ORDINANCE NO. 0-2002-06
AN ORDINANCE OF THE CITY COMMISSION
OF THE CITY OF TAMARAC, FLORIDA,
ADOPTING AMENDMENTS TO THE CAPITAL
IMPROVEMENTS AND RECREATION AND
OPEN SPACE ELEMENTS OF THE CITY OF
TAMARAC COMPREHENSIVE PLAN TO
REFLECT THE INCORPORATION OF
IMPROVEMENTS FOR MCNAB PARK, IN
ACCORDANCE WITH CHAPTER 163,
SUBSECTION 163.3187 OF THE FLORIDA
STATUTES (F.S.); PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, provisions of Local Government Comprehensive Planning and Land
Development Regulation Act of 1985 require adoption of a comprehensive plan; and
WHEREAS, the City of Tamarac has adopted a Comprehensive Plan which includes
a Capital Improvements Element and Recreational Open Space Element in accordance
with the Local Comprehensive Planning and Land Development Regulation Act of 1985;
and
WHEREAS, the City of Tamarac, through its annual budget process for FY 2001
identified certain capital improvement projects to be completed between FY 2001 and FY
2003; and
WHEREAS, the City of Tamarac wishes to encourage the most appropriate use of

land, water and other resources consistent with the public interest; and
WHEREAS, the City of Tamarac wishes to facilitate the adequate and efficient
provision of transportation, water, sewerage, park, recreational facilities, housing and other
public facilities and services; and
WHEREAS, the City has used the data, facts, estimates and projections contained
in the City's Comprehensive Plan and has applied the level of service standards to the
City's needs assessment for the future years; and
WHEREAS, the City has identified needs through its annual capital budgeting
process; and
WHEREAS, Schedule 1 D of the City's adopted Capital Improvements Element
states that the City will acquire additional parkland for future park facilities between 2001
and 2003; and
WHEREAS, in FY 00, the City of Tamarac acquired the parcel of land described in
Exhibit "A" for the purposes of developing a passive park (McNab Park); and
WHEREAS, the City of Tamarac has prepared amendments to the Capital
Improvements and Recreation and Open Space Elements of the City's adopted
Comprehensive Plan reflecting the proposed improvements for McNab Park (attached
hereto and incorporated herein as Exhibit "B"); and
WHEREAS, the City of Tamarac Planning Board, as the Local Planning Agency,
reviewed the Amendments to the Capital Improvements and Recreation and Open Space

Elements of the City's Comprehensive Plan (attached hereto as Exhibit "B"), held a public
hearing on September 24, 2001 and recommended approval; and
WHEREAS, the Director of Community Development recommends Approval; and
WHEREAS, the City Commission of the City of Tamarac held the first public hearing
on September 26, 2001 pursuant to Chapter 163 of the Florida Statutes to consider
transmittal of the proposed amendments to the Comprehensive Plan to the State of Florida
Department of Community Affairs for review; and
WHEREAS, the City Commission of the City of Tamarac has deemed it to be in the
best interest of the citizens and residents of the City of Tamarac to adopt amendments to
the Capital Improvements and Recreation and Open Space Elements of the City of
Tamarac Comprehensive Plan to reflect the incorporation of improvements for McNab
Park, in accordance with Chapter 163, Subsection 163.3187 of the Florida Statutes (F.S.).
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of the Ordinance
upon adoption hereof.

SECTION 2: That adoption of the amendments to the Capital Improvements
and Recreation and Open Space Elements of the City of Tamarac Comprehensive Plan to
reflect the incorporation of improvements for McNab Park, in accordance with Chapter 163,
Subsection 163.3187 of the Florida Statutes (F.S.), are HEREBY APPROVED.
SECTION 3: All Ordinances or parts of Ordinances, and all Resolutions or
parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict.
SECTION 4: If any provision of this Ordinance or the application thereof to
any person or circumstance is held invalid, such invalidity shall not affect other provisions
or applications of this Ordinance that can be given affect without the invalid provision or
application, and to this end the provisions of this Ordinance are declared to be severable.

Data and Analysis Capital Improvements Element
Recreation and Open Space Needs
Several recreation improvements and replacement projects are planned during the 1996-
2000 period. The most significant of these is the Southgate Boulevard Linear Park which
is programmed for development in fiscal year 1999-2000 and will increase the public
recreation open space LOS from 1.15 acres/1000 population to 2.33 acres/1000
population.
In FY 00 the City of Tamarac acquired a parcel of land consisting of approximately 8_5
acres located on the south side of McNab Road immediately west of the Sawg ass
Expressway for the purposes of developing_a passive park. In FY 01 the Cily was
successful in being awarded grant funds reimbursing the City for 40% of the acquisition
costs for the park property. In 2001 the City is currently pursuing a coordination of
activities with various private entities and grantor agencies to facilitate development of
the property as a passive park. It is anticipated that development of the park will be
completed between FY 01 and FY 03.

Data and Analysis Recreation and Open Space
These standards provide for land and facilities, exclusive of surface water. The City has
programmed the development of bicycle, pedestrian and park facilities on the Southgate
Boulevard Linear Park site for fiscal year 1999-2000. These improvements are projected
to cost $350,000, and will add 70 acres to the current inventory of public recreation and
open space in the City. The new recreation facilities will bring the public recreation open
space standard in Tamarac to 2.33 acres/1000 population at the end of the planning
period. In FY 00 the City of Tamarac acquired a parcel of land consisting of
approximately 8.5 acres located on the south side of McNab Road immediately west of
the Sawgrass ss Expressway for the purposes of developing a passive park. �
