HomeMy WebLinkAbout2008-09-12 - City Commission Special Budget Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION MEETING CITY HALL CHAMBERS FRIDAY SEPTEMBER 12, 2008 CALL TO ORDER: Mayor Flansbaum-Talabisco opened the Special Meeting of the City Commission on Friday, September 12, 2008 at 5:05 p.m., in the Commission Chambers at Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, Florida. PRESENT: Mayor Beth Flansbaum-Talabisco, Vice Mayor Marc L. Sultanof, Commissioner Edward C. Portner, Commissioner Patricia Atkins -Grad, and Commissioner Harry Dressler. ALSO PRESENT: City Manager Jeffrey L. Miller, Assistant City Attorney Jacob Horowitz and City Clerk Marion Swenson. PLEDGE OF ALLEGIANCE: Mayor Beth Flansbaum-Talabisco Mayor Flansbaum-Talabisco thanked everyone for their work on the budget and said the City has strived to maintain service levels and provide the quality services our residents have come to expect. Mayor Flansbaum-Talabisco called the meeting to order and explained this is a special meeting of the City Commission of the City of Tamarac for the public hearings on the proposed millage and tentative budget for FY2009. 1. City Manager Miller read the following statement into the record, in accordance with TRIM: The tentative General Fund budget of $47,494,500 is less than the Fiscal year 2008 adopted budget of $49,269,700. The City proposes to levy a millage rate of 5.3215 for General operating purposes, which is a 7.3% decrease from the rolled -back rate of 5.7403 mills. The proposed Debt Service Millage rate of .0701 mills is an increase over the current Debt Service millage rate of .0630 mills. Financial Services Director Chapman announced two items were added to the CIP budget in order to enable us to apply to granting agencies. Those items are Waters Edge Park and the park on the corner of Pine Island Road and Commercial Boulevard where the old Chevron Station stood. Financial Services Director Chapman gave a presentation on the budget. 2. Mayor Flansbaum-Talabisco opened the public hearing on the proposed millage rate for FY 2009. Robert Demudo, 8772 NW 75 Court spoke in opposition to the increase in the fire assessment, in opposition to the park on Pine Island Road and Commercial Boulevard, said the median on 80th Avenue south of 75th Street is not being maintained, and spoke in opposition to the new City logo due to the cost at this time when budgets are tight. With no one else wishing to speak, Mayor Flansbaum- Talabisco closed the public hearing on the proposed millage rate for FY2009 3. Mayor Flansbaum-Talabisco opened the public hearing on the Fire Rescue Assessments for FY 2009. Mayor Flansbaum-Talabisco opened the public hearing on the tentative General Fund and other Fund budgets for FY 2009. Financial Services Director Chapman responded to Mr. Demudo's concerns. City Manager Miller explained the drought caused many of our medians to suffer but repairs will be made. Commissioner Dressler spoke regarding the fire assessment and compared Tamarac's fee to other surrounding cities. Commissioner Dressler spoke to the Chevron Station issue and said this is the gateway to Tamarac and impacts peoples' perception of our city. Commissioner Dressler addressed the grant funding for the project and the changing demographics. 5. ADOPTING MILLAGE FOR THE 2008 TAX ROLL: (TO2168) Motion to adopt Ordinance on first reading adopting the millage for the 2008 tax roll; levying a tax for general operations on all properties for the Fiscal Year 2009; levying a tax for the payment of principal and interest for bonded indebtedness; providing for conflicts; providing for severability; and providing for an effective date. Assistant City Attorney Horowitz read Temporary Ordinance 2168 on first reading by title. Vice Mayor Sultanof seconded by Commissioner Atkins -Grad moved adoption of TO 2168 on first reading. On roll call Commissioner Atkins -Grad voted "yes", Commissioner Partner "yes", Vice Mayor Sultanof "yes", Commissioner Dressler "yes", and Mayor Flansbaum-Talabisco "yes". Motion carried. ADOPTED ON FIRST READING SEPTEMBER 12, 2008 6. FIRE RESCUE ASSESSMENT: (TR11466) Motion to approve Resolution relating to the provision of Fire Rescue Services, facilities and programs in the City of Tamarac, Florida; reimposing fire rescue assessments against assessed property located within the City of Tamarac for the Fiscal Year beginning October 1, 2008; approving the rate of assessment; approving the assessment roll; providing for conflicts; providing for severability; providing for an effective date. Assistant City Attorney Horowitz read Temporary Resolution 11466 by title. Commissioner Portner seconded by Vice Mayor Sultanof moved approval. On roll call Commissioner Portner voted "yes", Vice Mayor Sultanof "yes", Commissioner Dressler "yes", Commissioner Atkins - Grad "yes", and Mayor Flansbaum-Talabisco "yes". Motion carried. RESOLUTION NO. R2008-132 7. TENTATIVE GENERAL FUND AND OTHER FUND BUDGETS FOR FY2009: (TO2169) Motion to adopt Ordinance on first reading adopting the budget for the Special Commission Meeting September 12, 2008 Page 2 of 3 Ll General Fund and each of the other operating funds and the Capital Improvements Fund for the Fiscal Year 2009; allocating, appropriating, and authorizing expenditures as presented in the budget; providing for the revenues necessary to fund the expenditures of each of the funds; authorizing budgetary control by department total for all appropriations; providing for conflicts; providing for severability; and providing for an effective date. Assistant City Attorney Horowitz read Temporary Ordinance 2169 on first reading by title. Commissioner Dressier seconded by Commissioner Atkins -Grad moved adoption. On roll call Vice Mayor Sultanof voted "yes", Commissioner Dressler "yes", Commissioner Portner "yes", Commissioner Atkins -Grad "yes", and Mayor Flansbaum-Talabisco "yes". Motion carried ADOPTED ON FIRST READING SEPTEMBER 12, 2008 8. Mayor Flansbaum-Talabisco announced the second public hearing in which a final millage and budget shall be adopted will be held on September 24, 2008 at 5:05 p.m. in Chambers at Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL. Commissioner Atkins -Grad said she is on the Board of Directors of the Mental Health Association of Broward County, and asked the Mayor and City Commission to look favorably on a donation to this organization in the near future. Mayor Flansbaum- Talabisco said the organization will have to go through the same process as the other organizations, and when the paperwork is completed, the Mayor and City Commission could take it under consideration.
