Workshop of City Council and the Planning Commission,
on Monday, January 28, 1980, at 10:30 A.M., in Coun-
cil Chambers.
The following will be the subject:
Informal discussion about the various pro-
posals of the Linnear Corporation.
Council may consider such other business as may
come before it.

Mayor Falck advised that the purpose of the Joint Workshop was for
discussion of the various proposals of the Lennar Corporation.
Julian Bryan represented the Lennar Corporation, and indicated the
acquisition of certain tracts in Land Sections 5 and 6, that were
formerly Leadership Housing. He introduced Mr.Seraphin Liel, Director
of Land Planning and Design for Lennar, Mr. Charles Jacobson, Director
of Community Development and Mr. Marty Riefs, member of Community
Development Department.
Mr. Jacobson referred to displays which represent various markets in the
United States which the Lennar Corporation is presently engaged in and/or
has completed. He exhibited picture slides and discussed the different
programs and the way of life in the proposed new community for Tamarac.
Mr. Bryan displayed a map and discussed the possibility of acquiring a
major club facility in the geographic center of the tracts and then
place satellite -facilities on the large tracts that surround it. He further
added, they are contemplating a mini -satellite facility which would have
a meeting room and some other recreation.
Commissioner Weisenberg questioned the density in the area and whether
any drainage problems in the area would be handled by the company.
Commissioner Beutner commented on his concern with the traffic situation
and questioned the intentions of having streets enlarged. He said, he
would like to see open area.
Commissioner Alper discussed the increasing needs for energy and the
increasing demands to conserve fuel. He said, the builder and City Planners
must concern themselves with the possibility of Solar Heating and energy
saving devices. He further discussed and suggested various way and means
of maintaining the City of Tamarac.
Mr. Julian Bryan referred to the Lennar Corporation Land Use Map. He
discussed land sectiors 5 and 6 and parcels K, L and M. (K, L and M were
originally planned to be subsequent phases of Lime Bay which were never
built upon for a variety of reasons). Recently, in past years, the Broward
.County Land Use Plan and the City Land Use Plan down zoned those tracts to
a maximum of ten (10) units per acre. Lennar will be proposing bringing
these tracts in first and then voluntarily restrict by legal. and forceable
document a maximum density of ten (10) units per acre on these parcels.
REASONS: These tracts are not in Land Section 4, 5 and 6. Therefore, they
will not need a developers agreement. They will not have many of the
considerations for utilities that would exist in sections 4, 5 and 6.

Mr. Bryan said the Lennar Corporation owns Tracts 33, 9 and the eastern
6.1 acres of tract 13. All other tracts owned by the Lennar Corporation
are: 3, 13A, 14A, 14B, 14C, 15A, 15B, 16,18, 23, 24, a portion of 27,
29, 30, 34 and 39. Land Section 8, tracts K, L and M total approximately
380 acres. He further added, tract 9 is in the alignment of the proposed
Sawgrass Parkway. It would encompass the existing road at the west end
of Section 6, go from there to the east, and use a portion of all the
tracts on the west side of the city. A 14.1 acre tract is the portion
of all tract 27 given to the City of Tamarac by Leadership Housing in
1976 as part of the escrow agreement. This is the Northern 1/3 and the
property line runs N.W. to S.E. The City has a portion of 27 and 28,
rezoned to S-1. He discussed and displayed areas on the Land Use Map.
Leadership Housing still owns tracts 35, 12, 17, 2 and 4, 36,37, 41, 42
and 43.
He showed the 20 acre site, the S-1 parcel which was given to
the city. It is within the geographic center of the undeveloped area north
of McNab and south of Southgate. Biscayne Engineering, Carnahan and
Associates and Mid -South Engineering have been consulted to work on the
property. Lennar Corporation has computed the linear feet of shore line
around all the parcels and divided that figure into the total acre footage
of retention required. That figure shows that every waterway and canal
be enlarged 27 to 28 feet. All the information to use in Land planning
has been cataloged. There are not extensive facilities for storm drainage,
only catch basins. We know any development of the parcels will require
the necessary drainage system.
Vice -Mayor Massaro asked if the engineers decided if the drain lines were
adequate.
Julian Bryan said "No they are not". The lines will have to be replaced.
The major roads will carry about 20,000 vehicles a day. The intersection
of Commercial Blvd. and State Road 7 is being rebuilt. McNab and South-
gate will take some of the traffic off Commercial Blvd. He also said
additional buses are needed in the community. A development standard is
necessary for all site plans. The total community services are to be under
the property owners association. A set of standards and requirements
would be established.
Mr. Jacobson, Director of Community Development, said permanent supervision
would not be forced on the community's people. They could form some plan
of their own.
In response to a question by Ben Eigner, Chief Building Official, Mr.
Bryan responded, emergency vehicles move in and out. A maximum of
5,149 units could be constructed on the property. Extra revenue will be
generated by this development and the city will be able to hire extra
personnel.
Ben Eigner asked if there was a possibility that Lennar donate a site for
a satellite police, fire and paramedic system.
Mr. Bryan said it will be taken into consideration.
C/W Kelch asked if the building style would be three stories.
Mr. Bryan answered "yes" although there may be parts with two (2) stories.
Mayor Falck said at discussions in Coconut Creek, a suggestion was made
about the possibility of water conservation. Water will be a major
problem in years to come.
Mr. Bryan thanked everyone for attending.
Mayor Falck said legal documentation is to be discussed with the City
Attorney, Mr. Birken.
