HomeMy WebLinkAbout2010-01-14 - City Commission Strategic Planning Workshop Meeting MinutesCITY COMMISSION STRATEGIC PLANNING WORKSHOP 49 THURSDAY, JANUARY 14, 2010 Mayor Flansbaum-Talabisco called the Strategic Planning Workshop to order at 9:00 a.m. on Thursday, January 14, 2009, at City Furniture, 6701 North Hiatus Road, Tamarac, FL. PRESENT: Mayor Flansbaum-Talabisco, Vice -Mayor Dressler, Commissioner Bushnell, Commissioner Atkins -Grad, Commissioner Glasser, City Manager Miller, City Attorney Goren, Assistant City Attorney Klahr, Deputy City Manager Cernech, Assistant City Manager Phillips, Financial Services Director Mason, Human Resources Director Swanson, Director of Utilities Gagnon, I.T. Director Sucuoglu, Director of Parks and Recreation Warner, Community Development Director Bramley, Public Works Director Strain, Chief Building Official/Director Grande, Fire Chief Burton, BSO Chief Duguay, City Clerk Swenson, Public and Economic Affairs Officer Berns, Management Analyst Hughes, and Dave Harrawood, Strategic Planning Consultant. Mayor Flansbaum-Talabisco spoke of the situation in Haiti and urged everyone to send money to assist the people there. Public and Economic Affairs Officer Berns said information is on the City's website and the Kiwanis Club is getting involved. Vice -Mayor Dressler explained the money goes to transport supplies. • CityManager Miller discussed strategic planning and said this would be a brainstorming 9 9 p 9 9 session with no hard decisions made today. City Manager Miller reviewed the process used in creating a strategic plan. Assistant City Manager Phillips spoke of the Community Survey. City Manager Miller said the annual report took the highlights of the Community Survey and showed what the residents wanted us to do and what we have already done; it shows Tamarac is responsive. Community Development Director Bramley gave a demographic update. Mayor Flansbaum-Talabisco and Vice -Mayor Dressler said they would like to see trend analysis and comparisons to the rest of the County. Mayor Flansbaum-Talabisco called for a recess at 10:10 a.m. and reconvened the workshop at 10:25 a.m. with all present as before. Mr. Harrawood discussed the City's goals, measures and tracking. Page 1 of 3 Commission Strategic Planning January 14, 2010 Public and Economic Affairs Officer Berns gave a presentation on Economic Development. Mayor Flansbaum-Talabisco called for a recess at 11:45 a.m. and reconvened the workshop at 12:30 p.m. with all present as before. Assistant City Manager Phillips discussed the strategic template and Mr. Harrawood discussed key measures and goals. Commissioner Bushnell requested an update for the Mayor and City Commission, separate and apart from this meeting, with regard to what is going on with the City's involvement with the census, and how the numbers impact financially on the City, and added to the Strategic Plan as a short term goal. Mayor Flansbaum-Talabisco asked this be added to a workshop meeting. Vice -Mayor Dressler discussed 'balanced budget' and questioned the 'maximum reserve amount' in the Charter and City Manager Miller said an amendment would be coming before the Mayor and City Commission as a recommendation from the Charter Board. The Mayor and City Commission said they would like to be more informed and more engaged in the Sterling process. • There was discussion regarding and increase in candidate qualifying fees and Commissioner Glasser said she would like to see comparisons between a strong mayor government and a city manager/commission government. Mayor Flansbaum-Talabisco said she would like a written explanation of how a person is able to run for office if they have a record. City Manager Miller questioned more frequent updates by staff to commissioners. Commissioner Bushnell said the Mayor and City Commission needs to have communication back after initial discussion of a project; closure or a status update. Mr. Harrawood said staff can develop a flexible process to address actions taken, such as a follow-up or scheduled update. City Manager Miller said if any of the Commissioners are interested in a particular project and he is so informed he can get back with the Commission in a quarterly or semi- annual briefing. Mayor Flansbaum-Talabisco agreed the Mayor and City Commission need to be more specific as to what they need from staff and give staff a time frame. Commissioner Atkins -Grad spoke of Code Enforcement and the proliferation of snipe signs. Mayor Flansbaum-Talabisco questioned call boxes on 1-75 and the Eyes and Ears Crime • Watch Program. City Manager Miller said for call boxes the City could contact DOT or the Page 2 of 3 Commission Strategic Planning January 14, 2010 Turnpike Authority. BSO Chief Duguay spoke of Crime Watch, the COPs Program, and Crime • Stoppers and incorporating vendors and service people in the Crime Stoppers program. Mayor Flansbaum-Talabisco asked for an update on code/corridor improvement plans; major arterial roads where some hedges have not grown back and there are fences behind the hedges as well as garbage need to be addressed. Deputy City Manager Cernech said financing for the above would be addressed during the Quarterly Financial Update. Commissioner Bushnell spoke of an ordinance for future code compliance and perhaps an amnesty period for work done in the past without a permit. Mayor Flansbaum-Talabisco asked that the above two items be put on the table for discussion at a future date and the wording on the action plan be revised. Commissioner Atkins -Grad spoke of crime at the Dog Park and dangerous dogs. There was discussion regarding cameras for the parks and registration of Pit Bulls. Mayor Flansbaum- Talabisco suggested talking to the Ferguson Group to see about funding for cameras. Mayor Flansbaum-Talabisco asked staff to get back to the Mayor and City Commission with a • recommendation and update on burglaries and dangerous dogs at the parks. • City Manager Miller said staff would come back to the Mayor and City Commission in three to four weeks with a new draft of the Strategic Plan Template. Mayor Flansbaum-Talabisco said she finds visuals and examples to be most helpful.
