JOINT CITY COUNCIL/CHARTER BOARD
SPECIAL MEETING
FRIDAY, SEPTEMBER 4, 1992
CALL TO ORDER: Mayor Bender called this meeting to order on
Friday, September 4, 1992, at 2:00 p.m. in Conference Room #1 of
Tamarac City Hall, 7525 Northwest 88 Avenue, Tamarac, Florida.

:his-j(5ant-Special meeting, although their presence was requested.
C/M,'Xakz asked if this meeting was properly noticed and Mayor Bender
saidr,'=yes, on September 2, 1992.
Mr. Kelly said he personally called Muriel Davis and Morton Winter
advising them of the date and time of this meeting.
1. PUHPLIC, PARTXCIRJkTION - Any member of the public may speak
to any issue which is on this meeting notice. Speakers will
be limited to three minutes during this item and at public
hearings. There will be a thirty (30) minute aggregate time
limit for this item, and speakers are encouraged to sign up
,in advance with the City Clerk prior to their participation.
There was no Public Participation.
2. ACCEPTANCE of the Redistricting Committee's report.
Mr. Stokvis read the Redistricting Committee Report. (Attachment 1)
He presented the Redistricting Map to Mayor Bender.
C/M Katz said this is the number of the March election as mandated.
C/M Abramowitz requested that the City Manager compliment the
Engineering and City Clerk Departments for a job well done on the maps.
V/M Schumann questioned the total population of the districts. He said
one of his biggest areas, 16J, was taken from his district and put into
District 1 and he was compensated by one of the smallest precincts in

District 4, 2J. He asked who recommended this.
C/M Abramowitz said this is Dr. Alfred Wald's recommended plan. He said
the main problem was that everything had to be contiguous. He said the
only other plan that was presented was almost the exact same plan.
Mr. Stokvis said of the two plans that were presented, Districts 3 and
4 were identical. He said differences in the percentages between
Districts 1 and 2 were smaller in Dr. Wald's plan than in the second
plan.
C/M Schreiber asked if this can be rejected and Mr. Kraft said, no,
based on the Charter, this is the final plan.
C/M Schreiber said this seems to be stacked in a certain direction and
is not done in an equitable fashion.
C/M Abramowitz said-there,were only two plans presented and the
must run in a contiguous manner in the Districts.
C/M Katz said the only other alternative if 4J is not accepted,
3,.7, which are the only contiguous sections to District 4. ,

Mr. Kelly said there is not much of a difference numerically in the
Precinct population numbers for 16J and 2J. I i
C/M Abramowitz said there -is less than a 1% difference betwen �he two
districts.
With no further business, Mayor Bender ADJOURNED this meeting
at 2:16 p.m.

REDISTRICTING COMMITTEE REPORT
September 4, 1992

After discussion of various plans during the Redistricting
Committee meeting of September 4, 1992, the Committee voted
to accept the plan as presented by Dr. Alfred Wald.
The changes voted upon during the Redistricting Committee
consist of the following:
1. Precinct 16J is moved from District 2 to District 1.
2. Precinct 2J is moved from District 4 to District 2.
3. Precinct 41 is moved from District 3 to District 4.
The four districts in the City shall contain the number of
registered voters as noted below:
District 1 - 7,418 (26.17%)
District 2 - 6,691 (23.60577%)
District 3 - 7,001 (24.699%)
District 4 - 7,235 (25.524%)

and

south of Lagos De Campo Boulevard and McNab Road,
