NOTICE OF PUBLIC HEARING/SPECIAL MEETING
CITY OF TAMARAC, FLORIDA
The City Council of the City of Tamarac, Florida, will hold a
Public Hearing at a Special Meeting on Tuesday,
February 19, 1985 at 9:00 A.M. in the Council Chambers of
City Hall, 5811 NW 88 Avenue, Tamarac, Florida.
The purpose of this Public Hearing is to discuss and receive
comment on the future Wastewater Facilities planning, includ-
ing the Effluent Disposal System Alternatives. Discussion
will involve the impact on individual user charges.
A discussion will also be held regarding the Broward County
201 Facilities Plan Update.
The public is encouraged to attend.

Council with respect to any matter considered at such meeting or
hearing, he will need a record of the proceedings and for such

The following is a Verbatim Transcript of the Public Hearing/
Special Meeting on the above named subject.
City Attorney Henning: If everybody could have their seats, this
apparently is not going to take very long. I would like to have
your attention, please. My name is Jon Henning, I am the City
Attorney for Tamarac and, apparently, there is a great deal of
flu and other problems going around town and we are unable to have
a quorum here this morning for this City Council Meeting and
Public Hearing. I would like to still be on the record and read
into the record the announcement of the meeting for today. It's
dated "February 15, 1985. It is a Notice of Public Hearing/
Special Meeting, City of Tamarac, Florida. The City Council of
the City of Tamarac, Florida will hold a Public Hearing at it's
Special Meeting on Tuesday, February 19, 1985 at 9:00 A.M. in
the Council Chambers of City Hall, 5811 NW 88 Ave., Tamarac,
Florida. The purpose of this Public Hearing is to discuss and
receive comment on the future Wastewater Facilities Planning,
including the Effluent Disposal System Alternatives. Discussion
will involve the impact on individual user charges. A discussion
will also be held regarding the Broward County 201 Facilities
Plan Update. The public is encouraged to attend." That is
signed Carol E. Barbuto, Assistant City Clerk. This apparently
was advertised for today as well as noticed.
First of all, I want to apologize to everybody that is present
that we can not formally go forward with this meeting today and
I would like to announce that the Public Hearing ... and I understand
that there is an urgency here to conduct this meeting. We have
a Workshop Meeting tomorrow morning at 8:30 and I would like to
announce ... or I am announcing that this meeting will be postponed
until 9:30 tomorrow morning. I would like to take this opportunity
for anybody who is present today that would like to go on record
to give us your name and who you are representing and, if you
can not be here tomorrow, if there are any statements that you
would like to make, we will be happy to place them on record and
consider them. Is there anybody in the room that is here today,
and there are about eleven of us, I guess, plus the dais and the
Clerks. Is there anybody in the room here today who could join
us tomorrow morning at 9:30?

Mr. Henning: Who could. Those of us that could join us if you
plan to or wish to be back tomorrow. I know this is a little bit
unusual since we do not have any of the Council members here
present today. We do have Elly Johnson, the City Manager, at the
dais. I would like to go around the room, just for the record
and have you introduce yourself and state if you are here from
an agency or a private citizen of Tamarac, whatever the case may
be, so we can have a record of today's attendance.

Mr. Henning: And, if there is any of you, after we have had
attendance, wish to make any comments into the record if you
cannot be here tomorrow, we will entertain those comments at
that time. Can we just start over here? Bob Jahn is the...
Bob Jahn: I am the Building Official.
Bill Greenwood: Bill Greenwood, Utilities Director/City Engineer.
Gerry Faess: I am Gerry Faess, representing CH2M Hill, the City's
Consultant on this project.
Robert Shair: I am. Robert Shair, I am with the Broward County Water
Resources Management Division and she 201 Project Coordinator for
the County.
Gary Fries: I am Gary Fries_,___, I am also with CH2M Hill.
John Raines: John Raines, I am also with the Broward County Water
Resources Management Division.
Helen Massaro: Helen Massaro, resident.
Jim Godin: Jim Godin, Charter Board.

Dale.... Gruel:. I am Dale Gruel, I am with CH2M Hill.
Mr. Henning: I apologize to the residents and to the experts that
have joined us here. Is there anybody that wishes to place any-
thing on the record that will not be able to attend tomorrow and
wishes their comments known? Hearing no requests, let me just
state for the record that I have the understanding that there is
an urgency to conduct this meeting, that we will attempt to have
our three member quorum, at least three members of the five member
Council tomorrow morning at 9:30. I think that we should go off
the record for a moment and discuss if there is any problem with
the meeting room and the timing. We have Planning Commission
tomorrow, they start at 10 o'clock and I understand, Elly, if
you might comment, that there is a Broward County Environmental
Quality Control Meeting tomorrow night that we had hoped to
conduct this meeting prior to going to that meeting. Is that
what staff is requesting?
City Manager Johnson: Yes.
Mr. Henning: The 21st, the County Commission has a Public Hearing
in the day time around 10 o'clock.
Member of Audience: The E.Q.C.B. meeting is tomorrow night. Were you
alludingto the County Commission meeting or the Environmental
Quality Control Board?
Mr. Henning: I was told ear -tier this morning that there is an
E.0.C.B. meeting tomorrow night and that one of the reasons for
setting this over just one day was in hopes of completing our
Public Hearing before we go on to the E.Q.C.B. meeting.
Member_ of Audience: I am not aware of the E.Q.C.B. meeting but._._I am
aware that the County Commission, Thurs(lay, at it's Public
Hearing, does have this item scheduled for approval but not for
Public Hearing. It is an approval item on the agenda.
Mr. Henning: Bill, are you sure about the ... I do not mean to
question you but apparently there is some question, is the meeting,
you are planning on going to the E.Q.C.B. meeting tomorrow night?

Mr. Greenwood: Let me check my diary.
Mr. Henning: Do we wish to take any consideration about the
Planning Commission meeting tomorrow at the end? Do we think that
this will take more than 30 or 40 minutes or do you want to make
it earlier? We have the Pre -Agenda Meeting at 8:30. I do not
think we should plan less than 30 minutes for that meeting. We
could make this 9 o'clock if you think ....
City Manager Johnson: I have no problem with 9 o'clock, Jon.
9 o'clock, we could be out of here by 10 o'clock.
Mr. Henning: Is 9 o'clock a problem for anybody? All right, then
let me revise my Notice and let us say that tomorrow, that this
Public Hearing is being postponed until a regular meeting which
will be held tomorrow in this room at City Hall, 5811 NW 88 Ave.,
City Council Chambers, Tamarac City Hall, and will be conducted
on February 20th at 9 o'clock in the morning.
Jim Godin: There is a Pre --Agenda Meeting scheduled at 8:30 tomorrow
morning and a Planning Commission...
Mr. Henning: Yes, will be here at 10:00. Well, we figure we can
wrap up the Pre -Agenda and get on to this meeting so that the
Planning Commission can use this room. This concludes my remarks
as far as the Public Hearing is concerned that was scheduled this
morning at 9 o'clock.
