HomeMy WebLinkAbout2018-06-20 - City Commission Budget Workshop Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION BUDGET WORKSHOP WEDNESDAY, JUNE 20, 2018 CALL TO ORDER: Mayor Dressler called the Special Budget Workshop of the City Commission to order at 9:28 a.m. on Wednesday, June 20, 2018 at the Colony West Golf Club, 6800 NW 88th Avenue, Tamarac, FL, 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Marlon Bolton, Commissioner Julie Fishman and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Kathleen Gunn, City Attorney Samuel S. Goren, City Clerk Patricia Teufel, Financial Services Director Mark Mason, Parks & Recreation Director Greg Warner, BSO Captain Neal Glassman, Building Official Claudio Grande, Public Services Director Jack Strain, Information Technology Director Levent Sucuoglu, Community Development Director Maxine Calloway, Fire Chief Percy Sayles, Human Resources Director Lerenzo Calhoun, Budget Manager Jeff Streder, Grants Administrator Mike Gresek, Senior Management & Budget Analyst Sherri Toops, Public Information & Media Specialist Elise Boston and Assistant to the City Manager Laura Karpaviciute. City Manager Cernech said this is similar to the budget adopted last year and the Commission has already heard some of things. City Manager Cernech gave a brief introduction as to how the meeting will be handled today. Mayor Dressler said there is the possibility of a ballot question regarding an additional $25,000 deduction on the November ballot and asked if this budget takes that into consideration and Finance Director Mason said yes it does. Financial Services Director Mason provided a comprehensive overview of the City's proposed budget, including the proposed millage rate and he and City Manager Cernech responded to questions throughout the presentation, a copy of which is on file in the City Clerk's Office. Mayor Dressler recessed the meeting at 10:38 a.m. and reconvened the meeting at 10.53 a.m. with all present as before. For the remainder of the morning the Commission received department budget presentations from the Assistant Building Official Richardson, Captain Glassman, City Clerk Teufel, Assistant City Manager Gunn and Public Information & Media Specialist Boston. Staff responded to questions throughout their presentations. Assistant City Attorney Julie Klahr joined the meeting and City Attorney Goren left the meeting at 12:04 p.m. Mayor Dressler recessed the meeting for lunch at 12:06 p.m. and reconvened the meeting at 1.06 p.m. with all present as before. For the remainder of the afternoon the Commission continued to receive budget presentations from Community Development Director Calloway, Financial Services Director Mason, Fire Chief Sayles, Human Resources Director Calhoun and IT Director Sucuoglu. There was a discussion on Security Technology. Staff responded to questions throughout their presentations. Mayor Dressler recessed the meeting at 3:09 p.m. and reconvened the meeting at 3:27 p.m. with all present as before, except Commissioner Bolton who joined the meeting at 3.31 p.m. Financial Services Director Mason gave brief presentations on additional discussion items: Senior Exemptions, Capital Improvements and Referendums that will have a fiscal impact. Finance Director Mason's presentations are on file in the City Clerk's Office. Commissioner Gomez stated that she wants positions in Code, the Public Information Office, Information Technology and the Broward Sheriffs Office. City Manager Cernech said staff needs to do some work as to the necessity of hiring more people. We need to talk to Code Enforcement Manager Scott Krajewski about the need for more Code Officers and then we will make a decision. This holds true for BSO and we need to come up with a plan for more visibility. Commissioner Bolton said he wants more than one assistant in the Mayor & Commission Office. It would be a benefit in that there would be continuity should the only assistant leave. Vice Mayor Gomez noted that when she first started with the City there were two people in that office and commented that she did not know if we need two people in the office. Commissioner Fishman said it is frustrating when you come in and you need something quick, you have to go to the City Manager's Office. Commissioner Fishman said it is hard breaking in someone new but was not sure if we need two people and will have to think about it. Commissioner Placko said we need someone down in the Commission on a full-time basis not running between the Commission Office and the City Manager's Office. City Manager Cernech said he will come back to the Commission with a plan for this as well. Commissioner Bolton said staff has done a good job on the signage program. Commissioner Bolton said he has talked with people and they would like a sign in District 1 near Caporella Park because no one knows you are in Tamarac when they enter that area. City Manager Cernech said it is a good idea and staff will look into it. The Commission all agreed that this was a good idea. Commissioner Bolton asked staff to look into having a Farmer's Market at Caporella Park and City Manager Cernech said staff will have a conversation with the people that run the Farmer's Market about this proposal and Parks & Recreation Director Warner said he will look into it.
