Gomez called the Special Commission Meeting of the City of Tamarac to order at 9:06 a.m. on Wednesday, November 28, 2018, in City Commission Chambers, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Michelle J. Gomez, Commissioner Marlon Bolton, Commissioner E. Mike Gelin, Commissioner Julie Fishman and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Attorney David Tolces and City Clerk Patricia A. Teufel. PLEDGE OF ALLEGIANCE: Mayor Gomez led the Pledge of Allegiance. Senator Perry Thurston introduced himself to the Commission; congratulated the newly elected officials and said he is looking forward to working with the Tamarac Commission Members. 1. Public Hearing - 2nd Reading - T02389 - Long-term Low -Income Senior Exemption: An Ordinance of the City Commission of the City of Tamarac, Florida, amending the Tamarac Code of Ordinances by enacting Chapter 6, "Finance and Taxation", Article VII, to be entitled the "Senior Tax Exemption"; providing for codification of Ordinance 0-2003-31 in Section 160(a); providing for codification; providing for conflicts; providing for severability; and providing for an effective date. Assistant City Attorney Tolces read T02389 by title into the record. Mayor Gomez opened the Public Hearing and with no one wishing to speak, closed the Public Hearing. Mayor Gomez opened the floor for Commission discussion. At the request of Commissioner Bolton, Finance Director Mason gave a presentation, a copy of which is on file in the City Clerk's Office. Finance Director Mason responded to questions from the Commission. Commissioner Bolton requested a list of the locations of the 155 properties in Tamarac and Finance Director Mason said he would get that information and would also find out from the Property Appraiser's Office how long people have resided in those homes. Commissioner Fishman said this will apply to people over 65 years of age and who make less than $30,000 a year. This will help people keep their homes and be able to take care of the essentials of life. Commissioner Gelin confirmed that this will decrease Tamarac taxes by $23,600 a year. Commissioner Placko agreed with Commissioner Fishman. Commissioner Bolton said when he was first elected he asked staff to look into this exemption and is happy that this is now before the Commission on second reading. Commissioner Bolton seconded by Commissioner Placko moved approval of T02389 on second reading. Motion passed unanimously (5-0).
