RESOLUTION NO. R-2016 - q
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA,
SUPPORTING THE ESTABLISHMENT OF
MILLENNIUM MIDDLE 6-12 COLLEGIATE
ACADEMY; SUPPORTING GRANTING
ENROLLMENT PREFERENCE TO CHILDREN
RESIDING WITHIN THE CITY OF TAMARAC
MUNICIPAL BOUNDARIES; AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO INTITIATE A
SCHOOL ATTENDANCE ZONE BOUNDARY
CHANGE PROPOSAL; AUTHORIZING THE CITY
CLERK TO DISTRIBUTE A COPY OF THIS
RESOLUTION TO THE SCHOOL BOARD OF
BROWARD COUNTY, THE SUPERINTENDENT
OF SCHOOLS AND THE PRINCIPAL OF
MILLENNIUM MIDDLE SCHOOL; PROVIDING
FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Tamarac believes that quality education is key to
equality, freedom, and the realization of individual potential; and
WHEREAS, at this time, high school age children residing in Tamarac are
zoned to attend public schools outside of Tamarac's municipal boundaries ; and
WHEREAS, the City's demographics have changed since the City's
founding as a retirement community and continue to evolve as innovative ways
are sought to provide quality high school education for the children of Tamarac
residents within the City's boundaries; and

WHEREAS, the Millennium Middle School officials approached the City of
Tamarac with a plan to establish Millennium Middle 6-12 Collegiate Academy;
and
WHEREAS, the proposed academic institution would offer high school
education alongside with the college level courses and grant enrollment
preference to children residing in Tamarac, thus providing Tamarac students with
an opportunity to earn an associate's degree during their high school career at no
cost to the students; and
WHEREAS, the City believes that this proposal delivers an innovative
option for quality high school education for children in Tamarac, while providing
them with the opportunity to obtain college credit, thus giving them a head start
towards obtaining higher education which will contribute to them leading
productive and prosperous lives; and
WHEREAS, the high school is proposed to be phased annually over a four
year period beginning with 75 students in school year 2017/2018, pending
approval by the School Board of Broward County; and
WHEREAS, a school attendance zone boundary change is required to
ensure that children residing in Tamarac are granted enrollment preference; and
WHEREAS, the Assistant City Manager recommends that the City support
the establishment of a collegiate academy at Millennium Middle School , that
enrollment preference be granted to children residing within the City of Tamarac
municipal boundaries and further recommends that the City initiate the school
attendance zone boundary change proposal; and

WHEREAS, the City Commission of the City of Tamarac, deems it to be in
the best interests of the citizens and residents of the City of Tamarac to support
the proposal to establish Millennium Middle 6-12 Collegiate Academy, support
granting enrollment preference to the academy to children residing within the City
of Tamarac's municipal boundaries and to authorize the appropriate City officials
to initiate a school attendance zone boundary change proposal.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA THAT:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution. All exhibits attached hereto are incorporated herein and made a
specific part of this Resolution.
SECTION 2: The City of Tamarac hereby expresses its support for
establishment of Millennium Middle 6-12 Collegiate Academy to provide high
school students with an opportunity to earn an associate's degree in concert with
their high school curriculum.
SECTION 3: The City of Tamarac further supports granting enrollment
preference to this academic institution to the children residing within the City of
Tamarac's municipal boundaries, with open enrollment for any unfilled seats.
SECTION 4: The appropriate City officials are hereby authorized to
initiate a school attendance zone boundary change proposal.

SECTION 5: The City Clerk is hereby directed to distribute a copy of this
Resolution to the School Board of Broward County, the Superintendent of
Schools and the Principal of Millennium Middle School.
SECTION 6: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 7: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or
invalid, in part or application, it shall not affect the validity of the remaining
portions or applications of this Resolution.
SECTION 8: This Resolution shall become effective immediately upon
adoption.
