RECORD OF COUNCIL DISCUSSIONS AND ACTIONS
You are hereby notified of a Public Hearing before the City
Council of Tamarac, Florida, to be held on Wednesday,
September 17, 1986, at or after 12:30 P.M. in the Council
Chambers of City Hall, 5811 NW 88 Avenue, Tamarac.
The purpose of this Public Hearing is:

Tape I CALL TO ORDE$: Mayor Hart called the meeting to order on Wednesday,
September 17, 1986, at 12:30 P.M. in the Council Chambers.

Mr. Applegate read TpMp, agsQ..--#4281 by title.
Frank Etheredge, Finance Director, said the City has developed a
fair and impartial pass through of the increased costs for TUW. He
said the major increases in costs in TUW this year has been mainly
the debt service which has increased over one million dollars since
last year. He said this was caused by the bond issue that was let
in July and this is the only way the necessary improvements can be
financed.
Mayor Hart opened the public hearing.
Bruce Hoffman, 8021 NW 95 Lane, asked if the increases could not be
passed along as a lump sum payment rather than an addition to the
water and sewer rates. Mr. Etheredge said each resident's bill
will have a separate line for water, sewer and debt service.
Mr. Hoffman asked why the rates will increase from $.80 to $1.04
per $1,000.00 and Mr. Etheredge said that rate has to do with the
variable operational costs of the Utilities. He said there were
increases in salaries and litigation costs for ESM are being split
by having the Utilities pick up over 58% of $200,000.00 for next
year.
Mr. Etheredge said what the resident will pay through the monthly
minimum service charge concerns charges for the Billing Department,
some of the debt service, insurance and things that must be
provided through the Utility whether water is being produced or
not.
Jean Grossfeld, 9071 NW 82 St., said she lived in Lauderdale Lakes
for 8 years and they had many conveniences for the residents with a
very low tax rate. She questioned why Tamarac's millage rate is so
much higher than Lauderdale Lakes. Mr. Etheredge said Lauderdale
Lakes may have a different situation since Tamarac has a 15 million
dollar bond issue.

Henry Laur, 4955 Sabal Palm Blvd., asked if there is a total figure
of what the total increase for water and sewer is to the
individual homeowner under the new budget vs. the old budget.
Mr. Etheredge said the monthly charge for water does not change
from last year's charge with the "per gallon charge" ranging from
$.80 to $1.04. Mr. Laur asked what the total increase is per 1,000
gallons for water and sewer and Mr. Etheredge said the water is
$.24 per 1,000 gallons and the sewer is $.11 per 1,000 gallons plus
the debt service increase of $4.15 and the minimum monthly service
charge.
Mr. Etheredge explained that the $4.15 debt service charge per home
applies to a residential house and a multi -unit home or condominium
would pay $2.70 per unit. He said a commercial establishment
varies from $6.00 to $68.00 for debt service and a
Homeowners Association would vary from $4.15 to $13.49.
Morris Glicksman, resident, said some residents use the City water
for their sprinkler systems and their water and sewer bills are
very high. He said it seems unfair that the sewer charge is based
upon the amount of water used since 80% of the water is not going
into the sewer system. He asked if there is any way this could be
broken up. Mr. Etheredge said the City does provide a break to
people who run their irrigation off one water meter and only
charges the consumer 80% of the sewer bill. Mr. Glicksman said
this should be reconsidered to give the resident more of a saving.
Mr. Hoffman asked why there is a different charge for debt service
between private homes and condominiums and Mr. Etheredge said
because this is based on what is called an ERC equivalent resi-
dential connection. He said it has been proven that a condominium
does not generate the same demand on a system that a house does;
therefore, this computation is made.
Mr. Hoffman questioned how 2 people in a home would use more water
than 2 people in a condominium and Mr. Etheredge said if there are
100 homes along a street it costs more to build the infra -structure
to reach those homes than it would to service 100 units in one
building.
Mayor Hart closed the public hearing with no further response.
C/W Massaro said it is very difficult for the City to monitor how
much potable water a resident uses.
C/M Stein MOVED APPROVAL of Temp. Reso. #4281, SECONDED by
V/M Stelzer.
C/W Massaro said Council should review this to see if the debt
service is equitable as computed here. She said the renters
deposit is quite,a lot of money and she noted there should be a
provision that af`t,,,er a credit is established, that amount could be
reduced or that t City pay the interest on that. Mr. Applegate
said he and the Aecountilong Maf'ager can review this after it is
adopted and, if needed, an Amendment could be adopted.

Mr. Etheredge said the Engineering Department has been working in
the eastern area of the City for a month and a half correcting an
extensive amount of sewer work. He said that work will total
approximately $200,000.00 and the City tried to arrange a loan to
reduce the rates for Utilities East because it could cause a
hardship on the residents there. He said they have managed to have
a loan from Utilities West for 10 years with interest to be paid
back at $28,000.00 per year. He said this is increasing the rates
but is a great deal less than what there would be if they tried to
get the full amount of $200,000.00 in one year.
Mayor Hart opened the public hearing. Vicki Beech, resident, asked
if it is legally ethical for a City to borrow from within and
Mr. Applegate said it is legally proper. C/M Stein said the
original proposition was $850,000.00 to revitalize the east;
unfortunately, there are only 1,000 subscribers in this area and
they would have to pay $850.00 each to pay for this.
C/M Stein said after lengthy discussions with the City
Engineer/Utilities Director, Finance Director and he, it was
determined that a minimum of $200,000.00 was needed to operate this
plant for another year. He said they are charging Tamarac East a
legitimate amount to keep expenses down. He said he asked the City
Manager to explore the fact that the City might have to be realign-
ed to be efficient. C/W Massaro said she does not agree and this
should not be discussed at this time.

C/M Stein.

Mr. Applegate commended Charlotte Dressler's office for the
preparation of the Resolutions and Council agreed.
