AN ORDINANCE OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, ADOPTING AN AMENDMENT TO
THE CAPITAL IMPROVEMENT AND
INTERGOVERNMENTAL COORDINATION ELEMENTS OF
THE CITY OF TAMARAC COMPREHENSIVE PLAN
CONCERNING A TEXT AMENDMENT TO INCORPORATE
NEW GOALS, OBJECTIVES AND RELATED POLICIES AND
THE ADDITION OF THE PUBLIC SCHOOL FACILITIES
ELEMENT TO THE COMPREHENSIVE PLAN ALL
PERTAINING TO PUBLIC SCHOOL FACILITY PLANNING TO
ADDRESS THE IMPLEMENTATION OF SCHOOL
FACILITIES CONCURRENCY THROUGH THE
ESTABLISHMENT OF A FINANCIALLY FEASIBLE PUBLIC
SCHOOL CAPITAL FACILITIES PROGRAM; ADOPTION OF
LEVEL -OF -SERVICE STANDARDS TO ESTABLISH
MAXIMUM PERMISSIBLE SCHOOL UTILIZATION RATES
RELATIVE TO CAPACITY AND COORDINATED
PROCEDURES FOR IMPLEMENTING SCHOOL
CONCURRENCY (CASE NO. 2-LUA-07); PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, provisions of the Local Govemment Comprehensive Planning and Land
Development Regulation Act of 1985 require adoption of a comprehensive plan; and
WHEREAS, the City of Tamarac, Florida, pursuant to the Local Government
Comprehensive Planning Act, and in accordance with all of its terms and provisions, has
prepared and adopted a comprehensive plan which has been submitted to, and reviewed
by, the South Florida Regional Planning Council (SFRPC) and the State Department of
Community Affairs (DCA); and
WHEREAS, in September 1999, the then City Commission adopted a goal and
related polices within the Future Land Use Element pertaining to Public School Facilities
Siting and Public Facilities Collocation; and

WHEREAS, the implementation of public school facility planning requires a Text
Amendment to the Future Land Use, Capital Improvements and Intergovernmental
Coordination Elements and the addition of a Public School Facilities Element; to the City's
adopted Comprehensive Plan and
WHEREAS City staff proposes and provides for appropriate Comprehensive Plan
Goals, Objectives, and Policies; and
WHEREAS, the City has prepared a Text Amendment to the Objectives and Polices
of the Capital Improvements and Intergovernmental Coordination Elements and the
addition of the Public School Facilities Element to the City's adopted Comprehensive Plan,
to address the implementation of public school facility planning; and
WHEREAS, the Planning Board of the City of Tamarac has also reviewed the Text
Amendment to the Capital Improvements and Intergovernmental Coordination Elements
and the addition of the Public School Facilities Element to the City's adopted
Comprehensive Plan, to address the implementation of public school facility planning to the
Land Use Plan of the City of Tamarac on December 5, 2007 as described in Exhibit "A"
(attached hereto) and specifically made a part of this Ordinance (The "application"); and
has made a recommendation to formally transmit the Text Amendment to the State of
Florida Department of Community Affairs (DCA) for their review; and
WHEREAS, this Text Amendment to the Capital Improvements and
Intergovernmental Coordination Elements and the addition of the Public School Facilities
Element to the City's adopted Comprehensive Plan will be transmitted to the State of
Florida Department of Community Affairs (DCA) for review and comments, all as provided
by law; and
WHEREAS, the Director of Community Development recommends the transmittal of

the Text Amendment to the Capital Improvements and Intergovernmental Coordination
Elements and the addition of the Public School Facilities Element to the City's adopted
Comprehensive Plan to the State of Florida Department of Community Affairs (DCA) for
their review; and
WHEREAS, the City Commission of the City of Tamarac has conducted public
hearings on this Text Amendment to the Capital Improvements and Intergovernmental
Coordination Elements and the addition of Public School Facilities Element to the City of
Tamarac Comprehensive Land Use Plan; and
WHEREAS, this Text Amendment to the Capital Improvements and
Intergovernmental Coordination Elements and the addition of Public School Facilities
Element to the City's adopted Comprehensive Plan, will be submitted to the Broward
County Planning Council for recertification upon adoption by the City Commission on
Second and Final Reading; and
WHEREAS, the City Commission of the City of Tamarac has deemed it to be in the
best interest of the citizens and residents of the City of Tamarac to adopt a Text
Amendment to the Capital Improvements and Intergovernmental Coordination Elements
and the addition of a Public School Facilities Element to the City of Tamarac
Comprehensive Land Use Plan to address the implementation of public school facility
planning in accordance with Chapter 163, Part II, Florida Statutes.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and

confirmed as being true and correct and are hereby made a specific part of the Ordinance
upon adoption hereof.
SECTION 2: That the Text Amendment to the Capital Improvements and
Intergovernmental Coordination Elements and the adoption of the Public School Facility
Element (Case No. 2-LUA-07) reviewed by the Planning Board and approved by the City
Commission, attached hereto and made a part of this Ordinance as shown on Exhibit "A",
to address the implementation of public school facilities planning, is hereby adopted,
subject to the conducting of a Second and Final Public Hearing, and which shall become
effective upon the expiration of a twenty-one (21) day appeal period subsequent to the
publishing of a Notice of Intent to find in compliance by the State of Florida Department of
Community Affairs (DCA).
SECTION 3: That the Director of Community Development is further
authorized and directed to make the necessary textual changes to the City's certified Land
Use Plan in order to reflect the above -stated changes.
SECTION 4: All Ordinances or parts of Ordinances, and all Resolutions or
parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict.
SECTION 5: If any provision of this Ordinance or the application thereof to
any person or circumstance is held invalid, such invalidity shall not affect other provisions
or applications of this Ordinance that can be given affect without the invalid provision or
application, and to this end the provisions of this Ordinance are declared to be severable.

SECTION 6: This Ordinance shall become effective immediately upon the

Proposed Text Amendment to the Comprehensive Plan
CAPITAL IMPROVEMENTS ELEMENT:
Objective 5
The City, in collaboration with the School Board Broward County and non-
exempt municipalities shall ensure that public school facilities are available for
current and future students consistent with available financial resources and the
adopted LOS.
Monitoring and Evaluation:
• School enrollment prowections compared to the School District's Adopted
Five -Year District Educational Facilities Plan as adopted by reference into
the Capital Improvement Element.
Policy 5.1 Consistent with policies and procedures within the ILA the DEFP
shall contain a 5-year financially feasible schedule of capital
improvements to address existing deficiencies and achieve and
maintain the adopted LOS in all CSAs. This financially feasible
schedule shall be updated on an annual basis and annual)
adopted into the CIE.
Policy 5.2 The uniform district -wide LOS shall be 110% of the permanent
FISH capacity for each Dublic elementa middle and high school.
Policy 5.3 The adopted LOS shall be applied consistently by Broward Count
the municipalities and the School Board district -wide to all schools
of the same „tvpe.
Policy 5.4 The School board's DEFP includin pages 1 = 178 and
Appendices A - E adopted by the School Board on August 1 2007
are adopted by reference into the CIE.

Proposed Text Amendment to the Comprehensive Plan
INTERGOVERNMENTAL COORDINATION ELEMENT:
Policy 2.4 The City will coordinate their planning and permitting processes
with Broward County, the School Board, and non-exempt
municipalities consistent with the procedures established within the
ILA as follows:
1. Review and update of the annual DEFP containing the
financially feasible schedule of capital improvement for
school facilities needed to achieve and maintain the adopted
level of service stands in all CSAs.
2. Coordinate County and municipal land use planning and
permitting processes with the School Board's site selection
and planning process to ensure future school facilities are
consistent and compatible with land use categories and
enable a close integration of existing and planned school
facilities and the surroundina land uses.
3. „Coordinate the preparation of County and municipal
projections for future development with the School Board's
school enrollment projections to ensure consistency between
the County and municipal future land use maps and the Ion
term school planning process.
4. Coordinate with the School Board through the Staff Working
Group and Oversight Committee regarding the preparation
of County and municipal annual comprehensive plan
updates and the School Board's annual update of the DEFP
to ensure consistencv between the plans.
5. Coordinate with the School Board on the planning, siting,
land acquisition, permitting and development -of new school.
facilities to ensure the availability of public facilities services
and grounds, especially for purposes of exploring collocation
opportunities.
6. Revise County and municipal land development codes and
School Board policies to establish a county -wide public
school concurrency system.

Proposed Public School Facilities Element
PUBLIC SCHOOL FACILITIES ELEMENT:
PUBLIC SCHOOL CONCURRENCY
GOAL 1
The City of Tamarac(City) in collaboration with the School Board of Broward
Count School Board Broward County Board of County Commissioners
Broward Count and non-exempt municipalities (municipalities) shall ensure
that public school facilities will be available for current and future students
consistent with available financial resources and adopted level of service
standards (LOS). This will be accomplished recognizing the School Board's
statuto and constitutional responsibility to provide a uniform system of
adequate public school facilities and the authority of City for development
permifting and comprehensive planning.
FINANCIALLY FEASIBLE DISTRICT EDUCATIONAL FACILITIES
PLAN
Objective 1.1
Pursuant to Chapters 163.3177 and 163.3180 F.S. and the Interlocal A reement
for Public School Facility,Planning ILA the City shall provide comments to the
School Board during its annual preparation, update, and adoption of the Five -
Year District Educational Facilities Plan DEFP . The School Board shall also
ensure that school facilities are planned to meet the long-term planning period of
the Public School Facility Element PSFE of the City of Tamarac
Comprehensive Plan consistent with the provisions of the ILA.
Monitoring and Evaluation:
• City review of number of residential building ermits issued with
annual update of DEFP.
Policy 1.1.1 The financially feasible schedule of the DEFP shall be annual)
adopted into the City of Tamarac Comprehensive Plan Capital
Improvements Element CIE by reference.
Policy 1.1.2 The School Board through the Adopted DEFP shall depict the
capacity needed to achieve and maintain the adopted LOS for each
CSA within the five-year planning period. These projections are
included in the supporting documents of the PSFE_
Policy 1.1.3 The School Board through the DEFP shall provide a five -yea
financially feasible schedule for the remodeling/renovation of
existing schools to meet the identified needs of aging schools and
replace worn facilities.
Policv 1.1.4 The School Board, shall amend the DEFP, on an annual basis to
1. add a new fifth year,
2. reflect changes in estimated capital revenuesplanned
capital appropriations costs, planned capital facilities
projects, CSAs and school usage: and,
3. ensure the DEFP continues to be financially feasible for the
five-year planning period.
Policv 1.1.5 Annual updates to the CIE shall be coordinated with adopted
updates to the DEFP and CSA maps. The annual plan
amendments shall ensure that the schedule of capital
improvements with the CIE continues to be financially feasible and
the LOS will be achieved and maintained.
CONCURRENCY MANAGEMENT SYSTEM
Objective 1.2
The City shall participate in the Broward County county -wide public school
facilities concurrency management -system for implementation of public school
concurrence to ensure that public school facilities are available at the adopted
level of service standard concurrent with the impact of grgposed residential
development.
Monitoring and Evaluation:
• City review of number of residential building permits issued with
annual update of the DEFP.
Policy 1.2.1 The City of Tamarac in collaboration with the chool Board and
Broward County shall implement concurrency manag eg merit
systems consistent with the policies included in the Broward
Count 's and the Ci 's Public School Facilities Element with
procedures and requirements included within th_eCity's Land
Development Code and the ILA.
Policy 1.2.2 The CSAs shall be the annually adopted school attendance
boundaries for each elementary, middle and high school. The ma s
of the CSAs are maintained in the data and analysis section of this
Element.
Policy 1.2.3 The Level of Service standard shall be 110 percent of the
permanent Florida Invento of School Housing FISH capacity for
each public elements middle and high school.
Policv 1.2.4 If adeauate capacity is not available in a.._CSA for a proposed
residential development, but capacity exists in one or more
contiguous CSAs the development may roceed consistent with
the provisions and procedures in the Cit 's Land Develo ment
Code and the ILA.
Policv 1.2.5 If adeauate capacity is not currently available in a CSA or
contiguous CSA fora proposed residential development, but
capacity,is scheduled in the DEFP to be available within 3 years
after the issuance of final subdivision or site plan approval, or
functional equivalent), development of the promect may roceed in
accordance with the provisions and procedures in the Cit 's Land
Development Code and the ILA.
Policv 1.2.6 The CSAs shall be established and subsequently modified to
maximize available school capacity and make efficient use of new
and existing public schools in accordance with the level of service
standards and the permanent capacity, taking into account special
considerations such as core capacity, special programs,
transportation costs, geographic impediments, diversity programs,
and class size reduction re uirements to prevent disparate
enrollment levels between schools of the same type elements
middle high) and provide an equitable distribution of student
enrollment District -wide.
Policv 1.2.7 The Citv shall not approve a residential plat or site plan or
functional equivalent until the School Board has reported that the
school concurrengy requirement has been satisfied consistent with
the provisions and procedures in the Cit 's Land develo ment
Code and the ILA.

f projected student impact of a proposed residential Policy 1.2.8 The projec _
development shall be determined using the student generation
rates approved by the School Board and adopted within the City's
Land Development Code. The student generation rates shall be
reviewed and updated at least eve three 3 ears.
Policy 1.2.9 The public school concurrency approval for residentialplats shall
expire if development within the plat does not commence within five
5 ears following the date of County Commission approval. Public
school concurrency approval for residential site plans shall expire
subiect to the issuance of a building permit development with 1
year following the date of City Commission approval.
PROPORTIONATE SHARE MITIGATION
Objective 1.3
The School Board, pursuant to Chapter 163.3180 F.S. and the ILA, shall include
proportionate share mitigation alternatives that provide an option for residential
developments unable to meet the public school concurrency requirement.
Monitoring and Evaluation:
• Number of residential developments that re ire proportionate
share mitigation alternatives.
Policy 1.3.1 A residential development's proportionate share mitigation value
shall be determined by multiplVing the number of additional student
stations needed to mitigate the impact of the proposed
development on schools within the affected CSA(s) not meeting
adopted LOS standards bV the State cost per student station for
each school type plus a land impact cost share if applicable.
Pursuant to Section 163.3180(13)(e)(2), F.S., the applicant's
proportionate share mitigation obligation shall be credited toward
any other impact or exaction fee imposed by local ordinance for the
same need, on a dollar -for dollar basis, at fair market value.
Policv 1.3.2 Proportionate share mitiaation shall enhance the capacity of the
schools (orprovide for the construction of new schools serving the
proposed residential development. The mitigation shall equate to
at least one „permanent classroom_ which may be funded by one or
more residential developments, or other identified funding sources.
Mitigation that results in the need for school sit s shall primarily
be the dedication of land. Proportionate share mitigation shall
include the following options, as further defined and submect to,
procedures_ and requirements in the ILA1
1. Purchase or dedication of needed elementary, middle

or high school sites_
2. Construction of capacity improvements identified in
years four (4) or five (5) of the DEFP including
advancement of such improvements into the first three
ears of the DEFP.
3. Construction of previously unplanned schools
classroom additions modular classrooms or similar
facilities. Such facility capacitycapacily shall be included in the
first three years of the DEFP through an amendment
approved by the School Board.
4. Construction of the needed capacity at one or more
charter schools.
5. Other mitigation options approved by the School Board
on a case by case basis contingent upon a School
Board finding that the option mitigates the impact of the
proposed development.
Policy 1.3.3 Mitigation shall be assured by a legally binding agreement between
the School Board the applicant and the City executed prior to the
issuance of the final subdivision plat or the final site plan approval
or functional equivalent). The School Board must commit in the
agreement to placing the improvement required for mitigation in the
first three (3) years of the DEFP.
COLLABORATE & COORDINATE TO MAXIMIZE QUALITY
EDUCATION
GOAL 2
The Citv. the School. Broward Countv, and municipalities shall maximize
collaboration and coordination to effectively plan for public elementa and
secondary school facilities to meet the current and future needs of Broward
Count 's public school population.
Monitorina and Evaluation:
• Annual review of properties owned by School Board Broward
County, and City.
• Annual review and comment on the School District's Tentative Five -
Year DEFP.
• Attendance to pertinent Superintendent's Site Review Committee
Meetings and the Oversight Committee and Staff Working Group
meetings regularly to ensure compatibility with land uses and future
school sites.

LAND USE CONSISTENCY, COMPATIBILITY & ADEQUATE
INFRASTRUCTURE
Objective 2.1
The City shall coordinate with the School Board and Broward County to ensure
that the locations of existing and proposed school sites are compatible with and
proximate_ to the existing and planned land uses they serve.
Policy 2.1.1 The City will coordinate through the procedures established in the
ILA that existingTand proposed , ublic school facility sites are
consistent and compatible with the City of Tamarac Comprehensive
Plan.
Policv 2.1.2 The Citv will coordinate with the School Board and Broward Cou
to prepare projections of future development and public school
enrollment_ growth and to ensure such projections are consistent
with the Cit 's future land use map and the School Board's Lon
Ranae Public School Facilities Mao. and procedures and
reauirements identified in the ILA.
Policy 2.1.3 Consistent with ection 163.3177.(12)(g),.,,. F,.._:,the City shall adopt._,.__

Policy 2.1.4 Consistent with provisions and procedures in the ILA, the School
Board will advise the Citv of inconsistencies in the Citv's
Comprehensive Plan and Comprehensive Plan Amendments with
the DEFP_and Long -Range School Facilities Plan.
Policy 2.1.5 The School Board shall monitor and participate in the City's „plat
review and site plan _ reviewprocesses, the Development of
Regional Impact (DRI) process, the land use _plan amendment
process and other development order/permit processes.
Policv 2.1.6 The Citv shall utilize the procedures identified within the ILA
including the Staff Working Group and Oversight Committee
established _by the ILA, to coordinate the annual review of school
enrollment proiections in addition to the preparation
and annual reviews of public school facilities elements and ensure
that the elements are consistent with each other.

Policy 2.1.7 The City shall annually amend its CIE after the School Board
annually updates and adopts the DEFP and transmit it to the Cit
consistent with the provisions and procedures of the ILA including
any supplemental amendments.
Policv 2.1.8 The Citv shall share and coordinate information with the School
Board and Broward County through the municipal platting , site plan
and school siting processes and procedures identified in the ILA to
ensure the locationphasing,and development of public school
facilities including additions to existing facilities is coordinated with
the provision of necessary public facilities.
Policv 2.1.9 The Citv. pursuant, shall coordinate the location of public school
facilities with the School Board and Broward CountyCounly relative to the
location of other public facilities such parKs, libraries and
communities centers and promote schools to be focal points within
the community.
SCHOOL FACILITY SITING COLLOCATION & DESIGN
Objective 2.2
The City pursuant to the ILA, shall coordinate the location of public school
facilities with the School Board and Broward County relative to the location of
other public facilities such as parks, libraries and community centers and
promote schools to be focal points within the community,
Policy 2.2.1 In the planning,siting,land ac uisitionpermitting and development
of a new school facility or significant renovation or -expansion, the
School Board shall coordinate with the City on the availability of
public facilities, services and.
Policy 2.2.2 The City shall pursue shared -use and co -location of school sites
with School Board and County facilities having similar facility
needs, such as libraries, parks, ball fields, other recreation facilities.
Policy 2.2.3 Through the design of school facilities, establishment of school
siting standards and pursuit of collocation opportunities, the School
Board is encouraged to promote school facilities to serve as
community focal points.
Policy 2.2.4 The City will coordinate with the School Board and Broward
County, on efforts to build new school facilities which are designed
to serve as emergency shelters as required by Section1013.372,
F.S.

PUBLIC SCHOOL FACILITIES ELEMENT
GOAL 1 PUBLIC SCHOOL CONCURRENCY
The City of Tamarac(City) in collaboration with the School Board of Broward Count

Objective 1.2.0. CONCURRENCY MANAGEMENT SYSTIM
The City shall participate in the Broward County county -wide public school
facilities concurrency management system for implementation of public school
concurrency to ensure that public school facilities are available at the adopted
level of service standard concurrent with the impact of proposed residential
development.
Measure: City review of number of residential building permits issued with
annual update of the DEFP.
Policy 1.2.1 The City of Tamarac in collaboration with the School Board and
Broward County shall implement concurrency management systems consistent
with the policies included in the Broward Count 's and the Cit 's Public School
Facilities Element with procedures and requirements included within the Cit 's
Land Development Code and the ILA.
Policy 1.2.2 The CSAs shall be the annually adopted school attendance
boundaries for each elementary, middle and high school. The maps of the
CSAs are maintained in the data and analysis section of this Element.
Polio 1.2.3 The Level of Service standard shall be 110% of the permanent
Florida Invento of School Housin FISH capacity for each Public
elementary, middle and high school.
Policy 1.2.4 If ade uate capacity is not available in a CSA fora proposed
residential development, but capacity exists in one or more contiguous CSAs
the development may roceed consistent with the provisions and procedures
in the City's Land Development Code and the ILA.
Policy 1.2.5 If adequate capacity is not currently available in a CSA or
contiguous CSA fora proposed residential development, but capacity is
scheduled in the DEFP to be available within 3 Vears after the issuance of final
subdivision or site plan approval, or functional equivalent), development of the
project may roceed in accordance with the provisions and procedures in the
City's Land Development Code and the ILA.
Policy 1.2.6 The CSAs shall be established and subseguently modified to
maximize available school capacity and make efficient use of new and existing
public schools in accordance with the level of service standards and the
permanent capacity.

Policy 1.2.7 The City shall not approve a residential plat or site plan or
functional equivalent until the School Board has reported that the school
concurrency re uirement has been satisfied consistent with the provisions and
procedures in the Cit 's Land development Code and the ILA.
Policy 1.2.8 The promected student impact of a proposed residential
development shall be determined using the student generation rates approved
by the School Board and adopted within the Cit 's Land Development Code.
The student generation rates shall be reviewed and updated at least eve
three (3) years.
Policy 1.2.9 The public school concurrency approval for residential plats shall
expire if development within the plat does not commence within five 5 ears
following the date of County Commission approval. Public school concurrent
approval for residential site plans shall expire subject to the issuance of a
building_ permit development with (1) year following the date of City_
Commission approval.
Objective 1.3.0 PROPORTIONATE SHARE MITIGATION
The School Boardpursuant to Chapter 163.3180 F.S. and the ILA shall include
proportionate share mitigation alternatives that provide an option for residential
developments unable to meet the public school conturrency requirement.
Measure: Number of residential developments that require proportionate
share mitigation alternatives_
Polio 1.3.1 A residential development's proportional@ share mitigation value
shall be determined by multiplVing the number of additional student stations
needed to mitigate the impact of the proposed development on schools within
the affected CSA(s) not meeting the adopted LOS standards by the State cost
per student station for each school type plus a land impact cost share if any.
Pursuant to Section 163.3180 13 e 2 F.S. the applicant's proportionate
share mitigation obligation shall be credited toward any other impact or
exaction fee imposed by local ordinance for the same need on a dollar -for
dollar basis, at fair market value.
Policy 1.3.2. Proportionate share mitigation shall enhance the capacitV of the
schools (or provide for the construction of new schools) serving the proposed
residential development. The mitigation shall a uate to at least one
permanent classroom, which may be funded by one or more residential.
developments, or other identified funding sources. Mitigation that results in
the need for school site(s) shall primarily be the dedication _ of land.
Proportionate share mitigation shall include the following options, as further
defined and subject to, procedures and requirements in the ILA-,

1. Purchase or dedication of needed elementa middle or high school
sites.
2. Construction of capacity improvements identified in years four 4 or
five (5) of the DEFP including advancement of such improvements into
the first three years of the DEFP.
3. Construction of previously unplanned schools, classroom additions,
modular classrooms or similar facilities. Such facility capacity shall be
included in the first three years of the DEFP through an amendment
approved by the School Board.
4. Construction of the needed capacity at one or more charter schools.
5. Other mitigation options approved by the School Board on a case b
case basis contingent upon a School Board finding that the option
mitigates the impact of the proposed development.
Policy 1.3.3. Mitigation shall be assured by a legally binding a reement
between the School Board the applicant and the City executed prior to the
issuance of the final subdivision plat or the final site plan approval or
functional equivalent). The School Board must commit in the agreement to
placing the improvement required for mitigation in the, first three (3) years of
the DEFP.
GOAL 2.0.0 COLLABORATE AND COORDINATE TO MAXIMIZE QUALITY
EDUCATION
The City, the School Broward County, and municipalities shall maximize collaboration
and coordination to effectively plan for public elements and seconds school facilities
to meet the current and future needs of Broward Count 's public school population.
Measure: Annual review of properties owned by School Board, Broward County, and
City.
Obiective 2.1.0 LAND USE CONSISTENCY, COMPATIBILITY & ADEQUATE
INFRASTRUCTURE
The City shall coordinate with the School Board and Broward County to ensure
that the locations of existing and proposed school sites are compatible with and
proximate to the existing and planned land uses they serve.
Policy 2.1.1. The City will coordinate through the procedures established in
the ILA that existing and proposed public school facility sites are consistent
and compatible with the City of Tamarac Comprehensive Plan.
Policy 2.1.2. The City will coordinate with the School Board and Broward
County to prepare proiections of future development and public school
enrollment growth and to ensure such projections are consistent with the
City's future land use map and the School Board's Long Range Public School
Facilities Map, and procedures and requirements identified in the ILA.

Policy 2.1.3. Consistent with Section 163.3177 12 F.S. the City shall
adopt by reference the Broward County PSFE that include future conditions
maps showing existing and anticipated school facilities for the short-term 5
ear and long-term 10 earplanning time frames. Maps 1 through 12 depi
of the PSFE depict the short and long term existing and anticipated public
school facilities and ancillary_ plants.
Policy 2.1.4. Consistent with provisions and procedures in the ILA the School
Board will advise the City of inconsistencies in the Cit 's Comprehensive Plan
and Com rehensive Plan Amendments with the DEFP and Lon -Ran e
School Facilities Plan.
Policy 2.1.5. The School Board shall monitor and participate in the Cit 's plat
review and site plan review processes, the Development of Regional Impact
(DRD process,the land use plan amendment process and other development
order/permit processes.
Policy 2.1.6. The City shall utilize the procedures identified within the ILA,
including the Staff Working Group and Oversight Committee established b
the ILA, to coordinate the annual review of school enrollment_ projections in
addition to the preparation and annual reviews of public school facilities
elements and ensure that the elements are consistent with each other.
Policy 2.1.7. The City shall annually amend its CIE after the School Board
annually updates and adopts the DEFP and transmit it to the City consistent
with the provisions and procedures of the ILA, including any supplemental
amendments.
Policy 2.1.8. The City shall share and coordinate information with the School
Board and Broward County through the municipal platting , site plan and
school siting processes and procedures identified in the ILA to ensure the
location, phasing, and development of public school facilities, including
additions to existing facilities, is coordinated with the provision of necessm
public facilities.
Policy 2.1.9. The City, pursuant, shall coordinate the location of public school
facilities with the School Board and Broward County relative to the location of
other public facilities such parks,. libraries and communities centers and
promote schools to be focal points within the communily.
Objective 2.2.0 SCHOOL FACILITY SITING, COLLOCATION & DESIGN
