R-2017 - R A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, URGING THE NATIONAL AND STATE POLICYMAKERS TO CONTINUE TO SUPPORT AND FUND PROGRAMS, GRANTS AND INITIATIVES THAT PROMOTE ENVIRONMENTAL PROTECTION, SUSTAINABILITY, INFRASTRUCTURE IMPRO- VEMENTS AND RESILIENCY TO EXTREME WEATHER EVENTS; DIRECTING THE CITY CLERK TO DISTRIBUTE THE COPY OF THIS RESOLUTION TO THE APPROPRIATE FEDERAL AND STATE OFFICIALS, THE NATIONAL LEAGUE OF CITIES, THE FLORIDA LEAGUE OF CITIES AND THE BROWARD COUNTY LEGISLATIVE DELEGATION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, The City of Tamarac, Strategic Goal #5 —A Vibrant Community solidifies Tamarac's commitment to providing "resources, initiatives and opportunities to continually revitalize our community and preserve the environment"; and WHEREAS, In 2008, the City of Tamarac developed a Climate Action Plan aimed at reducing GHG emissions by 7% by 2015 and was able to achieve 12% reduction through a number of projects, including the installation of solar panels on City facilities, energy saving light fixtures, server virtualization and other technology initiatives; and E Temp. Reso. #12996 August 8, 2017 Page 2 of 5 WHEREAS, The City of Tamarac has made substantial investments in building a sustainable and resilient Community, including promoting recycling and water conservation, continuous investment in an integrated system of bikeways and walkways, as well as water, sewer and storm water infrastructure; and WHEREAS, The City of Tamarac's efforts were recognized with Florida Green Local Government Certification; and WHEREAS, Funding and rebates from national and state grant and incentive programs were instrumental in completing a wide variety of projects that contributed to Tamarac's ability to reduce the City's carbon footprint, improve community's sustainability and enhance the City's resiliency to extreme weather events; and WHEREAS, The sea -level rise, extreme weather events, and the increasing risk of flooding pose a significant threat to the City and the State of Florida resident quality of life and economy; and WHEREAS, The continuation of efforts to increase energy efficiency and reduce governmental and community's greenhouse gas emissions, prepare for extreme weather events, mitigate and adapt to increasing storm water flooding, requires continuous support and funding dedicated to energy efficiency, clean L Temp. Reso. #12996 August 8, 2017 Page 3of5 energy, sustainability, and resiliency to extreme weather events from all levels of government; and WHEREAS, The City Commission of the City of Tamarac, deems it to be in the best interests of the citizens and residents of the City of Tamarac to urge the national and state policymakers to continue to support programs, grants and initiatives that promote energy efficiency, clean, renewable energy, sustainability and resiliency to extreme weather events and allocate funding in support of local efforts to enhance energy efficiency, clean, renewable energy, sustainability, and resiliency to extreme weather events, including infrastructure to protect against flooding and ensure clean and safe drinking water. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA THAT: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. All exhibits attached hereto are incorporated herein and made a specific part of this Resolution. SECTION 2: The City Commission hereby urges the national and state policymakers to continue to support programs, grants and initiatives that promote energy efficiency, clean, renewable energy, sustainability and resiliency to Temp. Reso. #12996 August 8, 2017 Page 4 of 5 extreme weather events and allocate funding in support of local efforts to enhance energy efficiency, clean, renewable energy, sustainability, and resiliency to extreme weather events, including infrastructure to protect against flooding and ensure clean and safe drinking water. SECTION 3: The City Clerk is hereby directed to transmit a copy of this resolution to U.S. Congressman Alcee L. Hastings, U.S. Senator Bill Nelson, U.S. Senator Marco Rubio, Florida House Representative Patricia H. Williams, Florida House Representative Barrington A. Russel, Florida House Representative Jared E. Moskowitz, Florida Senator Perry E. Thurston Jr., The National League of Cities, The Florida League of Cities and the Broward County Legislative Delegation. SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 5: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution.
