Ord. #1966 Page 1 July 11, 2002 CITY OF TAMARAC, FLORIDA ORDINANCE NO. 0-2002-15 AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AMENDING CHAPTER 2 DIVISION 10, OF THE TAMARAC CODE, ENTITLED "AMBULANCE COMMITTEE", CHANGING THE NAME TO "EMERGENCY MEDICAL SERVICES (EMS) COMMITTEE"; UPDATING CURRENT CITY CODE; PROVIDING FOR CODIFICATION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FORAN EFFECTIVE DATE. WHEREAS, the City created the Ambulance Committee in 1993 when emergency medical care and transport within the City was provided by Tamarac Fire Department, Broward County Fire Rescue and a private ambulance provider; and WHEREAS, the Ambulance Committee is authorized to research and report on matters related to ambulance and emergency medical services; and WHEREAS, in 1996 Tamarac Fire Rescue assumed the responsibility for emergency medical care and transport using fire rescue vehicles; and WHEREAS, Tamarac no longer uses private ambulances as primary means of transporting patients; and Coding: Words in 6tFHGk thfeuO are deletions from existing law; Words in underscored type are additions. Ord. #1966 Page 2 July 11, 2002 WHEREAS, the current name of the committee is outdated and does not reflect the delivery of emergency medical services in the City; and WHEREAS, the term Emergency Medical Services is inclusive of Medical Transport by Tamarac Fire Rescue units, and WHEREAS, the City Commission of the City of Tamarac has deemed it to be in the best interest of the citizens and residents of the City of Tamarac to change the name of the Ambulance Committee to the Emergency Medical Services Committee. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: That the foregoing whereas clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Ordinance upon adoption hereof. SECTION 2: Chapter 2 Division 10 is amended as follows: DIVISION 10. AM—RULANGE Emergency Medical Services (EMS) COMMITTEE Sec. 2-233. Creation. There is created and established an a4aflse Emergency Medical Services (EMS) committee which shall be a permanent agency of the city and which shall consist of seven (7) members appointed by the city commission. The members of the aFnbUlaRGe EMS committee shall be appointed by the city commission on an annual basis and serve at the pleasure of the city commission without compensation. Sec. 2-234.1. Powers and duties. The affAA+Ia�e EMS committee shall be authorized to research and report to the city commission on matters related to am-h l@nGe emergency medical services. The Ambw'anGe EMS committee may perform such other duties as may be prescribed by resolution by the city commission. Sec. 2-234.2. Meetings. (a) The EMS committee shall conduct its meetings pursuant to Robert's Rules of Order, Newly Revised, and all applicable laws. A quorum shall consist of a majority of the membership. (b) The committee shall meet at the request of the chairperson or a majority of the members upon no less than forty-eight hours notice to each member and the public. Sec. 2-234.3. Liaisons. (a) Commission liaison. The arnbulaflse EMS committee may have a Commission liaison pursuant to the provisions of section 2-33. (b) Staff liaison. The an4xAaaGe EMS committee may have a staff person assigned to it by the city manager to serve in an advisory capacity. Any requests on the part of the committee for information or services from the administration shall be made by the chairman of the committee to the city manager or through the staff liaison if one is assigned. An use EMS committee member appointed by the City Commission serves at the pleasure of the city commission and shall be removed at any time by majority vote of the city commission. (b) Resignation of members. A resignation by a committee member made either orally or in writing will be deemed accepted by the city commission when the committee member announces his resignation to the committee, city manager or city commission. The city commission need not take any formal action to accept the resignation. Failure to attend three (3) consecutive meetings without being excused by the chairman shall be deemed a resignation. SECTION 3: It is the intention of the City Commission and it is hereby ordained, that the provisions of this Section shall become and be made a part of the Code of Ordinances of the City of Tamarac, Florida, and that the Sections of this Ordinance may be renumbered, re -lettered and the word "Ordinance" may be changed to "Section," "Article" or such other word or phrase in order to accomplish such intention. SECTION 4: All Ordinances or parts of Ordinances, and all Resolutions and parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict. Ord. #1966 Page 5 July 11, 2002 or applications of this Ordinance that can be given affect without the invalid provision or application, and to this end the provisions of this Ordinance are declared to be severable. SECTION 6: This Ordinance shall become effective immediately upon its passage and adoption. PASSED, FIRST READING this 28th day of August, 2002.
