R-2017- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, APPOINTING LERENZO CALHOUN AS DIRECTOR OF HUMAN RESOURCES, EFFECTIVE UPON ADOPTION, NUNC PRO TUNC TO JULY 1, 2017, PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Charter, Section 5.04(a) provides that the City Manager "shall appoint and supervise the heads of all departments and Assistant City Manager... subject to the approval of the majority of the Commission...."; and WHEREAS, it is the recommendation of the City Manager that Lerenzo Calhoun be appointed as Director of Human Resources, effective July 1, 2017; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to approve the City Manager's appointment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Temp. Reso. #12976 Page 2 July 1, 2017 SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: That on recommendation of the City Manager, attached hereto as Exhibit 1, Lerenzo Calhoun is appointed as Director of Human Resources, effective July 1, 2017. SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 5: This Resolution shall become effective upon its passage and adoption, nunc pro tunc to July 1, 2017. Temp. Cerrlech CITY MANAGER Pursuant to the City Charter, I recommend that Lerenzo Calhoun be appointed to the position of Director of Human Resources, effective July 1, 2017. Mr. Calhoun received a Juris Doctorate from the University of Florida and Bachelor of Arks in Political Science from the University of Wisconsin. He is a Florida Certified Labor Relations Professional and has successfully completed both the beginner and intermediate training of the Florida Certified Public Pension Trustee program. In early 2016, as part of our succession planning efforts in anticipation of the retirement of the City's then Human Resources Director, the City conducted a national recruitment for the position of Assistant Director. Mr. Calhoun was selected and he has served in that capacity since August, 2016. Prior to that, he served as Chief Negotiator for the School Board of Broward County for almost two years, and worked as a specialist in the labor and employee relations unit at the School Board for a total of an additional nine years. In addition, Mr. Calhoun's previous experience included several private sector positions including in a recruiting capacity, as well as an attorney with the Chicago Public Schools. At this time, I am very pleased to recommend that Mr. Calhoun be appointed to the position of Director of Human Resources. I fully anticipate that he will be an asset to the department and the City.
