BROWARD SHERIFF'S OFFICE SWEARING IN
THURSDAY, JUNE 29, 1989
CALL TO ORDER: Lieutenant Robert Freeman of the Broward Sheriff's
Office, called this meeting to Order on Thursday, June 29, 1989 at
8:30 A.M. in the Council Chambers.

Lieutenant Freeman wished everyone a good morning and he
said this was a very important day for the residents of
the City and the law enforcement personnel who would be
sworn --in as Deputy Sheriffs of Broward County. He said
an added benefit was the dedication of the new District
Office, Eleven, of the Broward Sheriff's Office in
Tamarac, Florida, and the beautiful building across from
the Chambers. He thanked everyone for attending and
sharing in this memorable event.
Lieutenant Freeman introduced the Broward Sheriff's
Office Color Guard.
At this time, the Color Guard came to the front of the
Chambers and Mr. Freeman announced that the invocation
would be performed by Rabbi Kurt Stone of the Tamarac
Jewish Center.
Rabbi Kurt Stone asked the audience to stand for prayer.
Lieutenant Freeman asked the audience to remain standing
for the Pledge of Allegiance followed by the National
Anthem played by Deputy Michael Affanato of the Broward
Sheriff's Office.
At this time, the Color Guard retreated from the
Chambers.
Mr. Freeman said before the Ceremony began, there were
some honored guests that should be acknowledged and
thanked for taking the time to attend the event and
showing their support. He asked the people to stand when
he called their name as follows:

Lieutenant Freeman announced that the opening remarks
would be given by the Mayor of Tamarac, Norman
Abramowitz.
Mayor Abramowitz said before he began the meeting, he
wanted to take a moment of personal privilege to have
Senator Weinstein and the Aides to Representatives Graber
and Deutsch join him at the front of the Chambers.
Mayor Abramowitz said for the first time in several
years, the City of Tamarac was fortunate to receive
Grants for the Multi -Purpose Recreation Center. He said
the City received the first portion of the Grants and it
was with the efforts of Senator Weinstein and
Representatives Graber and Deutsch that the Grants were
obtained.
At this time, Senator Weinstein handed Mayor Abramowitz a
large check representing the recent Grant monies
submitted to the City and Mayor Abramowitz thanked
Senator Weinstein and Representatives Graber and Deutsch
for representing the City of Tamarac.
Senator Weinstein said the Multi --Purpose Recreation
Center would be a great addition to the City of Tamarac
as well as beneficial to the residents.
Senator Weinstein said he was personally familiar with
several of the Police Officers of Tamarac and, even
though they would be wearing different shirts, they were
still some of the finest Law Enforcement Officers that he
had the pleasure to know as the former Assistant State
Attorney. He said he knew that all of the Police
Officers would do a wonderful job as Deputy Sheriff's in

Mayor Abramowitz thanked the residents for their support
and asked the residents who did not approve of the merger
to ask themselves if this merger was good for the City.
Lieutenant Freeman said he was privileged to introduce
the quest speaker Sheriff Nick Navarro.
Sheriff Navarro said he was privileged to be present at
this ceremony. He said the Mayor and City Council of
Tamarac would not lose their power over the City and, as
the Sheriff of Broward County, he would like to
officially welcome the Mayor, City Council and residents
as part of the Broward Sheriff's Office.
At this time, Sheriff Navarro presented Mayor Abramowitz
with a cap from the Broward Sheriff's Office and he said
there was a position for Mayor Abramowitz in the Broward
PIG Bowl. He said a cap would be presented to each
Councilmember who could choose their positions.
Sheriff Navarro introduced his wife, Sharon Navarro.
Sheriff Navarro said the residents that reside in the
City were the first people that he would like to address.
He asked the residents to give the Broward Sheriff's
Office an opportunity to demonstrate that the Deputy
Sheriffs were capable in delivering and improving Police
service. He said this would be demonstrated in the
months to come; however, he did not feel that Tamarac was
a new area because the City has always been part of
Broward County. He said he was the Sheriff for Broward
County; therefore, he has been the Sheriff for Tamarac
for the last 5 years. He said the Broward Sheriff's
Office was not taking anything from the. City but giving
themselves to the citizens of Tamarac.
Sheriff Navarro said the Tamarac Officers' performance,
professionalism, aptitude, knowledge of being public
servants to protect and defend the people and deliverance
of this service would make the difference. He said the
Police Officers have become members of a very large
organization and there were approximately 2,700 employees
of the Broward Sheriff's Office. He said the Broward
Sheriff's Office was one of the largest Law Enforcement
Agencies in the State of Florida. He said there was a
lot of opportunity for advancement with the organization
and he wanted to see the Officers become high ranking
Officers. He said to do this, it took a Law Enforcement
Officer to understand what his or her role would be in
the Community. He said the position should not be used
for political or personal gains but by giving themselves
to the people they were serving. He said being a cop was
understanding that they were servants of the Community.
Sheriff Navarro said several of the Officers would remain
in the City, others would be transferred and there would
be new Officers assigned to the City; however, every one
of the Officers were public servants. He hoped that each
Police Officer devoted themselves to the service they
were sworn to do without holding back in assisting anyone
at any time. He said crime and public safety were not
affiliated with politics and the Broward Sheriff's Office
served those people who needed help.
Sheriff Navarro said the people should be assisted as
fast and efficiently as possible and he would be the
first one to do this. He said he believed in leading by
example. He said anytime the Officers needed the rest of

the City of Tamarac and he congratulated them. He said
the Legislators would do everything they could to make
sure that Law Enforcement was honored, protected and
treated with the respect it deserved. He wished everyone
the best of luck.
Senator Weinstein wished Sheriff Navarro good luck and
stated that Sheriff Navarro would be personally
patrolling the area of University Drive.
Mayor Abramowitz said it would take him several minutes
to personally thank everyone in the room for the
confidence, help, guidance and good wishes they gave to
the City within the past four months. He thanked the
Councilmembers for their support in this merger and noted
that this could not have been accomplished without the
work and confidence of City Manager, John Kelly. He said
City Attorney, Richard Doody, was very supportive during
this time.
Mayor Abramowitz said during the negotiations, City
Manager Kelly's attention was on nothing but the merger
and the City was blessed with a staff that was able to
continue the various duties required to keep the City
running appropriately.
Mayor Abramowitz said the City Council agonized several
weeks over this decision and he would be remiss if he did
not mention how many sleepless nights there were before
the decision was made. He said the facts were presented
to the City Council precisely and accurately by the City
Manager which was the important factor in the City
Council making this decision.
Mayor Abramowitz said contrary to the belief of many of
the Police Officers, the City Manager and City Council
were very conscious of the fact that every year after an
election there was turmoil in the Police Department with
concerns such as having enough money to do what was
necessary to maintain the Police Department, etc.
Mayor Abramowitz said he was sure that the Councilmembers
took into consideration the concerns of the Police
Department as well as the concerns of the Police Officers
regarding advancement. He said the City has been so
proud of what the Tamarac Police Department represented
and he consistently received complimentary letters
regarding the work of the Police Officers. He said a
change of uniform was taking place and, as good as the
Police Officers were before, he expected the Police
Officers to be better.
Mayor Abramowitz said he would be remiss if he did not
mention those people that assisted the City Council in
making the decision; namely, the Presidents of the
various Condominiums and Homeowners Associations. He
also commended the wives of the City Councilmembers for
all of their support, Arlene Rohr, Mim Stelzer, Shirley
Hoffman, Beverly Bender and Claire Abramowitz.
Mayor Abramowitz said when he and Sheriff Navarro met at
the formal signing of the Contract, last Friday, he asked
Sheriff Navarro to take care of the City. He asked the
residents to pray that the City was doing the correct
thing and Sheriff Navarro informed the City Council that
he would be taking care of the City as if it was the only
City.

the Police Force, they would be there. He said Tamarac
was part of Broward County, nothing has been lost and he
hoped a lot has been gained. He said he loved the Police
Officers because they were a part of his family and he
would always be in touch with the City to find out what
their, needs were. He said by contracting with the City
of Tamarac, the Broward Sheriff's Office was the source
of the service and he felt that contracting with the
Municipalities was a step in the right direction because
everyone gained as opposed to losing.
Sheriff Navarro said the Mayors of the Cities that the
Broward Sheriff's Office were presently contracted with
were present at this Ceremony, which was one of the most
beautiful testimonies anyone could give. He said he
appreciated these people very much and they were aware of
the closeness with the Broward Sheriff's Office. He
thanked everyone for placing their confidence in the
Broward Sheriff's Office and he said the Broward
Sheriff's Office would be there for them.
Sheriff Navarro asked the Police Officers to stand for
their Oath of Office. He said the Colors were presented
this morning and those Colors of the American Flag were a
representation of the Country. He said he loved,
respected and would never offend this Flag and he hoped
that he never found anyone burning a Flag in front of
him.
At this time, Sheriff Navarro asked the Police Officers
to raise their right hands and he recited the Oath of
Office, which was repeated by the Police Officers.
Sheriff Navarro welcomed Police Chief Joseph McIntosh to
the Broward Sheriff's Office.
Lieutenant Freeman asked that the following come to the
front of the Chambers to assist in presenting the Badges:

Lieutenant Colonel Martin Rohansky
Lieutenant Robert O'Neill
Major Frank Le Blanc
Nick Navarro, Sheriff
Lieutenant Freeman announced that the first person to
receive his Badge would be Chief Joseph McIntosh.
Lieutenant Freeman continued naming the Police Officers
that were receiving their Badges (SEE ATTACHMENT).
After the Badges were presented, Lieutenant Freeman
introduced the new Deputy Sheriffs of the Broward
Sheriff's Office, Tamarac, District Eleven, to the
audience.

Lieutenant Freeman announced that the closing benediction
would be performed by Pastor Joseph Kaiser of All Saints
Lutheran Church in Tamarac.
Pastor Kaiser performed the closing benediction.
Lieutenant Freeman thanked everyone for attending the
Ceremony and he announced that refreshments would be
served outside of the Council Chambers. He asked

everyone to walk over to the Police Facility because
there would be a Ribbon Cutting Ceremony commemorating
the new Broward Sheriff's Office.
With no further business, this meeting was ADJOURNED at
10:00 A.M.
