MONDAY, JUNE 28, 2010
ALL TO ORDER: Mayor Talabisco called the Special Emergency Meeting of the City
Commission to order at 10:00 a.m. on Monday, June 28, 2010, in Chambers, Tamarac City
Hall, 7525 NW 88 Avenue, Tamarac, FL 33321.
PRESENT: Mayor Beth Talabisco, Vice -Mayor Harry Dressler, Commissioner Pamela
Bushnell, and Commissioner Diane Glasser.
ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Samuel S. Goren, and City
Clerk Marion Swenson.
Mayor Talabisco led the pledge of allegiance.
Mayor Talabisco said this Special Emergency meeting was called to discuss the vacancy in
the District 2 Commission Seat.
City Attorney Goren explained pursuant to the Florida Statutes, Governor Crist has issued
Executive Order 10-142, suspending Patricia Atkins -Grad. The City Attorney issued
emorandum 2010-115 outlining the process for filling that vacancy. The process
ecommended is to provide notice in the newspaper and posted in public buildings on July 1
ith a July 12 deadline for filing applications. The Mayor and City Commission will interview
applicants in public forum beginning on July 13 and continuing on July 14, 15, and 16, if
necessary. After the application and interview process is completed the Mayor and City
Commission will make the ultimate decision to fill the vacancy. If the Mayor and City
Commission agree with this process, a motion, second and vote is required this morning.
Mayor Talabisco confirmed the process outlined and confirmed the applications are public
record.
There was discussion regarding the Mayor and City Commission's receipt of emails from
members of the community with regard to the position and City Attorney Goren explained the
process that will be established this morning will provide for a vetting process in a public forum.
City Attorney Goren said private discussions are discouraged.
There was discussion regarding a time certain for July 12 and the receipt of applications.
There was discussion regarding amending the standing board/committee application form and

requirement of a resume in addition to the application form. City Attorney Goren said lack
a resume will not disqualify an applicant.

There was discussion regarding whether to distribute the applications to the Mayor and City
Commission at the end of the application period or as they are received in the City Clerk's
office. The general consensus was to have the applications distributed each day as they are
received in the City Clerk's office.
There was discussion regarding the elimination of anyone who has filed bankruptcy or who has
a past felony conviction. City Attorney Goren explained those who would run for office are not
barred if they have declared bankruptcy and it is not illegal to run for an office with a past
felony conviction if one's rights have been restored.
Vice -Mayor Dressler suggested the July 12 deadline for acceptance of applications end at
noon on that day. The Mayor and City Commission agreed, and added the advertisement
should run twice, once on July 1 and once on July 7.
Vice -Mayor Dressler seconded by Commissioner Bushnell moved to accept and adopt the City
Attorney's recommended process for filling the vacancy on the City Commission, and to
include the July 12 noon deadline for accepting applications, to begin the interview process at
9:00 a.m. on July 13 in Chambers and to continue the process on July 14, 15, and 16, if
necessary, and to advise applicants that resumes are preferred but not required, and
applications received are to be distributed to the Mayor and City Commission each day before
the end of the work day. On roll call Commissioner Bushnell voted "yes", Commissioner
Glasser "yes", Vice -Mayor Dressler "yes", and Mayor Talabisco "yes". Motion carried.
Mayor Talabisco thanked City Manager Miller and staff, City Attorney Goren and his staff, as
well as her colleagues for all they have done. Mayor Talabisco said this commission will work
together to make the best decision in the interest of District 2 and ultimately, in the best
interests of the City as a whole.
There being no further business to come before the Mayor and City Commission, Mayor
Talabisco adjourned the Special Emergency meeting at 11:00 a.m.
