PUBLIC PARTICIPATION
5. PUBLIC PARTICIPATION - Any member of the public may speak to any issue
that is not agendized for public hearing at this meeting. Speakers will be limited
to three minutes during this item and at public hearings. There will be a thirty (30)
minute aggregate time limit for this item, and speakers are encouraged to sign up
in advance with the City Clerk prior to their participation.
When an issue has been designated as quasi-judicial, public remarks shall only
be heard during a quasi-judicial hearing that has been properly noticed for that
matter.
ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE - The Chair at this
time will announce those items that have been given a specific time to be heard, and
will entertain motions from the Commission members to table those items that require
research. The Commission may agendize by majority consent matters of an urgent
nature which have come to the Commission's attention after publication.
CONSENT AGENDA
6. Motion to adopt items 6(a) through 6(f).
Items listed under Consent Agenda are viewed to be routine and the
recommendation will be enacted by ONE MOTION in the form listed below. If
discussion is desired, then, in accordance with Resolution 2003-15, Sec. 4.5, the
item(s) will be removed from the Consent Agenda and will be considered
separately.
a. APPROVE the minutes of the November 8, 2006 Regular City Commission
meeting.
b. REFUNDING OVERPAYMENT ON COMMERCIAL ALTERATION PERMITS:
(TR11096) Refunding Thirty -Seven Thousand Five Hundred Eighty -Five Dollars
and Eighty Cents ($37,585.80) which was an overpayment on commercial
alteration permits 05-3924; 05-4044; 05-4045, 05-6100 and 06-451.

C. RIGHT-OF-WAY MAINTENANCE AGREEMENT — HAMPTON HILLS
COMMUNITY ASSOCIATION: (TR11098) Executing a Right -of -Way
Maintenance Agreement with Hampton Hills Community Association, Inc., for
street lighting, landscaping, irrigation and structures to be constructed and
maintained upon right-of-way owned by the City, located on NW 915t Avenue
between the main entrance of the Hampton Hills Subdivision and NW 57th Street;
authorizing and directing the City Clerk to record said agreement in the public
records of Broward County.
d. APPROVING LEGISLATIVE AGENDA FOR THE 2007 LEGISLATIVE
SESSION: (TR11101) Approving the City of Tamarac Legislative Agenda for the
2007 Legislative Session; directing the City Clerk to send a copy of the City of
Tamarac Legislative Agenda for the 2007 Legislative Session to the Broward
County Legislative Delegation and the Broward County Board of County
Commissioners for consideration.
e. APPOINTMENT OF COMMUNITY DEVELOPMENT DIRECTOR: (TR11104)
Appointing Jennifer K. Bramley as Director of Community Development, effective
January 2, 2007, or at such earlier date as is mutually agreed upon.

ORDINANCE — FIRST READING
7. AMENDING ARTICLE VI OF THE CODE ENTITLED LAND DEVELOPMENT
AND CONSISTENCY STANDARDS: (TO2126) Motion to adopt Ordinance on first
reading amending Chapter 10, the Land Development Regulations of the City of
Tamarac by amending Article VI, entitled "Land Development and Consistency
Standards"; specifically amending Section 10-330, entitled "Concurrency Standards
and Procedures," in order to provide for compliance with the requirements of
Section 163.3180, Florida Statutes, as amended from time to time, to provide for
the enactment of a proportionate fair -share mitigation ordinance; incorporating by
reference Section 5-182(a)(5)(b) of the Broward County Land Development Code;
providing for codification.

8. AMENDING THE CITY OF TAMARAC CODE OF ORDINANCES BY
CREATING A NEW CHAPTER ENTITLED. "S-2 RECREATIONAL DISTRICT":
(T02124) Motion to adopt Ordinance on second, r,eading creating a new chapter
within the City of Tamarac Code of Ordinances entitled, "S-2 Recreational
District"; providing for findings and conclusions evidencing the intent of the city
commission to create the aforesaid zoning category with its attendant uses,
responsibilities and opportunities; providing for definitions; providing for scope;
providing for purpose and intent; providing for multiple zoning requirements;
providing for permitted uses; providing for general regulations; providing for
landscape requirements; providing for building/structure heights; providing for
plot size; providing for walls and fences; providing for design criteria (Case No.
15-Z-06); providing for codification.

QUASI-JUDICIAL HEARINGS
9. SPECIAL EXCEPTION - NOEL'S PLACE: (TR11097) Motion to approve
Resolution granting a Special Exception to permit the sale and on -site
consumption of alcoholic beverages in a B-2 (Community Business District)
zoning category for Noel's Place located at the northwest corner of S.R. 7/U.S.
441 and NW 53rd Street in the Commercial Plaza shopping center, specifically
Parcel "A" of the "Commercial Plaza" Plat, according to the Plat thereof as
recorded in Plat Book 82, Page 50 of the Public Records of Broward County,
Florida (Case No. 16-Z-06); providing for conditions of approval.

10. MOTION to continue to retain Alan Gabriel's services as Special Magistrate and
transition the City of Tamarac contract for said services to the Law Firm of Weiss,
Serota, Helfman, Pastoriza, Cole & Boniske.
The City Commission may consider and act upon such other business as may come
before it. In the event this agenda must be revised, such revised copies will be available
to the public at the City Commission meeting.
Pursuant to Chapter 286.0105, Florida Statutes, if a person decides to appeal any
decision made by the City Commission with respect to any matter considered at such
meeting or hearing, he may need to ensure that a verbatim record of the proceedings is
made which record includes the testimony and evidence upon which the appeal is
based.
