SPECIAL CITY COMMISSION MEETING
CITY HALL CHAMBERS
MONDAY SEPTEMBER 14, 2009
CALL TO ORDER: Mayor Flansbaum-Talabisco called the Special Meeting of the City
Commission to order on Monday, September 14, 2009 at 5:10 p.m., in the Commission
Chambers at Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, Florida.
PRESENT: Mayor Beth Flansbaum-Talabisco, Vice Mayor Patricia Atkins -Grad,
Commissioner Pamela Bushnell, Commissioner Diane Glasser, and Commissioner
Harry Dressler.
ALSO PRESENT: City Manager Jeffrey L. Miller, Assistant Cky Attorney Julie Klahr,
and City Clerk Marion Swenson.
PLEDGE OF ALLEGIANCE: Mayor Flansbaum-Talabisco led the pledge of allegiance.
1. City Manager Miller read the following statement: The tentative General Fund
budget of $44,776,000 is less than the Fiscal Year 2009 adopted budget of
$47,494,500. The City proposes to levy a millage rate of 6.1500 for General operating
purposes, which is a 3.5% decrease from the rolled -back rate of 6.3752 mills. The
proposed Debt Service Millage rate of .0801 mills is an increase over the current Debt
Service millage rate of 0.01 mills.
2. Deputy City Manager/Interim Financial Services Director Cernech gave a
presentation on the proposed FY2010 budget and staffs recommendations. Mayor
Flansbaum-Talabisco opened the public hearing on the proposed millage rate for
FY2010. Florence Giordano, 4807 NW 47 Terrace, Hernolda Palacio, 8852 W McNab
Road #303, and Sherri Zibay, 7547 NW 79 Avenue, #210 spoke about difficulty in
interpreting their TRIM notices. Mayor Flansbaum-Talabisco suggested they go to the
rear of the Chambers and meet with representatives of the Finance Department to go
over their TRIM notices.
Former Mayor Joe Schreiber, 10504 E. Clairmont Circle, spoke about the millage rate
and city held investments.
Former Commissioner Ed Portner, 5810 NW 56 Place questioned the millage rate and
spoke of people in Tamarac who do not pay taxes.
Mr. Michel G. Pierre Louie, 5109 Lauren Circle spoke about his FPL bill and the Fire
Assessment.
With no one else wishing to speak, Mayor Flansbaum-Talabisco closed the public
hearing on the millage rate.

3. Mayor Flansbaum-Talabisco opened the public hearing on the Fire Assessments
for FY2010. With no one wishing to speak, Mayor Flansbaum-Talabisco closed the
public hearing on the Fire Assessments.
4. Mayor Flansbaum-Talabisco opened the public hearing on the tentative General
Fund and other Fund budgets for FY 2010. Patti Lynn, 6411 NW 58 Street, spoke
about commission expenses and various items in the general fund.
Mr. Colio Zunia, Family Central, thanked the Mayor and City Commission for their
continued support.
There was discussion regarding contributions to non-profit organizations and City
Manager Miller said there will be a special workshop session to discuss funding for non-
profit organizations.
With no one else wishing to speak, Mayor Flansbaum-Talabisco closed the public
hearing on the tentative General Fund and other Fund budgets for FY2010.
5. ADOPTING MILLAGE FOR THE 2009 TAX ROLL: (T02180) Motion to adopt
Ordinance on first reading adopting the millage for the 2009 tax roll; levying a tax for
general operations on all properties for the Fiscal Year 2010; levying a tax for the
payment of principal and interest for bonded indebtedness; providing for conflicts;
providing for severability; and providing for an effective date. Assistant City Attorney
Klahr read T02180 on first reading by title. Vice Mayor Atkins -Grad seconded by
Commissioner Dressler moved approval. On roll call, Commissioner Bushnell voted
"yes", Vice Mayor Atkins -Grad "no", Commissioner Glasser "no", Commissioner
Dressler "yes", and Mayor Flansbaum-Talabisco "no". Motion failed
Commissioner Glasser seconded by Commissioner Dressler moved for reconsideration
of Temporary Ordinance 2180. On roll call Vice Mayor Atkins -Grad voted "yes",
Commissioner Glasser "yes", Commissioner Dressler "yes", Commissioner Bushnell
"yes", and Mayor Flansbaum-Talabisco "yes". Motion carried.
Commissioner Bushnell seconded by Commissioner Dressler moved the amendment of
the millage rate in Temporary Ordinance 2180 from 6.15 to 5.999. On roll call to amend
Temporary Ordinance 2180, Commissioner Glasser voted "yes", Commissioner
Dressler "yes", Commissioner Bushnell "yes", and Mayor Flansbaum-Talabisco "yes".
Motion carried.
Commissioner Dressler seconded by Commissioner Bushnell moved adoption of
Temporary Ordinance 2180 on first reading as amended. On roll call Commissioner
Dressler voted "yes", Commissioner Bushnell "yes", Vice Mayor Atkins -Grad "no",
Commissioner Glasser "yes", and Mayor Flansbaum-Talabisco "no." Motion carried.

6. FIRE RESCUE ASSESSMENT: (TR11691) Motion to approve Resolution
relating to the provision of Fire Rescue Services, facilities and programs in the City of
Tamarac, Florida; reimposing fire rescue assessments against assessed property
located within the City of Tamarac for the Fiscal Year beginning October 1, 2009;
approving the rate of assessment; approving the assessment roll; providing for conflicts;
providing for severability; providing for an effective date. Assistant City Attorney Klahr
read TR11691 by title. Commissioner Bushnell seconded by Commissioner Dressler
moved approval. On roll call Commissioner Bushnell voted "yes", Vice Mayor Atkins -
Grad "yes", Commissioner Glasser "yes", Commissioner Dressler "yes", and Mayor
Flansbaum-Talabisco "yes". Motion carried.
RESOLUTION R2009-128
7. TENTATIVE GENERAL FUND AND OTHER FUND BUDGETS FOR FY2010:
(TO2181) Motion to adopt Ordinance on first reading adopting the budget for the
General Fund and each of the other operating funds and the Capital Improvements
Fund for the Fiscal Year 2010; allocating, appropriating, and authorizing expenditures
as presented in the budget; providing for the revenues necessary to fund the
expenditures of each of the funds; authorizing budgetary control by department total for
all appropriations; providing for conflicts; providing for severability; and providing for an
effective date. Assistant City Attorney Klahr read TO2181 on first reading by title.
Commissioner Dressler seconded by Commissioner Bushnell moved adoption on first
reading. On roll call Commissioner Bushnell voted "yes", Vice Mayor Atkins -Grad "no",
Commissioner Glasser "yes", Commissioner Dressler "yes", and Mayor Flansbaum-
Talabisco "yes". Motion carried.

8. Mayor Flansbaum-Talabisco announced the second public hearing on the
budget will be held on September 23, 2009 at 5:05 p.m.
There being no further business to come before the Mayor and City Commission, Mayor
Flansbaum-Talabisco adjourned the Special Meeting of the City Commission at 7:00
p.m.
