CALL TO ORDER: 5:05 P.M. ROLL CALL: PLEDGE OF ALLEGIANCE: Mayor Beth Flansbaum-Talabisco 1. ANNOUNCEMENT of the percentage increase (decrease) in proposed millage rate over (under) the rolled -back rate necessary to fund the General Fund budget for FY 2009 and the specific purposes for which ad valorem tax revenues are being increased. 2. PUBLIC HEARING on the proposed millage rate for FY 2009. 3. PUBLIC HEARING on the tentative General Fund and other Fund budgets for FY 2009. 4. ADOPTING MILLAGE FOR THE 2008 TAX ROLL: (T02168) Motion to adopt Ordinance on second reading adapting the millage for the 2008 tax roll; levying a tax for general operations on all properties for the Fiscal Year 2009; levying a tax for the payment of principal and interest for bonded indebtedness; providing for conflicts; providing for severability; and providing for an effective date. ADOPTED ON FIRST READING SEPTEMBER 12, 2008 Special Commission Meeting September 24, 2008 Page 1 of 2 5. ADOPTING CAPITAL IMPROVEMENT PROGRAM (CIP): (TR11474) Motion to approve resolution adopting the Capital Improvement Program (CIP) for the five year period beginning with Fiscal Year 2009; providing for conflicts; providing for severability; and providing for an effective date. 6. TENTATIVE GENERAL FUND AND OTHER FUND BUDGETS FOR FY2009: (T02169) Motion to adopt Ordinance on second reading adopting the budget for the General Fund and each of the other operating funds and the Capital Improvements Fund for the Fiscal Year 2009; allocating, appropriating, and authorizing expenditures as presented in the budget; providing for the revenues necessary to fund the expenditures of each of the funds; authorizing budgetary control by department total for all appropriations; providing for conflicts; providing for severability; and providing for an effective date.
