HomeMy WebLinkAbout2008-09-24 - City Commission Special Budget Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION MEETING WEDNESDAY, SEPTEMBER 24, 2008 CALL TO ORDER: Mayor Flansbaum-Talabisco called the Special Meeting of the City Commission to order on Wednesday, September 24, 2008 at 5:05 p.m., in the Commission Chambers at Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, Florida. PRESENT: Mayor Beth Flansbaum-Talabisco, Commissioner Edward C. Portner, Commissioner Patricia Atkins -Grad, and Commissioner Harry Dressler ABSENT: Vice Mayor Marc L. Sultanof ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Samuel S. Goren, and City Clerk Marion Swenson Mayor Flansbaum-Talabisco led the pledge of allegiance. Mayor Flansbaum-Talabisco thanked the Mayor and City Commission and staff for their efforts in putting together this budget, discussed budget cuts due to tax reform and the additional $25,000 homestead exemption, and noted 85% of homesteaded properties will pay less in property tax this year. Mayor Flansbaum-Talabisco said she is optimistic and positive about Tamarac's future. In accordance with TRIM, City Manager Miller read the following statement: The tentative General Fund budget of $47,494,500 is less than the Fiscal Year 2008 adopted budget of $49,269,700. The City proposes to levy a millage rate of 5.3215 for General operating purposes, which is a 7.3% decrease from the rolled -back rate of 5.7403 mills. The proposed Debt Service Millage rate of .0701 mills is an increase over the current Debt Service millage rate of .0630 mills. Financial Services Director Chapman gave a presentation on the budget. Mayor Flansbaum-Talabisco opened the public hearing on the proposed millage rate for FY 2009. Patti Lynn, 6411 NW 68 Street spoke in favor of reducing the millage rate. With no one else wishing to speak on this subject, Mayor Flansbaum-Talabisco closed the public hearing. Mayor Flansbaum-Talabisco opened the public hearing on the tentative General Fund and other Fund budgets for FY 2009 and with no one wishing to speak, Mayor Flansbaum-Talabisco closed the public hearing. ADOPTING MILLAGE FOR THE 2008 TAX ROLL: (TO2168) Motion to adopt Ordinance on second reading adopting the millage for the 2008 tax roll; levying a tax for general operations on all properties for the Fiscal Year 2009; levying a tax for the payment of principal and interest for bonded indebtedness; pr viding for conflicts; providing for severability; and providing for an effective date. City ttorney Goren read Temporary Ordinance 2168 on second reading by title. Co missioner Portner seconded by Commissioner Atkins -Grad moved adoption. On roll call Camnlissioner Special Commission Meeting September 24, 2008 Page 1 of 2 Atkins -Grad voted "yes", Commissioner Portner "yes", Commissioner Dressler "yes", and Mayor Flansbaum-Talabisco "yes". Motion carried. ADOPTED ON FIRST READING SEPTEMBER 12, 2008 ADOPTED ON SECOND READING SEPTEMBER 24, 2008 ORDINANCE NO.0-2008-11 ADOPTING CAPITAL IMPROVEMENTPROGRAM (CIPh (TR11474) Motion to approve resolution adopting the Capital Improvement Program (CIP) for the five year period beginning with Fiscal Year 2009; providing for conflicts; providing for severability; and providing for an effective date. City Attorney Goren read Temporary Resolution 11474 by title. Commissioner Dressler seconded by Commissioner Portner moved approval. On roll call Commissioner Portner voted "yes", Commissioner Dressler "yes", Commissioner Atkins -Grad "yes", and Mayor Flansbaum-Talabisco "yes". Motion carried. RESOLUTION NO. R-2008-141 TENTATIVE GENERAL FUND AND OTHER FUND BUDGETS FOR FY2009: (T02169) Motion to adopt Ordinance on second reading adopting the budget for the General Fund and each of the other operating funds and the Capital Improvements Fund for the Fiscal Year 2009; allocating, appropriating, and authorizing expenditures as presented in the budget; providing for the revenues necessary to fund the expenditures of each of the funds; authorizing budgetary control by department total for all appropriations; providing for conflicts; providing for severability; and providing for an effective date. City Attorney Goren read Temporary Ordinance 2169 on second reading by title. Commissioner Atkins -Grad seconded by Commissioner Dressler moved adoption. On roll call Commissioner Portner voted "yes", Commissioner Dressler "yes", Commissioner Atkins -Grad "yes", and Mayor Flansbaum-Talabisco "yes". Motion carried. ADOPTED ON FIRST READING SEPTEMBER 12, 2008 ADOPTED ON SECOND READING SEPTEMBER 24, 2008 ORDINANCE NO. 0-2008-12 Commissioner Portner spoke of his 9 Y2 years service for the City of Tamarac, and thanked everyone for their help through the years. Mayor Flansbaum-Talabisco thanked everyone for their work on this budget, and wished Commissioner Portner good fortune and good health.
