NOTICE OF SPECIAL MEETING/PUBLIC HEARING
CITY COUNCIL
TAMARAC, FLORIDA
There will be a Special Meeting/Public Hearing of the
City Council on Thursday, June 6, 1985 at 10:00 A.M.
in the Council Chambers of City Hall, 5811 NW 88 Avenue,
Tamarac, Florida.
The purpose of this hearing is to discuss and receive
comment on the Northwest Force Main/Pump Station Project.
This hearing is required by the Florida Department of
Environmental Regulation because the City of Tamarac has
applied for a State Grant, which is a Step 2+3 grant
assigned Project No. 753030. The original grant applica-
tion adapted the route described in the Broward County
201 Facilities Plan. Subsequent engineering hydraulic
analysis indicated an alternate route is more cost
effective; however, an Amendment to the 201 Facilities
Plan will be requested.
The public is invited to attend.

Mayor Kravitz read the Notice of the Special Meeting into the
record which stated that,the purpose of the hearing is to dis-
cuss and receive comment on the Northwest Force Main/Pump
Station Project. This hearing is required by the Florida
Department of Environmental Regulation because the City of
Tamarac has applied fora State Grant, which is a Step 2+3

meeting:
MAYOR KRAVITZ: Good morning, Council.
COUNCIL: Good morning, Mr. Mayor.
MAYOR KRAVITZ: And good morning, ladies and gentlemen. And
I want to say it's good to have our Vice Mayor back again in
Council.
VICE MAYOR MASSARO: Thank you.
MAYOR KRAVITZ: And, at this time, I would like to go right
into the meeting. Do we have our City Engineer here?
CITY ENGINEER WILLIAM GREENWOOD: Yes.
MAYOR KRAVITZ: Do you want to give the presentation?
C/E GREENWOOD: Mayor, Mr. Tony Nolan..
MAYOR KRAVITZ: All right. You're going to give the pre-
sentation a dressing Mr. Nolan)? All right.
TONY NOLAN: Good morning, Mayor. Thank you. My name is
Tony Nolan; I'm with Williams, Hatfield & Stoner. We've.
been engaged by the City to perform consulting engineering
services on this project. You've accurately stated from the
record, I think, the purpose of the public hearing and without
belaboring that point I'd like to just try and create the history

that has brought this project to the forefront at the
present time. Now that dates back to 1979, 1980 when
the City was in the process of acquiring Tamarac Utilities
Incorporated assets. It became obvious through the acqui-
sition process that prior planning by the Utility had provided
for an additional wastewater treatment plant to be situated
along the C-14 and it's in within the City of Tamarac, obviously,
but along the C-14. And some of the outlying areas had pump
stations and force mains planned and partially constructed.
The force main network that was provided directed wastewater
towards that proposed site and not really back towards the
existing site except for the temporary line or what was viewed
as a temporary line at that point and time. Preliminary studies
in the acquisition process identified a route and some method-
ology in order to convert the system that had been planned to
facilitate continued treatment at the existing wastewater
treatment site, and hydraulic redirection of those flows. That
plan was incorporated in the Capital Improvement Plan back in
1980 and was carried forward and also incorporated in the 201
modifications that were made two years ago. Once we got into
more detailed analysis of the system, it became obvious that
there really ... the cost differential between the route that is
indicated on that map..and I think, Steve, if you'll just
follow the routing for me. The route that was chosen was the
existing corridor essentially from intersection...
MAYOR KRAVITZ: Excuse me. Could we just turn that around
so that the public can see that, too?
(MAP PLACED SO THAT THE PUBLIC MAY VIEW IT.)
MAYOR KRAVITZ: I think it'll help those sitting there. All
right.
MR. NOLAN: You can see that we picked up the existing piping
network and we're paralleling a portion of it halfway down
McNab Road, bringing it out to University Drive and then para-
lleling the existing piping down University Drive to the sewage
treatment plant site, and manifolding into the portion of
the force main network which is of adequate size at that point.
Another force main had been anticipated to extend out along
62nd Street to accept flow from Land Section 7. All right,
when we got into the detail analysis of the network coming
down from the northwest corner, that is Land Section 6, it
became evident that a revisit to the route was appropriate,
and out of this analysis came the next map. Please, Steve.
This accomplishes both objectives of providing access for the
westerly sections of Land Section 7, also provides for the
rerouting of wastewater from Land Sections 5 and 6 back down
to the existing sewer treatment plant site... provides adequate
hydraulics to be able to accomplish that, and, in fact, the
detailed engineering reveals that there is a..a electrical
cost savings..uh..though negligible when you look at the
entire city, it still..it still is a savings —and uh..needs
to be addressed to some extent ... Uh... The present time, the
Department of Environmental Regulation has..has told us or
advised us that uh..modification of the 201 plant is necessary
in order to uh..to continue the grant eligibility of portions
of this project —and that —that again, is the purpose of this
meeting. The —The collection of wastewater is from the same
sources that was originally planned and uh..the place of treat-
ment is..is at the same location as previously planned; the
only difference being the —the route. This route does save
money from an operations -maintenance standpoint; it does cost
a little bit more..er... The route shown by that map will result

in approximately $90,000 more construction costs. It's..
We need to note that the route is ... totally within road
rights -of -way; therefore, nothing of an environmental con-
cern..is..uh..jeopardized by rerouting in this —this fashion.
Uh... All the environmental considerations that are..uh...
required by the... Department of Environmental Regulation
have been adhered to and addressed in..in the documentation
that has been forwarded to them ... So..the point I'm trying
to make is that —that there are no..uh..environmental effects
that are detrimental from this project..uh..Really, the...
the human effects that are..are gained from this project
really get..get the construction away from the busy corridors
of McNab Road and University Drive. The other consideration
is that uh... the portion of University Drive from uh... Com-
mercial Boulevard to Southgate Boulevard is uh..is under
design at the present time uh..for a major widening and —and
I don't know that it would be beneficial to anyone to clutter
that construction with an additional force main so, therefore,
the —there are intangible benefits from..from the re..rerouting
as well ... uh... Again, the cost increase of this is..uh...
$90,000 in construction costs. The monies that will be..uh..
derived to..uh..offset the cost to the city are..monies
that have been captured..uh..by contributions in aid of con-
struction that were laid out in your original Capital Improvement
Program uh that will go to offset this cost. The EPA
funding or state funding will be uh capture and offset the
costs, and there will be a portion with either route that will
be borne by the users of this system. The uh..analysis that
we've done to demonstrate the impact uh... to users of the
system..uh...by this increased cost ... has to speak to an
item that you really haven't uh... addressed yet..formally•..
but...uh..your rate studies that are —that have been under-
way uh..speak towards uh..refinancing the ex —the existing
$15,000... $15 million dollar debt and providing you with an
additional $15 million to go forward with the Capital Im-
provement Programs that you've selected to undertake ... uh..
The fixed portion of the user charge is..er..the portion
which will deal with the recapture of capital...uh..That
portion is predicted to be $4.25 per month per customer...
If you follow our analogy that the additional construction
cost is $90,000.... the uh..new capital for Capital Improve-
ments is $15 million; that $15 million is being supported
by approximately 1/2 of the $4.25... The ... The ratio of
$90,000 to the $15 million will result in an approximate
effect on the customers of the system of 1¢ per month...
1.20 per month is the math ... I believe that... concludes
all the items that we needed to..touch upon as far as
public hearing is concerned and I would encourage uh..
questions at this point.
MAYOR KRAVITZ: All right. Vice Mayor.
VICE MAYOR MASSARO: The 1.20 is what —based on what?..
That's not a total for the month uh..Is it on uh..
MR. NOLAN: One point..
VICE MAYOR MASSARO: uh..a certain point or part of the
consumption or what?
MR. NOLAN: You're re —You're refinancing the original debt...
which is $15 million...

VICE MAYOR MASSARO: Yeah.
MR. NOLAN:
You are raising an additional $15 million.
VICE MAYOR MASSARO: Hmmmhuh.
MR. NOLAN: The fixed portion of the..uh..of the customer
charge. will be $4.25... If half of that $4.25 recaptures
the original $15 million... and the other half captures
the new $15 million, that's $2.12� for $15 million.
$90,000 increase in this route versus the other route...
is $90,000 divided by..$50 mil...
VICE MAYOR MASSARO:, I...
MR. NOLAN: $15 million times $2...
V/M MASSARO: I see.
MR. NOLAN:
uh..12�0 comes out to 2.20 per month per customer.
V/M MASSARO: 1.2.
MR. NOLAN:
1.20, that's right.
V/M MASSARO: Okay. Now I see what you're talking about.
uh... Does this satisfy everything that they wanted?..uh..Is
this the total amendment to the 201 plan...
MR. NOLAN: No, this is —this is..this is...
V/M MASSARO:
that they're talking about?
MR. NOLAN: This is one of the requirements in the..in the
1 plan amendment process.
V/M MASSARO: Hmmmhuh.
MR. NOLAN: Uh..We have to complete the public hearing
process, get the public testimony into the record and —and
go forward from there ... uh..The next step is at the county
level and the —the date of selection uh... advertisement
for this meeting was to fit into their schedule.
V/M MASSARO:
But it was on the same ... thing..
MR. NOLAN: Yes,..
V/M MASSARO: that you presented
MR. NOLAN: Yes, ma'am. Yes, ma'am.
V/M MASSARO:
today? There's nothing different.....that still
MR. NOLAN: No.
V/M MASSARO: has to be done. If this is approved by every-
ody, then it takes care of the requirement...
MR. NOLAN: That's right.
V/M MASSARO: for the amendment.
MR. NOLAN:
Your..your obligation, yeah.
V/M MASSARO: Uh... That other ... red line there, I don't know
what street that is...No, go in ... Now if you go to the left
a little bit....

STEVE: All right.
V/M MASSARO: No, no, no ... There.
MR. NOLAN: 88th Avenue ... Pine Island Road..
V/M MASSARO: And that's going to hook into uh..that...
MR. NOLAN: All right, there's an existing feeder coming
down Pine Island Road...
V/M MASSARO: Yeah....and what happens? Why the red line
there now. Is that going to be replaced or something?
MR. NOLAN: No ... There is no existing line there at this
point and time.
V/M MASSARO: Oh ... There's going to be one placed there...
MR. NOLAN: Yes...
V/M MASSARO: It's a continuation of the other one...
MR. NOLAN: There are —several things that are —that are
depicted y that map..uh...
V/M MASSARO: Yeah.
MR. NOLAN: Uh... The map really depicts almost all of the
mo i ications that are spoken to ... both in the existing
201 plan and in the proposed modification..
V/M MASSARO: Hmmmhuh.
MR. NOLAN: You have to remember that the reason for
this force main network..change is to relieve hydraulic
congestion within the existing system ... Uh..We have
problems with the existing system that prevent pump stations
from operating properly; this will alleviate that. There
are also pump stations in that network that need to be
revisited from ... from a pumping -capacity standpoint. But that
needed to be done irrespective of the routing.
V/M MASSARO: And was planned to do that...
MR. NOLAN: The plan that the city developed... addressed
that...
V/M MASSARO: Hmmmhuh..
MR. NOLAN: The plan that the previous owners of the system
developed did not. They were ... They were opting to build
a sewage treatment plant on the C-14 and discharge waste into
the Cµ14... that —that was their plan. Their plan is not a
permitable..buildable plan at this point ... and I..I believe
in 1976 they scrubbed their plan..But nevertheless, the..
the infrastructure was put in place with that plan in mind.
And this work is to correct that...
MAYOR KRAVITZ: All right. Is there anyone else? Council?
CITY MANAGER JOHNSON: Mr. Mayor? One question if I could
ask Tony. Uh..Time factor on constructing the alternate
compared to the original. We're talking about we can...
I think the alternate can be constructed a lot quicker..I
know we have some real hydraulic problems in that northwest..
uh..section of Tamarac ... with some commitments the city's
made for sewer capacity ... and —with some of the building and
stuff going on...Is there ... Is this a better time factor on

this or not?
MR. NOLAN: We..We have used unit prices to depict the
differential in costs...
C/M JOHNSON: Yeah.
MR. NOLAN: and we use the same unit prices..essentially..
C/M JOHNSON: Uh-huh.
MR. NOLAN: for both routes. The dollar savings that —that
that uh..or the dol... the extra cost of going this route IF
I don't know is totally reflective of the absolute construction
costs but that's the mathematical algorithm ••••
C/M JOHNSON: Yeah.
MR. NOLAN: that we've gone through ... The fact is that this is
an easier route to build... will obviously uh..require less time
to construct —And probably in the final analysis will be less
expensive to build —but that's not...
C/M JOHNSON: I understand...
MR. NOLAN: the purpose of the..the..
C/M JOHNSON: Okay. You've answered my question. Thank you.
MAYOR KRAVITZ: Anyone from the public who wishes to be heard?
Yes, Vickie?
MS. BEECH: Vickie Beech, resident. I would like to uh..through
the air address Mr. Nolan...
MAYOR KRAVITZ: Sure.
MS. BEECH: Uh..Mr. Nolan, were you aware of this change ... When
were you aware that this change had to take place and was this
presented in your previous ... uh consulting at the time the bond
issue..uh..was being put out to the referendum... on the original
plan that you presented to the city?
MR. NOLAN: This original... This modification was uh..actually
uh... Yes, I believe it was. It was..It was..It was during
Mr. Keatings' tenure as city engineer that this —this original
modification was discussed.
MS. BEECH: I mean this change...
MR. NOLAN: That's right.
MS. BEECH: at that time?
MR. NOLAN: Yes, ma'am.
MS. BEECH: All right. Thank you, sir.
MR. NOLAN: If..if..if you're asking —and I think really ... the
question was: Is ... Is the anticipated construction costs of
this ... that is the users!..share..included in the $15 million,
yes.
MAYOR KRAVITZ: All right. Anyone else from the public?
Yes, sir.
MR. SHAIR: Yes, sir. I'm Robert Shair...

MAYOR KRAVITZ: Would you come up, please, identify yourself,
an state your point.
MR. SHAIR: I'm Robert Shair; I'm with the County with the
Water Resources Management Division. The County is the State's
authorized representative for 201 plans and modifications and
uh..our office has been involved with Tamarac on..uh..putting
together the entire plan .... As far as we're concerned, having
reviewed it in the office, we find that the plan is cost ef-
fective; it's environmentally sound, and it is implementable
and we certainly do endorse it. The County, because of the
complex Federal regulations, has a public hearing scheduled
on the same issue for next Tuesday at 10:00 in the morning;
there'll be a very brief presentation by me summarizing it;
your technical representatives will be present, and I'm sure
that the County, by resolution, will then adopt and approve
the plan and it'll be scooted right up to DER and I think
you're in a good position to get a grant.
V/M MASSARO:
Thank you.
MAYOR KRAVITZ: Thank you. Anyone else from public?...
