MEDITATION AND PLEDGE OF ALLEGIANCE: Mayor Abramowitz called for the Pledge of Allegiance followed by Moment of Silent Meditation. PRESENT: Mayor Norman Abramowitz Vice Mayor Dr. H. Larry Bender Councilman Irving Katz Councilman Henry Schumann Councilwoman Diane Glasser ALSO PRESENT: Dina McDermott, Assistant City Manager Michael Couzzo, Assistant City Manager, Director of Public Works Patricia Marcurio, City Clerk Office Manager Meg-Ellen Grimes, Secretary *********************************************************************** Mayor Abramowitz said this meeting was originally to be based on recycling. He said the meeting has been legally changed due to City Manager Kelly attending a Recycling Negotiations Meeting in Coconut Creek regarding the contract. He said there will be a special Council meeting called to discuss the results from that meeting. PUBLIC PARTICIPATION - Any member of the public may speak to any issue which is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. Nathan Peretzman, resident, expressed his concern regarding the use of record books to distract the real issue of his ongoing complaint regarding ambulance service records. He said in Article 10, of the contract between Broward County and Medics Ambulance Service, Section 10.2 states the contractor shall not refuse service to any person in need of ambulance transportation as determined by the Paramedics on the scene, due to lack of evidence of ability to pay for such service. He referred to the Creek Review and the Ambulance Company Pact and said the service applies to emergency service or medically necessary transports and transfers. Mr. Peretzman referred to an inter-office memo regarding the ambulance contracts from Fire Chief Briant dated September 13, 1989. He said before the contract, there was a savings of $124,560.00 and after the contract, $18,720.00. He requested these figures be explained to the tax payers of Tamarac. l. MOTION TO ADOPT Temp. Reso. #6019 establishing fees for the 1991 Summer Recreation Program. SYNOPSIS OF ACTION: RESOLUTION R�91�58 PASSED APPROVED Assistant City Manager McDermott read Temp. Reso. #6019 by title. Mayor Abramowitz said the City was instituting a summer recreation program when he first came to Tamarac. He said he feels this is needed for the children due to many latch key children. He said Council had made a determination that the City would be able to handle a certain number of children and was approved based on the Staff recommendation. He said he is proud that the City has the best summer program in the area. He said this summer program is not a money-making project; however, the City wants to subsidize. He suggested everyone on the Council attend the party at the end of the summer program for the children. He said there are always good comments from the children and the parents. Assistant City Manager Couzzo, said this is an eight week program for residents and non-residents. He said the resident population is allowed two weeks pre-registration over any non-residents. He said there is a differential in the resident and non-resident rate. He said Staff anticipates approximately 240 children in the program this year. He said it is a self�supporting program in that all of the expenditures for the program are recaptured in the fee structure. Mayor Abramowitz asked about the fee structure for the half day program. Assistant City Manager Couzzo said the program is not truly a half program, but more like a quarter program. Mayor Abramowitz said there is a discount for a second child and for the City of Tamarac employees. He said Staff needs Council permission to proceed with this program and he feels it is worth it. Assistant City Manager Couzzo said this Resolution will provide Staff the permission to begin registration for this annual program. C/M Katz asked what type of liability the City has to cover these children. Assistant City Manager Couzzo said all of the costs for the parents is included in the $380.00 fee for the 10 weeks. He said the entire program has been reviewed by the Risk Manager and they are satisfied with the coverage the City currently has. C/M Katz asked if the parent is given a copy of the coverage at the time of registration and do they sign to accept this type of coverage. Assistant City Manager Couzzo said they sign a hold harmless agreement with the City which waives certain responsibilities that the City has. He said the parents are also given a copy of the department's policies and procedures regarding their children, the program and what is expected of them. Mayor Abramowitz said he intends to name C/M Schumann to the School Advisory Board. He said the City has gone into a before school program. He said he feels this type of program is what makes the City what it is today. He said he endorses this program. C/M Schumann asked if the summer program is eight or ten weeks. Assistant City Manager Couzzo said the overall program is a ten week program which includes a two week period to orientate the counselors. C/M Schumann asked where this will be located. Assistant City Manager Couzzo said it will be located at the Multi-Purpose Center. He said this will be the first year the program will be able to fully utilize City facilities rather that a combination of City and School facilities. C/M Schumann asked what the hours will be and if food will be included in this price. Assistant City Manager Couzzo said it will be from 9:00 a.m. to 5:30 p.m. He said the City provides one snack per child per day included in the price and the children are instructed to being a lunch and beverage daily. C/M Schumann asked if additional personnel will be acquired for this program and Assistant City Manager Couzzo said, yes. Assistant City Manager Couzzo said all of the counselors salaries are recaptured in the fee structure. C/M Schumann asked what the City does for those who have to go to work earlier than 9:00 a.m. Assistant City Manager Couzzo said the before school program may be available for the summer program which runs between 7:00 a.m. to 9:00 a.m. with additional cost for the before school program He said all of these programs are based on a $1.25 per hour per child fee structure. C/M Schumann asked how many children will be under one counselor. Assistant City Manager Couzzo said the County ratio and standard is one counselor for every 22 children; however, Tamarac has a one to fifteen ratio, which is a better standard for Tamarac and provides a greater ability to supervise. He said there are scheduled trips to bowling, ice skating arena, the zoo and a variety of things included in the price. C/M Schumann asked what the age limit is for the program and Assistant City Manager Couzzo said from five to twelve. C/W Glasser asked how the children are transported and Assistant City Manager Couzzo said the City has a bus. C/W Glasser asked where the counselors come from and Assistant City Manager Couzzo said the counselors are temporary part-time employees who are hired for the summer. He said they receive no benefits from the City and receive only their hourly salaries and are hired based upon their experience. He said all of the counselors are H.R.S. certified. C/M Schumann asked what the response was to the fees last year. Assistant City Manager Couzzo said there was some concern in the past because it was the direction of Council to have the program be self-supporting which resulted in a 50% increase in the fees. He said he is recommending that the fees remain the same this year. He said the City is not making a profit with this program. C/W Glasser MOVED to APPROVE Temp. Reso. #6019, SECONDED by C/M Schumann. VOTE: ALL VOTED AYE 2. MOTION TO APPROVE Temp. Reso. #6020 establishing fees and conditions for use of the Recreation Center and Multi-Purpose Center. SYNOPSIS OF ACTION: RESOLUTION R-91�59 PASSED APPROVED Assistant City Manager Couzzo said there is a list of 127 interest groups for the use of these facilities. Mayor Abramowitz said a suggestion was made in the past to bring any suggestions of fees to the table. He handed out written comments he had prepared for review. Assistant City Manager McDermott read Temp. Reso. #6019 by title. Mayor Abramowitz requested Council to review the comments given to them. He said he feels these rates should apply to non-profit organizations only. He said he feels Council needs to handle the resident organizations first. He said Parks and Recreation proposed approximately the same fee structure as he suggested; however, he feels there should be a differential between the front and back of the room. Mayor Abramowitz said he feels the people will complain if the same rate is charged for the front and back with a kitchen being available in the one section. He said if the City provides a service, it should be compatible with what the public would be satisfied with. Assistant City Manager Couzzo said the fees were structured based upon Council's direction to stay at the minimum. He said a survey was done of the neighboring municipalities and their fees are considerably higher. He said the fees that are recommended in the Resolution did incorporate a $5.00 per session clean up fee which amounts to approximately one half hour of maintenance time based on a $7.00 per hour salary with benefits. Mayor Abramowitz said the City's insurance has been addressed. Assistant City Manager Couzzo said there is an insurance memorandum dated March 21, 1991 from Susan Tillman, Risk Manager. C/M Schumann asked what the annual fee is based on. Assistant City Manager Couzzo said it balances out to be once a month for ten months due to a breakage in the summer. Mayor Abramowitz said the Parks and Recreation Department has been setting up a system based on the letters that have been received. He said this has to be handled on a priority basis. He said Staff needs to do the scheduling. C/M Schumann said the annual renter is allowed one day per month in twelve months. Mayor Abramowitz said the renter will be allotted the same time slot every month. Assistant City Manager Couzzo said it will be based on availability also. Discussion was held regarding the scheduling of the rooms. Mayor Abramowitz said he feels this will be a good service pending proper scheduling and handling. He said the City comes first, then scheduling is done on a priority basis. C/M Katz asked the criteria that will be used to satisfy everyone and Assistant City Manager Couzzo said it will be a difficult task. Assistant City Manager Couzzo said the renters will have to meet the non-profit resident criteria to be considered. He said the second step will be based upon their application for need on a first come first serve basis. He said the calendar will then be consulted for any type of conflict. He said he is open for suggestions for any other way to handle this. He said he feels Council will receive calls from those who cannot be accommodated. C/W Glasser asked if the future direction from Council will involve money and Mayor Abramowitz said, no. Mayor Abramowitz said initially there will be problems and there will be disappointed people. He said City meetings are held on specific days of the month every month which will be the scheduling for these facilities. C/M Schumann said these are limited to four hour intervals and accommodation of two parties per day. He asked if evening hours will be available and Assistant City Manager Couzzo said at present this Resolution addresses the normal working hours for Staff; however, this may be available in the future. He said he does not feel it would present a problem. Mayor Abramowitz said the Staff may find that everyone will be satisfied and extra time will be available. He said the number one priority is the resident organizations of Tamarac. He said Staff may bring to Council that certain time Periods are available and requests may be answered to non-resident organizations or profit organizations. V/M Bender said he feels experience needs to be generated to know the situation. He said the problems need to be located and how often they occur. He said he feels a reasonable schedule to start the program needs to be established to generate statistics. Mayor Abramowitz said he feels there should be a differential between the front and back portions of the recreation center. Mayor Abramowitz requested to amend the Resolution so that the front portion of the center be at a rate of $35.00 and the back portion be at a rate of $25.00. C/W Glasser asked if the floor space is the same in both portions, disregarding the stage and Assistant City Manager Couzzo said, no, because of the stage. Mayor Abramowitz said he feels a differential should be considered or to have Staff tell the public that the front does not seat as many as the back. Assistant City Manager McDermott suggested a charge be applied for the use of the stage and C/W Glasser said changes cannot not be made when these are rented on an annual basis. Mayor Abramowitz suggested a differential be established based on the stage and less seating capacity. C/M Schumann said the City will be approximately five times less expensive than commercial places. V/M Bender said he feels extra money should be charged for the kitchen facilities. Mayor Abramowitz said he has had discussions with people who have used Fortune Bank at no charge; however, they needed more space. C/M Schumann said he feels the stage and kitchen offset each other. Assistant City Manager Couzzo said there is a divider that separates the room. V/M Bender MOVED to APPROVE the the recreation room front portion with the stage and kitchen to be leased to organizations for $35.00 and the recreation room rear portion shall have a charge of $30.00 and the Multi-Purpose Center meeting room shall be $30.00. Mayor Abramowitz requested that the verbiage "kitchen" be removed from the Motion because there is no stove; however, in the future there may be a stove added with a charge for the kitchen. V/M Bender said there is a sink and refrigerator present which are considered facilities. V/M Bender MOVED to AMEND his Motion that the recreation room front portion with the stage be leased to organizations for $35.00; the recreation room rear portion have a charge of $30.00 and the Multi-Purpose Center meeting room have a charge of $30.00, SECONDED by C/W Glasser. Assistant City Manager McDermott asked if Council would like to discuss an annual fee along with the per use fee. Mayor Abramowitz suggested the annual fee be raised approximately one-third more. Discussion was held regarding the current rates. Mayor Abramowitz said the annual fee on the front stage area will be $205.00. Assistant City Manager Couzzo said the rates will stay at this level until Staff comes before Council and Council makes a Motion to adjust it; however, it will not come back annually. Marv Seidel, resident, requested a clarification of the room rates as being for the front portion $35.00 and $30.00 for the rear and Mayor Abramowitz agreed. He asked if an annual fee has been set for the front portion and the rear. Mayor Abramowitz said the front portion is $205.00 and the rear is $180.00. TAPE 2 David Krantz, resident, asked if there have been any provisions made for Sunday meetings and Mayor Abramowitz said this will have to come before Council again in the future; however, at present. initial standards must be established which are Monday through Friday. He said the changes and the problems need to be identified. Mr. Krantz said the Temple is increasing their meeting rates to over $200.00 per meeting which is more than the City will be charging for a year. Mayor Abramowitz said the City is to provide a service. Assistant City Manager Couzzo suggested that Council consider providing Staff with the latitude to accommodate those groups at night and on Sundays, as Staff permits. He said Staff is present at the facility at night and on the weekends. He suggested an attempt be made to accommodate these groups and generate the rates at the same time. Mayor Abramowitz said Council receives many complaints of many problems. He said he feels the determination of Sundays and evenings should be by the Council. C/W Glasser asked the estimated time to begin this fee structure and meetings and Assistant City Manager Couzzo said Staff has contacted the people on the list and will probably begin next week. Assistant City Manager McDermott suggested it begin on April 1 or April 2. Assistant City Manager Couzzo said Staff is ready as soon as the Resolution is approved by Council. V/M Bender said this should begin on April 1, 1991 and all agreed. Mayor Abramowitz requested a vote on the amended Motion. VOTE: ALL VOTED AYE Mayor Abramowitz requested a Motion to Adopt the amended Resolution. C/M Katz MOVED to APPROVE the amended Resolution, SECONDED by C/M Schumann. VOTE: ALL VOTED AYE Mayor Abramowitz called a one minute recess and reconvened with all present. 3. MOTION TO APPROVE the Purchase of one (l) Ford F350 pickup truck under State contract for the Public Works Department at a total cost of $18,289.00. SYNOPSIS OF ACTION: TABLED. The Public Works Director is to address the concerns expressed by C/M Katz and C/M Schumann. Mayor Abramowitz said the City can bypass the bidding process and buy under the State Contract or a County Contract which generally means the City receives the advantage of a price of someone who is buying in quantity. V/M Bender asked if this is towards a replacement or a brand new purchase. Assistant City Manager McDermott said this purchase is a part of the Fleet Maintenance program which has been discussed in previous Council meetings. She said Council had authorized City Manager Kelly and administration to pursue purchasing some vehicles that need desperate replacement in the fleet. Assistant City Manager Couzzo said this vehicle will be replacing two vehicles. He said currently the grass crew utilizes two trucks to go in one direction and this vehicle will accommodate six people sitting in the same vehicle and going in the same direction. He said the other two vehicles will be replaced and used elsewhere in the fleet. He said this will minimize the mileage and gas consumption of the vehicles. He said the new vehicle will replace the vehicles in the fleet that are older and are requiring more maintenance and eventually one vehicle will be dropped out of the fleet. Mayor Abramowitz noted that Mary Blasi, Finance Director, joined the meeting. C/M Schumann asked if this is a pickup truck and if it has a flat body or side body and Assistant City Manager Couzzo said it is a standard pickup truck with a crew cab and a dual rear axle. C/M Schumann asked what will be pulled with this truck and Assistant City Manager Couzzo said it will pull the utility trailer that holds the lawn mowers or tractors. C/M Schumann said the options are almost as much as the base price of the vehicle which includes a 7.5 liter engine which is $600.00, an automatic transmission 3-speed at $500.00, heavy duty towing at $464.00. He asked why the City needs a locking differential slip rear axle and if it gets into mud. Assistant City Manager Couzzo said this is an off-road vehicle and will go into swales. He said this vehicle was thoroughly reviewed by the fleet supervisor and mechanics of which these options were recommended based upon the current problem vehicles. He said the purchase price of $18,000 is about $6,000 to $7,000 under retail and Staff has been looking at a used truck locally for $21,000. He said the State Contract will be $3,000 less than that. C/M Schumann said he sees a crew cab with a minimum a 164 inch wheel base for another $3,000. He asked what cab comes with the truck and Assistant City Manager Couzzo said the standard cab. Assistant City Manager McDermott said it has one bench that three employees can sit on and a safety factor is involved. She said the crew cab allows two benches so that six employees can sit inside the cab. Mayor Abramowitz said the truck comes seating three. He said the additional cab is an option. Assistant City Manager Couzzo said both of these cabs are not purchased with the vehicle. He said the City would be buying the upgraded cab size paying the additional money and this is a four door truck. C/M Schumann asked if the dual rear wheels come with the truck and Assistant City Manager Couzzo said the dual rear does not come with the truck. He said the truck comes with a standard, two tire single axle and the proposal is for a dual. Assistant City Manager Couzzo said he feels that when purchasing a new vehicle, the City will not buy all of the options available, but will load it because the City utilizes these vehicles for a long period of time. He said he feels a heavier vehicle is appropriate because those vehicles are on the road an average of eight hours a day, five days a week minimum. He said these vehicles are heavily used and towed out. He said additional equipment will be carried in the bed of the truck as well as six crew members in the cab. Mayor Abramowitz asked about the air conditioning and tinted glass for $661.00. C/M Schumann said this is a work vehicle and the crew members are in and out of the vehicle to unload the mowers and do their jobs. He said he does not understand why air conditioning is needed for a few blocks. Assistant City Manager Couzzo said throughout the municipalities, they have started going to air conditioning in these work vehicles. He said Council can opt not to have the air conditioning. C/M Schumann said if the truck does not have an automatic transmission, it does not need the slip rear axle. Assistant City Manager Couzzo said the automatic transmission is being requested to eliminate problems with the clutches and the standard transmission. He said even though many people know how to drive a standard transmission, a variety of drivers causes a problem and it has been found that it would be better for the City to invest $500 to eliminate the clutch problem. He said he is concerned with the down time of a vehicle more than the cost. C/M Schumann said there is heavy duty towing factory equipment installed. He said with all of these things, he asked why not buy a bigger truck. Assistant City Manager Couzzo said this is the only way to purchase this truck and this is the biggest truck for this type of work. He said due to the State Contract, everything must be bought as an option. He said if he would have brought this truck to Council without the State Contract, it would have been a single truck fully loaded for $21,000. C/M Schumann said there are two auxiliary shields of which one is for the standard and increased capacity tank and the other is for the auxiliary tank. He asked if there are three gas tanks and Assistant City Manager Couzzo said there are two tanks. Assistant City Manager Couzzo said the shields are to protect the underside of the tank from damage. He said he feels the costs are warranted. He said the vehicle will be used for emergency service. Mayor Abramowitz said Council had almost approved the purchase of a vehicle for $21,000 in the past. He said the City has a State Contract to utilize; however, the City does not need anything fancy. He said the City needs something that is absolutely concerned with the operational ability with the least amount of down time and the best performance. He said he feels that bringing in one truck to handle the job of two is appropriate. Assistant City Manager Couzzo said he does not feel there are any fancy options except for the air conditioning. He said this has been reviewed by the Finance Department's Purchasing Division to cut it as close as possible. He said he feels Tamarac has one of the finest fleet maintenance divisions in the County and they view this more thoroughly based upon the previous experience with the fleet and they recommend this truck. C/M Schumann said this is a 350 Ford with a 5 liter stock engine and the option is for a 7.5 liter. He asked why not purchase a Sherman tank with surplus prices and Assistant City Manager Couzzo said the larger engine is needed due to pulling two full size tractors. C/M Schumann said they are driving short distances towing lawn mowers and Assistant City Manager Couzzo said it is currently pulled with a 350 or bigger flat State truck. C/M Katz said he has had a fleet of 20 trucks and he feels whatever has been opted for can be accomplished. He said he had a 454 engine in a van and a single bench instead of bucket seats with a standard transmission which increases the towing power and they can get the same vehicle with either two or four wheel drive. He said the towing package which gives a cooler for the transmission is $500 and an oversized radiator is needed; however, all of these things will cost no more than $12,000 to $15,000 based on options that will be put in. He said he feels the City should purchase a 454 van, a bench in the back and a towing package of $600 will be added. Assistant City Manager Couzzo said this is a four door vehicle. Mayor Abramowitz said he does not know about these vehicles. He said his concern is regarding the time equipment is down for repairs. He said he understands that Staff is very sensitive to the direction of Council. He asked if there is something that can be eliminated. V/M Bender asked if the Risk Manager has reviewed this regarding the double cab situation and Assistant City Manager Couzzo said, no. Assistant City Manager McDermott said the Risk Manager reviewed this and signed off on it. V/M Bender said he wanted to be sure that all safety standards are met. Assistant City Manager Couzzo said many municipalities are going to this as a standard vehicle for efficiency. He said Plantation has three of these and the specs came from them for consultation. Mayor Abramowitz expressed his concern regarding the cost of repairs on down equipment. He said he wants the City to purchase a piece of equipment that is needed and can be used. Assistant City Manager Couzzo said the air conditioning can be eliminated and the tinted windows can be done on the premises to protect the interior of the cabs. He said the auxiliary tank is for emergency conditions such as hurricanes. Mayor Abramowitz said during the last emergency situation, there were 252 rescues made by one vehicle. He asked by what is the City bound in order to have the type of vehicles to affect emergency rescues and Assistant City Manager Couzzo said he feels the City is. Assistant City Manager McDermott said this would facilitate emergency operations. C/W Glasser asked how much would the extras total that could be eliminated and C/M Katz said one third. Assistant City Manager Couzzo recommended against going with a standard transmission. C/M Katz said he feels that advantages of standard transmission outweigh the disadvantages such as tires. C/M Schumann said when going with the automatic transmission with the limited slip lock differential, this would be a $781.00 reduction which would be $661.00 for air conditioning and $120.00 for an AM/FM radio with push button tuning. He said when going with the reduction of the automatic transmission and the slip differential, there is a $1,490.00 reduction. Assistant City Manager Couzzo said the employees are instructed as to how to drive the standard transmission and this has been a concern of the fleet for years. C/M Katz expressed his concern regarding the possible breakdown of the equipment if this is disapproved. He asked how much can be saved and still maintain efficiency and safety. DISCUSSION AND POSSIBLE ACTION regarding waiver of the bidding process for repair of a ladder fire truck. SYNOPSIS OF ACTION: Agendized by Consent and TABLED. Public Works Director Couzzo will meet with the Fire Chief to determine which repairs can be handled by the Public Works Department. Assistant City Manager McDermott said the City's Fire Truck Platform #41 has broken down again which is the ladder truck. She said the City Manager cannot authorize emergency repair without Council approval based on the Code. She requested Council waive the bidding process for emergency repairs for this vehicle. Assistant City Manager McDermott said quotes that were collected for the repair of this vehicle went from $12,000 to $31,920 and the City Manager is recommending the quote by Stan Brown, Inc., for $12,000. She said the platform truck is a ladder truck which goes to every single structure fire in the City. She said the ladder truck provides for a two, three or four story building. Assistant City Manager McDermott said the ladder truck goes to every fire because it is required under the Fire Codes of the State and national requirements and the vehicle is not operating at present. V/M Bender asked what major problems are involved on the truck. Assistant City Manager McDermott said there are problems with many of the guages, the tachometer, the relief valve, pilot valve, radiator hose flanges, radiator hoses and other things. Assistant City Manager Couzzo said a lot of the trucks are maintained by a specialty fire apparatus company. He said it is the intent of Fleet maintenance to take on the vast majority of that work. He said a truck/bus lift is being installed to handle this. Assistant City Manager McDermott said the repair list is three pages long. C/M Katz asked how long before Fleet maintenance will be ready for these repairs and Assistant City Manager Couzzo said hopefully, the first week of June, 1991. Assistant City Manager Couzzo said a lot of this is not done because of the way the budget is set up. C/M Katz said he feels a lot of this work can be done in-house. He said they should do whatever has to be done to get it running if there is an emergency problem; however, the repairs that can be done in-house should be. Assistant City Manager Couzzo said the City has to wait two months to use a lift; however, a lot of things on the list can be done at present. V/M Bender asked what is currently needed to make this operational. Mayor Abramowitz asked who manifested the list of repairs that are required. He said he is frustrated with the cost of maintenance of the vehicles in the Fire Department and that everything is an emergency. C/M Katz said he would like to know what can be repaired to get it operational. Assistant City Manager McDermott said the City Manager has the authority to authorize emergency repairs. She said City Manager Kelly is requesting a waiver of the bid process to get the vehicle operational. She said the radiator is not operational. Mayor Abramowitz said Council wants to get the vehicle operational; however, there are several things on the list that can be done in-house. He recommended that Fire Chief Briant be contacted to meet with City Manager Kelly to get the answer to what has to be done to get it operational. C/M Katz requested that Assistant City Manager McDermott meet with Fire Chief Briant. Mayor Abramowitz said Tamarac has mutual aid from six cities to call for any piece of equipment that would be needed in case of a fire. He said the things that cannot be done by Public Works are the things that are keeping the vehicle unoperational. TAPE 3 Assistant City Manager Couzzo said he would like to meet with Fire Chief Briant to have the vehicle brought in for inspection and a report will be given to Council. He said the Fleet maintenance crew is more proficient in automotive maintenance than he is. C/W Glasser asked if he is able to determine what Public Works cannot handle and Assistant City Manager Couzzo said, yes. Mayor Abramowitz said when someone says, "emergency", it should be an emergency placing lives in jeopardy. He said Mr. Couzzo should meet with Fire Chief Briant and ascertain what is wrong with the truck. Assistant City Manager Couzzo said this truck has been analyzed by two specialized Fleet Maintentance Firms and all Public Works needs to do is double check those problems. He said City Manager Kelly does not have the power to call special meetings. He said if there is anything that any Council member feels is a priority, it should be brought to his attention for a Special meeting. C/W Glasser requested a workshop be called for this item. Mayor Abramowitz said when Council comes to a conclusion at a Special meeting, the action can be taken at that time; however, it cannot be acted upon at a workshop.
