination with the Technical Advisory
Committee as per Policy 1.21.
Policy 1.24 The City shall continue to implement land development regulations which
require notification to the Broward County Department of Planning and
Environmental Protection of businesses that utilize potential groundwater
contaminants at the time of issuance or renewal of business occupational
licenses.
Objective 2 The City shall support and coordinate with the establishment and
implementation of joint processes for collaborative planning; and decision
making on population projections public school siting the location of
public facilities subject to concurrence and the siting of facilities with
countywide significance.
Policy2.1 The City will continue to annually_ provide information relating to the
location and timing of anticipated capital improvement projects contained
within the City's adopted Five Year Schedule of Capital Improvements to
Broward County for the purpose of achieving a coordination of efforts
- relating to the maintenance and/or extension of existing and location of
new public facilities subject to concurrence.
Policy .2 During review of the City's Five Year Schedule of Capital Improvements,
the City will consider the schedules of adjacent municipalities and other
providers of public facilities within adjacent to or benefiting the City in
order to identify the potential for a coordination of efforts relating to the
maintenance and extension of existing and location of new public facilities
subject to concurrence.

Policy 2.3 The City will pursue joint funding opportunities with the SFWMD, DEP,
Broward County FDOT or other public/private agencies or jurisdictions
to establish joint processes and collaborative planning efforts, when
feasible, to complete capital improvements.
Policy 2.4 The City will continue to attend the future meetings of the Hazard
Mitigation Task Force as necessary, to coordinate with the
implementation and update of Local Mitigation Strategies.
Policy 2.5 The City will coordinate with the Broward County Planning Council, the
South Florida Regional Planning Council, the Broward County Technical
Advisory Committee appropriate Agencies or ad hoc committees, in the
development review and recommendation of efficient countywide
guidelines to coordinate the identification and location of facilities with
countywide significance which may include locally unwanted land uses.
Policy 2.6 Upon identification of uniform countywide guidelines for the
identification and location of facilities with countywide significance
pursuant to Policy 2.5 the City will conduct a review of its locational
standards to determine whether conflicts exist between its regulations and
other jurisdiction regulations what can be done to resolve any conflicts
found and M improvements in the effectiveness or efficiency to be
gained through the countywide approach to locational standards that
would be more uniform in their application.

XI. INTERGOVERNMENTAL COORDINATION
A. Existing Conditions
The City currently has either formal or informal coordination agreements, or interacts
through standard operating procedures under statutory authority, with the following
agencies or jurisdictions:
* All Broward County municipalities.
* Broward County and all associated departments, boards and districts.
* School Board of Broward County.
* Metropolitan Planning Organization.
* South Florida Water Management District.
* South Florida Regional Planning Council.
* State of Florida and all associated departments, boards and districts.
* U.S. Army Corps of Engineers.

Exhibit 18 summarizes and describes the organizations with which the City coordinates.
As shown in Exhibit 18, Tamarac conducts a complex intergovernmental coordination
program. The City is represented at many different levels within the Broward County
governmental structure by City staff and elected representatives on intergovernmental
coordination mechanisms such as the Broward County Technical Advisory Committee
for the League of Cities, Broward County Natural Resources Protection Advisory Board,
the MPO Technical Coordinating Committee, and various other committees addressing
water supply and protection, solid waste and resource recovery.
Several issues are paramount currently to the City of Tamarac in intergovernmental
coordination including land use and transportation planning, education, environmental
protection, water and wastewater services, annexation, legislative initiatives and
countywide land development regulations. Tamarac has continued its historically
aggressive intergovernmental coordination program with Broward County, neighboring
municipalities, regional agencies, State government and Federal departments. No
significant needs are evident at this time beyond a continuation of the current City efforts
in intergovernmental coordination. In addition, no significant problems have been
identified.
There are currently no Areas of Critical State Concern as defined by state law within the
City of Tamarac.

The various methods used by the Cityto o bring about necessary coordination with local, state, regional
and federal agencies include both formal and informal agreements. Standard operating procedures have
been developed over time to carry out coordination with various agencies as required by Federal and
State statutes Because these relationships are virtually identical for all cities throughout the state, they
are not detailed here. However, any mechanisms or relationships unique to the City of Tamarac are
described.
This following intergovernmental analysis is organized by element of the City's Comprehensive Plan
and discusses the existing coordination mechanisms utilized by the City of Tamarac. There is no
problem associated with the existing coordination mechanism unless specifically noted. Additional
coordination mechanisms and/or issues (including Joint Planning Areas, Collaborative Planning for
multi jurisdictional Issues VoluntarDispute Resolution Processes, Special District Coordination, and
Coordination with Campus Master Plans) required to be addressed by revisions to Chapter 163 adopted
by the Florida Legislature in 1996, are also presented.
Land Use
Broward County Planning Council: The City of Tamarac Community Development staff coordinates
with the Planning Council staff to certify the City of Tamarac Future Land Use Element. In 1998 the
Broward County Planning Council reduced the reporting requirements for local governments within
Broward County relating to building permits certificates of occupancy, demolition information and the
use of flexibility provisions as provided for in the City's Future Land Use Element. The City of
Tamarac Building Department provides permit and demolition related information and the Planning
Division of the City of Tamarac provides information relating to the use of flexibility.
The Broward County Planning Council compiles the information provided by the municipalities of
Broward County in order to monitor the implementation of the Broward County Future Land Use Plan
and provides information relating to development within Broward County to the Broward County
Department of Planning and Environmental Protection (DPEP). The DPEP prepares population
estimates and projections for the individual municipalities as well as the County as a whole which are
provided to the municipalities and service providers within Broward County to use in planning for the
future.
The City of Tamarac generally utilizes the population estimates prepared by the University of Florida
Bureau of Economic and Business Research (BEBR) for planning_ purposes. The City of Tamarac also
coordinates with Broward County and reviews the population estimates and projections prepared by
Broward County for the County's comprehensive planning activities in order to identify the existing and
future needs of the City. The City should continue to coordinate with the Broward County Planning
Council through the preparation of quarterly reports and annual summaries, as specified in the Broward
County Administrative Rules Document of the Broward County Future Land Use Plan, to allow for
preparation of population estimates and projections that accurately reflect existing and anticipated
development within the City of Tamarac. Continued coordination with the Planning Council and DPEP

will facilitate the use of coordinated and consistent population estimates and projections by the City, the
County and service providers in accordance with the requirements of Chapter 163, F.S.-
Broward County Department of Planning and Environmental Protection (DPEP): The Broward County
Department of Planning and Environmental Protection (DPEP) is responsible for the regulation of land
development within unincorporated Broward County. The City of Tamarac Community Development
Department reviews comprehensive plan amendments zoning change requests and other County
development permit actions which may impact the City of Tamarac and comments through City
Commission resolutions or other correspondence as may be appropriate.
As referenced in the preceding section the DPEP is responsible for the preparation of population
estimates and projections for Broward County. The City of Tamarac coordinates with both the Broward
Count Planning_ Council and the DPEP through provision of development related information to enable
DPEP to prepare population estimates and projections that accurately reflect existing conditions within
the City of Tamarac.
Broward County League of Cities Technical Advisory Committee (TAC): The City Community
Development Department is represented on the Broward County Technical Advisory Committee (TAC)
which reviews proposed County Comprehensive Plan Elements statutory amendments affecting growth
management and related technical issues affecting the individual municipalities, Broward County, the
South Florida Region and the State of Florida. The TAC provides a forum for the individual
municipalities to coordinate with Broward County and other re ug latoryagencies (such as the South
Florida Regional Planning Council (SFRPCj the Broward County School District, Broward County
Planning Council (BCPC) the Broward County Metropolitan Planning_ Organization (MPO), Florida
Department of Transportation (FDOT), the South Florida Water Management District (SFWMD), and
the State of Florida Department of Community Affairs (DCA), etc.) to discuss multi jurisdictional,
countywide regional and statewide issues. The City's representation on this Committee offers the City
the opportunity to keep abreast of the plans of adjacent municipalities Broward County and the plans of
other agencies or units of government within the region and allows for the identification of issues
including,, possible effects or impacts on the City of Tamarac. In addition to providing a forum to
identify potential impacts of the plans of others upon the City of Tamarac the TAC provides a forum to
address these impacts.
Adjacent Cities • - The City, through it's Community Development Department shall continue to
participate in the Broward County League of Cities Technical Advisory Committee in order to ensure
the compatibility of development along shared borders. Other cities have also cooperated in this effort
by notif3jn the he City of Tamarac Currently, the coordination mechanisms used by the City of Tamarac
to coordinate with adjacent municipalities have been informal. Amendments to Chapter 163, F.S.,
adopted by the Florida Legislature in 1996 require the City of Tamarac to consider the establishment of
agreements to formalize coordination mechanisms with adjacent municipalities, the County and other
governmental units or agencies providing services within adjacent to or benefiting the City of Tamarac.
Broward Alliance • The City of Tamarac coordinates with the Broward Alliance, a countywide
economic development organization that coordinates economic development activities for Broward
County.
City of Tamarac 14 2001 Comprehensive Plan
In 2001 the City of Tamarac adopted and Economic Development Strategy detailing the City's approach
to insure the continued development and sustainability of the City's economic well being. Contained
within the Economic Development Strategy are additional intergovernmental coordination activities to
promote economic development The City should continue to implement all programs and activities
contained within the Economic Development Strategy as well as other activities relating to economic
development which maybe identified in the future.
Broward County School District: The Broward County School District controls, organizes and
administers the public schools of Broward County. The City coordinates review of proposed
development with Broward County through the development review process to address the need for
public schools facilities The City Building Department provides monthly reports on permit activity to
the Broward County Property Appraisers office and they provide monthly reports on certificates of
occupancy to the Department of Planning and Environmental Protection (DPEP). Broward County, in
turn provides annual growth and construction projections to assist the School District in planning new
facilities.
In 1998 the Broward County School District as Local Planning Agency (LPA) for Public School
Planning in Broward County, prepared a "Public Schools Facilities Element" for inclusion in the
Broward County Comprehensive Plan The element was contested and is currently not in effect. The
City of Tamarac will monitor future efforts of Broward County School District to revise and adopt the
proposed Element At such time as a new element may be found "In Compliance" by DCA, the City of
Tamarac may consider an amendment to the City's Comprehensive Plan as may be deemed appropriate
by the Mayor and City Commission to coordinate with the provisions of the Broward County Element.
South Florida Regional Planning Council (SFRPC): The Regional Planning Council reviews
Developments of Regional Impact R) and local comprehensive plan amendments to ensure that
proposed development is consistent with the policies of the Region and the affected local government
regarding land use The SFRPC is also established as a body to mediate any inconsistencies among
local governments with respect to their Comprehensive Plans. The SFRPC and the City have been able
to coordinate these processes successfully.
Broward County Hazard Mitigation Task Force • In 1999 the State of Florida Department of
Community Affairs (DCA) initiated the establishment of a comprehensive pram in partnership with
the State's local governments and private organizations to reduce community vulnerability to all types of
disasters As of 1999 the State of Florida has established a statewide permanent process of community -
based hazard mitigation planning Lthrou hg the preparation of "Local Mitigation Strategies". Local
Mitigation Strategies define what must be done in each community to lessen or avoid the impacts of
future disasters.
In 1998-99 the City of Tamarac closely coordinated with the Broward County and the State of Florida
Divisions of Emergency Management to complete Local Mitigation Strategies for Broward County. The
City's Fire Chief has r presented the City at Local Mitigation Strategy Workshops with the Broward
County Emergency Management Division and continues to coordinate with Emergency Management
staff, as necessary The City of Tamarac must maintain a close relationship between the City and

Broward County's Division of Emergency Management to keep the public and public officials informed
of planned procedures for hurricane evacuation and coordinate with the implementation of the Local
Mitigation Strategy.
Transaortation
Broward County Metropolitan Planning Organization: The duties of the MPO, in cooperation with
FDOT include preparation of the following: a multi -year planning program; a Transportation Plan
consisting of a long-range element (Year 2015 Plan) and a Transportation Systems Management element
(Short Range Highway Plan); an annual Unified Planning Work Program; and an annually updated
Transportation Improvement Program which consists of projects taken from the Transportation Systems
Management element and long range Transportation Plan. The MPO is responsible for coordinating
efforts of local governments regardingtransportation ransportation plans to ensure compatibility with long-range
County plans MPO membership consists of five Broward County Commissioners; two elected officials
from the City of Fort Lauderdale,• two elected officials from the City of Hollywood; one elected official
each from the cities of Coral Springs Deerfield Beach Pembroke Pines Plantation, Pompano Beach,
Lauderhill and Tamarac; the FDOT District Engineer (nonvoting); and the MOT Deputy Secretary
(nonvoting).
Broward County Planning Council (BCPC): The Council is responsible for processing all amendments
to the Broward County Trafficwqys Plan. The Community Development and Public Works
Departments are responsible for recommending amendments to the Mayor and City Commission for
their approval and transmittal to the BCPC Additionally, the BCPC is responsible for certifying that the
City's Future Land Use Plan is consistent with the Broward County Future Land Use Plan through the
recertification process Upon adoption of amendments to the City's Future Land Use Planthe City is
required to recertify the Future Land Use Plan to demonstrate consistency with the Broward County
Land Use Plan The Community Development Department is responsible to coordinate the
recertification of land use plan amendments with the BCPC.
As referenced previously the City of Tamarac transmits quarterly reports to the BCPC relating to
development within the City of Tamarac as well as annual summaries relating to the use of flexibility, as
provided for in the City of Tamarac and Broward County Comprehensive Plans. The BCPC compiles
information relating to the implementation of the Broward County Future Land Use Plan and provides
development related information to the Broward County Department of Planning and Environmental
Protection (DPEP) for the preparation of population estimates and projections for the individual
municipalities and Broward County, as a whole. The estimates and projections prepared by DPEP are
used by service providers within Broward County (Broward County School Board, Broward County
Mass Transit etc) to identify and project existingandfuture needs for public services.
Broward County Technical Coordinating Committee: This Committee consists of municipal
representatives appointed by the MPO's elected officials to address technical matters and report their
recommendations to the MPO Communily Development Department staff fills this position.

Broward County Mass Transit Division • The Broward County Mass Transit Division is the primary
provider of mass transit service within Broward County. In November 1998 Broward County adopted a
new Transportation Element pursuant to the requirements of Chapter 163 F.S. Contained within the
Broward County Transportation Element are numerous programs and strategies intended to increase the
use of mass transit within Broward County. The City of Tamarac recently prepared a new
Transportation Element which is anticipated to be adopted in 2001. The proposed Transportation
Element details coordination activities to be undertaken by the City of Tamarac, individually and in
conjunction with Broward County in support of the provisions contained within the Broward County
Transportation Element to achieve increased mass transit use. As provided for in the City's new
Transportation Element the City monitors the existing level of service provided by the Broward County
Mass Transit Division via existing`bus routes serving, the City. Based upon anticipated development or
identified community needs the City of Tamarac recommends improvements to Broward County in
route location or frequency which maw improve the existing level of service provided. Coordination of
any hanges or additions to bus scheduling and routing is coordinated through the Community
Development and Parks and Recreation Department.
South Florida Regional Planning Council (SFRPC): The Community Development Department works
with the SFRPC relative to any transportation impacts from Developments of Regional Impact, as well
as in the implementation of the SFRPC's Strategic Regional Policy Plan (SRPP). Pursuant to statutory
requirements the City of Tamarac transmits proposed Comprehensive Plan Amendments to the SFRPC
to be reviewed for consistency with the Regional Policy Plan for South Florida. Coordination with the
SFRPC is handled by the Cily's Community Development Department.
Housing Element
Florida Housing Finance Corporation: The City of Tamarac works with the Florida Housing Finance
Corporation to process applications for SHIP funding (State Housing Initiatives Partnership).
Broward County PropeM Appraiser's Office: This agency requires that all updated information
regarding real estate within Broward County be provided to it on a regular basis. The Building
Department provides monthly reports on new building_ permits as well as any annexation information
that may be relevant. In turn the City is provided an annual tax roll for the City.
Broward County Board of Rules and Appeals: The Board's primary function is to interpret the South
Florida Building Code which is the official building code used in Tamarac. The Board is made up of 23
(13 voting members and 10 alternates) members that are appointed by the County Commission and the
League of Cities There are eleven technical committees that serve in an advisorycapacity to the Board.
The City Building Department coordinates any necessary interpretations and/or appeals to the Board.
U.S. Census Bureau • This agency requires that municipalities provide monthly information relative to
building permits; the Building Department prepares these reports. The Bureau is also the principal
source of housing data for the City. In addition the Community Development Department responds to
annual Boundary Area Surveys required by the Census Bureau for annexation pumoses.

U.S. Department of HousingL and Urhan Development (HUD) • The administration of Community
Development Block Grant (CDBG) funding is now processed directly by the City through HUD, as an
entitlement community. The Community Development Department is responsible for administering the
CDBG funds which includes preparation of a consolidated planpublic participation, reporting,
monitoring, and implementingte program.
Infrastructure: Water and Sewer
South Florida Water Management District (SFWMD) • SFWMD has jurisdiction over the issuance of
permits for potable water suipply wells and provides Consumptive Use Permits.
Broward County Water Resources Management Board • The Board is charged with administering and
enforcing the provisions of the Broward County Wellfield Protection Ordinance. The City Utilities
Department and permitting departments coordinate with the Board on matters of wellfield protection.
Broward County Public Health Department: The Department is charged with responsibility for
monitoring_ the quality of treated water for consumptive use. The City's Utilities Department tests,
reports to and coordinates with the Department on matters of potable water Quality.
Broward CountEDepartment of Planning and Environmental Protection (DPEP): This is the County
agency responsible for natural resource protection and surface water management, as well as the
comprehensive planning and development functions listed earlier in this element. The City's
Community Development and Public Works Departments coordinate with DPEP in processing
development applications including DPEP issuance of drainage dredge and fill, sanitary sewer,
hazardous material and tree removal permits The City's Building Department also coordinates with the
DPEP in the review of building_ permits.
Other Cities/Communities • In addition to serving the area within the city limits the City provides utility
service to small areas outside the City limits The City of Tamarac will coordinate with the cities and
unincorporated Broward County for which it provides utility service to monitor existing and future
development within those areas which may impact the demand for utility service. Monitoring
development within the City's utility service area will enable the City of Tamarac to better anticipate
future needs and continue to provide utility service to other cities and communities at an acceptable level
of service throughout the planning period.
Infrastructure: Drainage
South Florida Water Alanazement District (SFWMD): The City Community Development, Public
Works Departments and Building Departments coordinate with SFWMD to achieve consistency in the
Permitting of drainage facilities and enforcing minimum first floor building and street elevations to
ensure flood protection In addition the City coordinates with DPEP through participation in the
Broward County Joint Municipal National Pollution Discharge Elimination Systems Permit (NPDES)
Program relating to stormwater management.

Infrastructure: Solid Waste
Broward County Solid Waste Disposal District: The City of Tamarac via Interlocal agreement became a
member of the Broward County Solid Waste Disposal District. The Broward County Solid Waste
Disposal District is required to prepare a Special District Facility Report pursuant to Chapter 189.415
F.S. The City of Tamarac should monitor the preparation and obtain the final draft of the Public Facility
Report prepared by the Solid Waste Disposal District to identify any potential inconsistencies with the
City's Comprehensive Plan. Upon identification of potential inconsistencies or conflicts with the City's
Comprehensive Planthe City should coordinate with the governing board of the Broward County Solid
Waste Disposal District to identify and evaluate alternatives for eliminating any identified inconsistency.
Conservation
Broward County Department of Planning and Environmental Protection: The City Community
Development Department coordinates with the Department of Planning and Environmental Protection
(DPEP) in protecting natural resources. In its review of development applications, the City is guided by
the County's Environmental Impact Report conditions of plat approval.
Recreation and Open Space
Broward County Planning Council: This agency reviews and approves local land use amendments
proposed in the City. As a requirement for recertification of the Tamarac Land Use Plan, the
Community Development Department provides a listing of eligible park land contained within the
Recreation and Open Space Element of this Comprehensive Plan that can be counted toward meeting the
County requirement of 3 acres of park land per 1,000 population.
Broward County School District: The City has existing joint -use agreements with the School District.
Joint development of future school recreational areas will continue to be coordinated between the
school's administrative personnel and the City. The City Parks and Recreation Department has the
primary responsibility in coordinatingthese hese agreements.
Capital Improvements
The City of Tamarac annually reviews the City's Five Year Schedule of Capital Improvements and
subsequently dopts the City's capital improvements for the upcoming fiscal year during the City's
budgetM review process. Currently, the City annually provides information relating to the anticipated
location and timing of scheduled capital improvements listed in the City's Five Year Schedule of Capital
Improvements to the Broward County Planning Council, as requested by Broward County, to improve
the efficiency and effectiveness with which both the County and the City address capital improvements
needs.

The City's ability to complete needed dapital improvements may be enhanced through a coordination of
efforts with adjacent jurisdictions, other governmental units or service providers who may be completing
capital improvements within adjacent to or benefiting the City of Tamarac. Therefore, during the
annual review of the City's Five Year Schedule of Capital Improvements the City should consider
capital improvements to be completed by adjacent urisdictions other governmental units, or service
providers which may be located within adjacent to or which may benefit the City of Tamarac and
identify capital improvements (to be completed by the City of Tamarac) which may result in an
increased benefit to the City of Tamarac through a coordination of efforts.
The coordination of the City's Coital Improvements Planning will be performed by the City's Public
Works Department.
In General
No designated Area of Critical State Concern is located within the City.
Existing coordination mechanisms are generally serving the City well. A review of the South Florida
Regional Policy Plan does not indicate any incompatibility with City policies.
Additional Coordination Mechanisms
Joint Planning Areas
A Joint Planning Area is an area where one jurisdiction provides services to another jurisdiction or two
jurisdictions provide services to the same area or a Jurisdiction intends to provide services to an area
which is proposed to be annexed The intent of establishing a joint planning area is to achieve increased
efficiency and effectiveness of providing services to an area through a coordination of efforts by
multiple jurisdictions Chapter 163 F S requires the Intergovernmental Coordination Element to
include provisions to establish Joint Planning Areas especially for the purposes of joint infrastructure
service areas annexation and municipal incorporation.
Joint Infrastructure service areas
The City of Tamarac currently provides utility service to small areas located outside the City
limits It is recommended that in addition to consideringthe he Capital Improvements Schedules of
adjacent jurisdictions and other governmental units the City should provide information relating
to the City's anticipated capital improvements to be completed within adjacent to or benefiting
adjacent jurisdictions or governmental units for their consideration during preparation of their
respective Capital Improvement Schedules and Budgets.

Annexation
The City of Tamarac has prepared a series of reports analyzing the feasibility of annexing certain
portions of unincorporated land remaining within close proximity to the City of Tamarac. In the
event that the City becomes impacted by future annexation activity either by the City or by
municipalities adjacent to the City, the City of Tamarac should consider the implementation of
joint planning areas with either Broward County or adjacent jurisdictions as may be necessary to
address any impacts of future annexation activity.
Municipal Incorporation
There are no areas adjacent to the City of Tamarac suitable for incorporation.
Joint Processes for Collaborative Planning and Decision Making for Multi -
jurisdictional Issues
Chapter 163 3177 F S requires that local governments use joint planning processes for collaborative
planning and decision -making in prgparing population projections public school siting the location and
extension of public facilities subject to concurrency, and the siting of facilities with countywide
significance including locally unwanted land uses. The following is a brief description of the existing
and recommended joint rocesses used (or recommended to be used) by the City of Tamarac to address
these issues.
Population Projections
The City of Tamarac provides information relating to development to the Broward County
Planning Council and Property Appraiser's Office to allow for the preparation of population
estimates and projections which accurately reflect the existing or anticipated development within
the City of Tamarac The City reviews the population estimates and projections prepared by the
Broward County Department of Planning and Environmental Protection (DPEP) to identify
whether or not the estimates and projections accurately reflect the existing and anticipated
conditions within the City of Tamarac. In the event that the City determines the estimates and
projections prepared by the DPEP do not reflect conditions within the City of Tamarac, the
City's Community Development Department should provide supplemental information to DPEP
relating to development conditions within the City to facilitate adjustment of the estimates or
projections.
Public School Sitinz
The City of Tamarac coordinates with the Broward County School District, primarily through
attendance at the Broward County Technical Advisory Committee (TAC). However, the City
coordinates directly with the School District on issues relating to the siting of public schools, as
appropriate.

successful in the collocation of such facilities and implementation of joint use agreements
relating to those facilities.
The City will continue to coordinate with the Broward County School District relating to the
location and collocation of public school facilities in order to assist the School District in the
provision of an adequate amount of public schools to meet with the City's identified needs.
Location and Extension of Public Facilities Subiect to Concurrence
The City of Tamarac uses the coordination mechanisms described previously in this element
relating to the provision of public facilities subject to concurrency (see analysis of individual
elements of Comprehensive Plan).
The City will formalize coordination mechanisms identified in this element through the
establishment of agreements in order to comply with the requirements of Chapter 163.3177, F.S.
The City will coordinate the development of agreements to formalize coordination mechanisms
thought coordination with the Technical Advisory Committee.
Siting of Facilities With Countywide Significance Including Locally Unwanted Land Uses.
The City currently addresses the need for facilities with countywide significance through
coordination with the Broward County Technical Advisory Committee (TAC). The TAC
provides a forum for the municipalities Broward County, regulatory gencies and service
providers within Broward County (or providing services within Broward County) to address
multi jurisdictional issues which would include the location of locally unwanted land uses.
Therefore it is recommended that the City continue to coordinate with the TAC as necessary to
address the need for and location of facilities with countywide significance.
Voluntary Dispute Resolution Processes
The City of Tamarac strives to participate in the intergovernmental processes described in this element
by considering the impacts of Comprehensive Plan amendments proposed by the City_(or as proposed by
other jurisdictions) and future developments within the City on the ability of the City of Tamarac and
other jurisdictions to implement their Comprehensive Plans and to address areawide land use needs.
All municipalities are required by the Broward County Charter to be consistent with the Broward
County Future Land Use Plan which prevents development from occurring that would be inconsistent
with the Broward County Future Land Use Plan. The City of Tamarac currently coordinates with the
Broward County Planning Council (as do all municipalities in Broward County) to maintain consistency
between the City's Future Land Use Plan and the Broward County Future Land Use Plan.

Special District Coordination 1r
The City coordinates with the Special Districts located within providing services to or benefiting the
City of Tamarac through the mechanisms discussed previously in this element. In all cases where
Special District Public Facility Reports are required to be prepared by the South Florida Water
Management District and the Broward County Solid Waste Disposal District the City of Tamarac shall
review the facility report prepared by the district and consider amendment of the City's Comprehensive
Plan as may be necessitated by the content of the facility reportIn the event that conflicts arise as a
result of the content of a facility reportthe City of Tamarac shall coordinate with the govermng board
of the gppropriate district to resolve any identified conflicts.
Coordination with Campus Master Plans
Not applicable at this time There are no portions of the State University System located within the City
of Tamarac Therefore the coordination with Campus Master Plans prepared pursuant to Chapter
240.155 F.S. is not necessary.
