HomeMy WebLinkAbout1996-06-17 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, JUNE 17, 1996 CALL TO ORDER: Mayor Abramowitz called the Workshop to order on Monday, June 17,1996, at 9:30 A.M. in Conference Room #1 of Tamarac, City Hall, 7525 Northwest 88th Avenue, Tamarac, Florida. PRESENT: Mayor Norman Abramowitz Vice Mayor Larry Mishkin Commissioner John E. McKaye Commissioner Joseph Schreiber ALSO PRESENT: Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Dina M. McDermott, Assistant City Manager Phyllis Polikoff, Office Specialist Tape 1 1. Board and Committee Vacancies - Discussion Discussion was held regarding the Social Services, Public Information, Consumer Affairs, Investment Advisory and Code Enforcement Boards and Committees which were mandated by Ordinance. City Manager Noe said he spoke with several liaisons and suggested reevaluating the Insurance Advisory and Urban Forestry Committees and possibly eliminating the Annexation and Sister City Committees. There was discussion on the Board of Adjustment, Code Enforcement Board, Veterans Affairs and Privatization Committees and City Attorney Kraft suggested a Special Master regarding the Board of Adjustment. Discussion followed on responsibilities of the Board of Adjustment and Development and Review Committee, Ms. McDermott's comments on Consumer Affairs, cost to the City for staff to attend board or committee meetings, Comm. Schreiber's comments as liaison to the Insurance Advisory Board and the Investment Advisory Committee. Tape 2 City Commission Workshop Meeting June 17, 1996 Page 2 Mr. Noe mentioned staff's time and minutes at an Insurance Advisory Meeting, Public Information Committee and eliminating the Annexation Committee. Further discussion was held on eliminating the Urban Forestry Committee although Mayor Abramowitz said money might be involved, beautification and signs at Sunshine Plaza. There was discussion on permits to remove trees, the Privatization Committee and eliminating the Ambulance and Annexation Committees. Tape 3 Discussion continued on responsibilities of the Privatization Committee, grass cutting on the medians, beautification and the Tamarac Athletic Federation. City Attorney Kraft read Section 15-42 of the Code, Power and Duties, Parks and Recreation. Tape 4 Mayor Abramowitz commented on the Park and Recreation liaison and Mr. Noe's suggestion to eliminate the Insurance Advisory, Annexation, Sister Cities and Urban Forestry Committees. Ms. McDermott reiterated that money might be involved with the Urban Forestry Committee and Mayor Abramowitz requested ascertaining the cost of a Special Master with regard to the Board of Adjustment. 2. Lobbyist Update Mr. Noe said Smith, Bryan & Myers advised they would work on a case -by -case and hourly basis and Mitchell Caesar had not been contacted. Discussion followed on Grant applications, spending changes in Broward County and representation in Broward County and Tallahassee. Discussion continued on money from Grants, paying a percentage based on money recovered and working through the Broward League of Cities and Florida League of Cities.
