HomeMy WebLinkAbout1996-07-01 - City Commission Joint Special Meeting MinutesCITY OF TAMARAC JOINT CITY COMMISSION/CHARTER BOARD SPECIAL MEETING MONDAY, JULY 1, 1996 CALL TO ORDER: Mayor Abramowitz called the Joint Special Meeting to order on Monday, July 1, 1996, at 9:30 a.m. in Conference Room #1, 7525 Northwest 88th Avenue, Tamarac, Florida. PRESENT: Mayor Norman Abramowitz Vice Mayor Larry Mishkin Commissioner John E. McKaye Commissioner Joseph Schreiber Commissioner Bruce Hoffman Michael Deitsch, Charter Board Chair Irwin Markowitz, Charter Board Vice Chair ABSENT: Randy S. Gordon, Charter Board Jay Siggins, Charter Board ALSO PRESENT: Sam Pizzarello, Redistricting Committee Robert S. Noe, Jr. City Manager Mitchell S. Kraft, City Attorney Karen Jackson, Office Specialist Tape 1 Mr. Markowitz asked for clarification on the oath of office issue involving a proposed Charter Board member and Mr. Kraft stated that it is his understanding that a person cannot hold an elected office if no oath is taken. 1. PUBLIC PARTICIPATION - Any member of the public may speak to any issue which is on this meeting notice. Speakers will be limited to three minutes during this item. There will be a thirty (30) minute aggregate time limit for this item, and any speakers are encouraged to sign up in advance with the City Clerk prior to their participation. When an issue has been designated as quasi-judicial, public remarks shall only Joint City Commission/Charter Board Special Meeting 7/1 /96 Page 2 be heard during a quasi-judicial hearing that has been properly noticed for that matter. There was no response from the public. 2. Redistricting Committee's Report Comm. Hoffman stated that the Redistricting Committee met on Wednesday, May 8, 1996 and again on Thursday, May 16, 1996. He presented the Redistricting Committee's Report recommending moving District 18J from District 4 to District 2. He said by doing so, District 2 would come within the percentages required in the City Charter. He stated the City's Districts would have the following percentages - Percentage of Registered Voters District 1 22.56% District 2 25.86% District 3 26.46% District 4 25.12% 100% Number of Registered Voters 7,828 8,971 9,178 8.712 Mayor Abramowitz asked if there is a problem with proceeding due to a lack of a quorum of the Charter Board and Mr. Kraft read the Charter and determined that the Commission could move forward with the vote. V/M Mishkin MOVED to APPROVE the changes presented in the Redistricting Committee's Report, SECONDED by Comm. McKaye.
