CITY COUNCIL - PLANNING COMMISSION
Please be advised of a JOINT PUBLIC HEARING
between the City Council and Planning Commission to be
held on July 15, 1980 and a City Council Hearing only on
July 29, 1980 each beginning at 7:00 P.M, in Council Chambers
of City Hall, 5811 N. W. 88th Avenue, Tamarac, Florida.
The Purpose of these meetings is to review,
hear public input and take action on the City of Tamarac
Comprehensive Plan.
Council may consider such other business as
may come before them.

JULY 15, 1980
CALL TO ORDER: Mayor Falck called the meeting to order on Tuesday,
July 15, 1980, at 7:00 P.M., in the Council Chambers.

Mayor Falck read the Notice of Public Hearing into the record.
C/M Disraelly said that the County Board of Commissioners has ratified
the building of McNab Road, and the City of Tamarac is involved with a
contract.
2. McNab Road Construction Agreement with Broward County - Discussion
and possible action.

1. City of Tamarac - Comprehensive Plan
SYNOPSIS OF ACTION:
Adopted Temp. Ordinance No. 786 with
changes as amended, first reading.
Evan Cross, the City Planner, advised that this was the first of two
Public Hearings, which were scheduled for the adoption of the Six
Required Elements of the Tamarac Comprehensive Plan. He said this
involved Utility, Housing, Traffic Circulation, Open --Space Recreation,
Inter -Governmental Coordination, and the Conservation Elements. He
said that it also involved Temp. Ord. #786, which addresses the adoption
of these elements, on first reading.
Mr. Cross stated that these elements, in conjunction with the previously
certified, approved and adopted Land Use Element, would provide the
total requirements under the Local Government Comprehensive Planning
Act of 1975. He further stated that the Planning Commission was ap-
pointed as the Local Planning Agency, by the City Council, pursuant to
the Local Government Comprehensive Planning Act. Mr. Cross said that
it is their duty to review all the elements of the LGCP Act. He addi-
tionally stated that the elements were reviewed by Staff, and prepared,
with a Public Hearing having been held in February, 1980, at which time
authorization was given to mail this to the various review agencies.
The reviews were returned, he said, with an opportunity to respond to
objections and comments. Fie said that five objections were given by
the State; which were answered, and have been included in the revisions
which are under consideration this evening. No adverse reaction has
been received from the review agencies, he said, at this time. He did
note that the elements, in the latest form,have been reviewed by the
City Attorney, Mayor Falck and himself, and are in conformity with the
Act, meeting most of the City's requirements.

Mr. Birken read a requirement in the State Statute, Section 163.3177
(3); "The economic assumptions on which the Plan is based and any
amendments thereto shall be analyzed and set out as part of the Plan.
Those elements of the Comprehensive Plan requiring the expenditure of
public funds capital improvements shall carry fiscal proposals re-
lating thereto, including, but not limited to, estimated cost, priority
ranking relative to other proposed capital expenditures and proposed
funding sources." He felt that Council might consider, at some future
period of time, as to an optional element for economics for the entire
plan, setting forth financial criteria and aspects,with costs listed,
for completion of items.
C/M Disraelly inquired whether Economic Assumptions and Capital Expen-
ditures should be indicated in the areas of Utility, Parks, Open --Space,
and the other elements, to which Mr. Birken responded that those factors
should be considered at some point in time, and should ideally be in-
cluded into one element,
Mr. Birken felt there should be statements on priorities, and how they
will be paid; with an example of drainage in Section 7, and the manner
in which it is paid;with inclusion in the Utility or Economic element.
Mayor Falck did not disagree with the City Attorney, but suggested
previously that the required elements be limited, without getting in-
volved in the options. But, he said, there is always an alternative
to pursue any or all the optional elements. He was interested in
having the Tamarac Comprehensive Plan, with the required elements, ap-
proved; with optional elements being discussed thereafter. The Mayor
added that the work was accomplished in February of 1980, with approval
by the Broward County Planning Council, the State, and South Florida
Regional Planning Council, with recommendations -for consideration by
the City Council.
Comm. Becker recommended approval of the Comprehensive Plan, in its
Present form; also, meeting the approval of Comm. Meyers.
The City Attorney read Temp. Ord.#786-by title.
Evan Cross advised that Mr. Wohlfarth of Williams, Hatfield & Stoner,
and Mr. Pinder was representing Mid -South Engineering
for Walt Keller, the Director of Planning, who is on vacation.
Utility Element - Richard Wohlfarth discussed this element, and described the six
sections which are involved; general, potable water, sanitary sewer, solid waste,
drainage aril electrical peer.
Mr. Cross felt that these items have been,reviewed periodically, and
can be viewed in the City Clerk's office, where they are on file. He
added that only those items that require comments should be reviewed,
which would save time, and be most beneficial for everyone.
Mr. Wohlfarth said that as of ,Tune lst, a few items were added, at
the request of the City and the Planning Council, and Planning Depart-
ments of the State, which are additions to the original element that
was viewed in February.
C/M Disraelly inquired whether Caporella Park was included in the com-
putations for Tamarac - East; as to the number of dwelling units, acres
of commercial recreation, industry, and so forth, to which Mr.Wohlfarth
stated that he could not be sure at this time. C/M Disraelly referred
to page 7 of the Planandpage 19. He also noted that 15 acres:of rec-
reation was included with Caporella Park.
Mr. Cross added, that on page 16, the Implementation Policy Section,
should have a capital "C".

revised this, and followed it through from the well field to the treat-
ment process.
C/M Disraelly also referenced page 14, by stating that the top table
indicated five wells being required for the year 2000, which should
state an additional capacity of 3,000,000, rather than 1,800,000, to
which Mr. Wohlfarth said that he would review this, because it may be

a typographical error. Also, C/M Disraelly inquired whether reference
should be made, on page 22, as to new TV and grouting apparatus, in
the handling of infiltration.
Mr. Wohlfarth said that it could be added when the element is written,
because the truck was not in use at the time; but, felt that it would
not be advantageous to add it presently.
V/M Massaro stated that it has become a matter of record, and would
require changes.
Mayor Falck suggested that adding something of substance should be
handled through an amendment, at the proper time, to which Mr. Birken
indicated that particular items should be .included as relates to the
Airport, prior to second reading, which would be involved in other
elements.
The City Attorney said that the refiling process is not necessary,
and they have the right to make the changes, especially if it will
enhance particular sections.
C/M Disraelly discussed page 29, the eighth line has the word "available"
misspelled; also, in the long range services of Southern Sanitation site,
there has been no mention about the gas methane plant, that is being
attempted to put into operation.
Mr. Wohlfarth said that something was added about Southern Sanitation's
land -fill, but felt that it did not concern this particular utility

�C/M Disraelly mentioned that the Mayor wrote an inter -office memo
regarding newspaper collection in an endeavor to reduce the amount
of land fill by some 10,000 tons. It was decided to strike out "should
have" before prior to on Page 29.
Mr. Carl Alper discussed the inadequacy of potable water and the
delicacy of the acquifer. He said Tamarac should combine with other
cities to protect the acquifer and to increase the holding capacity.
The Mayor mentioned that the Clean Water Program No. 208 is under-
way and he had received an initial report just this week.
Emil Beutner, Chairman of the Planning Commission discussed Page 31
and said that the Mean Sea Level is 10.0 feet with Rick verifying
this figure. It was also established that the minimum floor
elevation is 12 feet.
Evan Cross pointed out that on Page 35, Figure #9 % shows the
existing and future signalization on Traffic Circulation; also
indicated to show change in that Pine Island has been completed
and to remove this.
Arthur Birken said to Mr. Pinder that Tamarac is a 2.1 member family,
whereas Coral Springs and Sunrise are 3.8 member families. He also
mentioned that Tamarac's household income is $14,000.00 and compared
Coral Springs figure, which is $24,000.00
Mr. Birken said that on Page 23, the last paragraph, 8% of 1975
figure is shown and the rojected figure of $9,395.00 and he feels
that the projection as/twat year should be indicated.
Evan Cross, referring to Page 25, said that with people moving up
the Florida Coast, Tamarac will meet housing needs of all types.
C/M Disraelly MOVED TO ADOPT Temporary Ordinance No. 786 as
amended with changes recorded by Community Planner as discussed
on six elements that have been reviewed, and Vice -Mayor Massaro
SECONDED.

The City Attorney discussed the removal of water and sewer lines
on McNab Road between University Drive and East City Limits of
Tamarac. He said the county told the city 7.8% for the bond would be
acceptable to them with an interest rate of 7.5% for these bonds
to be sold to the public.
Vice Mayor Massaro MOVED TO ADOPT RESOLUTION approving an
agreement between The City of Tamarac, Florida and Broward County
for the removal and relocation of water and sewer lines on McNab
Road between University Drive and East City Limits of Tamarac
with interest rate of 7.5% with the Mayor and City Manager to
execute agreement, and C/W Kelch SECONDED.
VOTE: ALL VOTED AYE.
