ITEM #1: Ad Valorem Taxes - Temporary Resolution No. 2058
Discussion and possible action to adopt the final
Ad Valorem Tax rate to fund the General Fund Budget
for Fiscal Year 1981/82.
SYNOPSIS OF ACTION: Adoption of the figure RESOLUTION 140.R--81-220 PASSED
4.644 as the roll back figure per
$1,000 assessed valuation.
Attorney Birken read Temporary Resolution No. 2058 in its entirety.
He said he could not reach Mr. Wood, attorney for Mr. Markham but
left a message. Fie said the figure which the Property Appraiser's
office recommends the city use is the figure of his letter of
September 24, 1981 (4.644).
C/W Massaro asked what this figure was based upon? Attorney Birken
answered=the letter of September 24, 1981.
Steve Wood said the amount Mr. Hlay suggests in his letter is
$748,020,728. This figure comes from the last roll that he submitted
to the Department of Revenue.
Vice Mayor Disraelly said he would be happy to leave the figure at
4.9594 knowing that if the higher figure is used and that$748,020,728
figure is used -by the state, that Mr. Markham knows that he has to
have a new roll back figure.
C/W Massaro asked if the city can protect themselves if they go up
to the 4.9594 figure. She asked if the city has to put anything in
the Resolution to protect themselves if they should have to raise that
because of figures that the County or State gives us.
C/W Massaro said she is willing to use the 4.644 figure if the City
Attorney can give language to put in the Resolution which will authorize
the city to go up to whatever figure is needed to generate $3,300,000.
Mr. Birken said Page 2, Line 10 after "revenues" add the following:
"The millage rate is based upon figures provided by the Property
Appraiser's office in the communication dated September 24, 1981.
If the roll back rate is based upon the initial certification from the
Property Appraiser, the roll back rate would have been 4.9594 per
$1,000 assessed valuation".
Mayor Falck closed the public hearing after there was no response.
