The purpose of this meeting is to receive the final report of the Redistricting Committee. FINAL ACT-IONm ACCR-PTED E Any member of the public may speak to any issue which is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. All meetings are open to the public. i! Evans City Clerk CITY OF 'f AMARAC , FLORIDA JOINT SPECIAL MEETING OF CITY COUNCIL AND CHARTER BOARD j FRIDAY, SEPTEMBER 6, 1991 Mayor Abramowitz called this Joint Special Meeting of the City Council and Charter Board to order Friday, September 6, 1991 at 10:00 a.m. In Conference Room *1, City Hall, 7525 NW 88th Avenue, Tamarac, Florida. He said the purpose of this meeting is to receive the final report of the Redistricting Committee. PRESENT: CITY COUNCIL Mayor Norman Abramowitz V/M Dr. Larry Bender C/M Henry Schumann C/M Irving Katz C/W Diane Glasser CHARTER BOARD Chairwoman Muriel Davis Vice Chairwoman Judy Kitograd Isaac Feldman Morton Winter ALSO PRESENT: Chris Carsky, City Attorney Oscar Brawer," Chalrman of Redistricting Committee Jerry Fordln, Redistricting Committee Helen Massaro,'Redlstrlcting Committee Dr. Al Wald, Redistricting Committee Ray Munitz, Redistricting Committee Ben Sonkin, Redistricting Committee Carl Alper, Redistricting Committee Ellen Wood, City Clerk's Office ABSENT AND EXCUSED: David Krantz, Charter Board Sharon Machek, Redistricting Committee Mayor Abramowitz sald.the Redistricting Report was extremely comprehensive and easy to understand. He asked if the Redistricting Committee had anything to bring before City Council or the Charter Board before discussion. Mr. Feldman said under the Charter, Section 603 on Redistricting, it says the report of the Redistricting Committee should be final. He said the Committee had no report, therefore, there is no need for discussion because it has to be turned back to what It was and Is now. He made a Motion to accept the report of the Committee, that they did not come to a conclusion and they have to have It In by September 6th, so It should be final the way It Is at the present time. Mr. Munitz said the Redistricting Committee does have a report. Mr. Feldman said the Committee did not come to an agreement on the report. Mr. Munitz said the report does have an agreement. Mayor Abramowitz asked for a Second on the Motion. He said the Motion dies for lack of a Second. He said the Committee worked so hard and, because of reasons beyond the Committee's control, a conclusion could not be made. Chairman Brawer said several plans were proposed and because of restrictions in the Charter, these plans could not be executed. He said the first plan Involved the separation of Precinct 22J and 4J which are now In the same District. He Joint Special Meeting City Council and Charter Board 9/6/91/elo Page 2 said It was pointed out by C/W Glasser that part of Westwood 2.4 is part of Precinct 4.1 and In Precinct 22J. He said this was discovered after the vote had been approved. He said the second plan involved moving Precinct 7J, which appears on the map as Lime Bay. He said the City Clerk objected to the description of the boundaries. He said the map does not show It but part of Tamarac Gardens was In Precinct 7J, which meant that Precinct 7J could not be moved away from Precinct 21J. He said there were no other alternative plans submitted which would have come within the limits set by the Charter. He said Jane Carroll, Broward County Elections Supervisor, called their attention to the fact that there will be a State Redistricting In 1992. He said the Committee concluded that the best method would be to leave the present Districts and Precincts where they were since only one of the Districts was .6 of 1% out of the limits. Mayor Abramowitz thanked the Redistrict-Ing Committee. He said the Committee worked very hard and met often. He said the reason a conclusion was not reached was due to no fault of their own. He said the report Is comprehensive and under- standable. C/M Katz asked when the reapportionment will take place. He said there Is an election In March. Mayor Abramowitz said the City Is between the Charter and the State law. He said the State Is going to make the reapportionment In September, 1992 after the March election. C/W Glasser said there is more than one thing that takes place. She said the reapportionment Involves the Legislators and Congress for the most part. She said beyond that Jane Carroll gets Involved in making and dividing precincts. She said once that becomes a fact, the Redistricting Committee would have to be formulated once again to district our City. Mayor Abramowitz said It would be wise for the City of Tamarac to notify Jane Carroll that before anything happens the City wants to meet with her office and correct the City problems. C/M Katz said he is suggesting a Charter change by referendum so that the Council would be the last word for legislative approval for redistricting. Mayor Abramowitz said the verbiage Is being objected to that the Redistricting Committee is the final authority. He said C/M Katz feels the legislative body of this City should be the final approval. C/M Katz said In addition there Is a problem with verbiage in the Charter which does not allow this Redistricting Committee to do certain things. He said he feels that If It Is going to referendum it might be in the benefit of the Council and the Charter Board to review the verbiage so that certain things can be allowed that are not allowed now. Mayor Abramowitz said the referendum can certainly dictate who the final authority is but the referendum Is not going to tell the State. C/M Katz said he Is not talking about State law. Mayor Abramowitz said he agrees and It will be discussed at a Joint meeting with the Charter Board. Chairwoman Davis said In other words there will not be a solution of the precincts until after the election next year which means the same problems will exist. Mayor Abramowitz said the City does not have a problem. He said this was done because the law says this is what Is to be done. He said there Is no workable solution at this time. C/W Glasser said the problem Is that this is done once every ten years State wide and there has been a tremendous growth In Tamarac In the ten years. She said this may have worked ten years ago but It Is not working now. C/M Katz said next year the City can anticipate additional growth in District 3 because It Is the only place still being developed. C/W Glasser said growth Is easy to handle because Districts can be changed according to growth. She said the problem is that a neighborhood has been spilt Into two precincts. She said the law prevents us from making changes when that happens. C/M Schumann MOVED to APPROVE the Redistricting Report presented to the Charter Board and to the City Council, SECONDED by Vice -Chairwoman Kitograd. Revised 7/18/91 CITY OF TAMARAC, FLORIDA REDISTRICTING COMMITTEE REPORT MONDAY, JULY 8, 1991 A report of the Redistricting,Committee, appointed by the City of Tamarac by Resolution No. R-91-75, April 24, 1991, pursuant to Section 6.03 of the City Charter. The Redistricting Committee was appointed to establish four (4) districts, each containing as close to one quarter of the total registered voters as possible in a contiguous region without dividing any precinct, residential rental or condominium development or residential section. the Committee has considered, approved and then rescinded the establishment of several new districts, when it was determined that such new districts would divide a condominium developn�yit or residential section. The preeeti:t =districts are as follows: District No. Registered Voters 1 6,798 2 7,421 3 8,429 4 7,453 TOTAL 30,101 The present District 1,�District 2 and contain more than 22.50% and less than registered voters. District 3 contains registered voters, 6/10 of 1% more than in the City Charter. % of Voters 22.58% 24.65% 28.01% 24.76% 100.00% District 4, each 27.50% of the 28.01% of the the 27.50% guideline The Redistricting Committee has; therefore, approved the Motion that this Committee recognizes problems in District 3 and recommends -that the Districts remain the same and that further review of District 3 Precincts be directed to ,lane Carroll, Broward County Supervisor of Elections office for review and consideration of apportionment. The boundaries of the Districts, as shown on the attached map, are as follows (See Attachment 1)t District 1 Boundaries All lands within Tamarac City limits that a) North of Commercial Boulevard and Avenue; and b) South of Commercial Boulevard and Road. are: east of NW 61 east of Rock Island Redistricting Report 7/8/91/elo Page 2 District 2 Boundaries =r Revised 7/18/91 All lands within Tamarac City limits that are: a) North of Commercial Boulevard, east of Pine Island Road, south of Lagos De Campo Boulevard and McNab Road, including Buildings 11 and 12 of Concord Village at the southwest cornet of McNab Road and Lagos De Campo Boulevard, and west of NW 61 Avenue; and b) South of Commercial Boulevard, west of Rock Island Road, north of NW 44 Street and east of NW 64 Avenue. District 3 Boundaries lands within Tamarac City limits that are bounded by Pine Island Road (NW 88 Avenue) on the east, Commercial Boulevard on the south, City limits on the West and the C-14 Canal on the north. District 4 Boundaries Ill lands wit in Tamarac City limits bounded by Pine Island Road (NW 88 Avenue) on the west, the C-14 Canal on the north, Tamarac City limits on the east, north side of McNab Road and north side of Lagos De Campo Boulevard on the south, excluding Buildings 11 and 12 of Concord Village at the southeast corner of McNab Road and Lagos De Campo Boulevard.
