OF TAMARAC, FLORIDA, APPROVING TASK
AUTHORIZATION NO. 16-12D AND AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO EXECUTE TASK
AUTHORIZATION NO. 16-12D WITH ECKLER
ENGINEERING, INC., TO PROVIDE PROFESSIONAL
SERVICES FOR THE DESIGN OF THE SCADA UPGRADES
FOR THE WATER PLANT WELLS AND WASTEWATER
PUMP STATIONS PROJECT IN THE AMOUNT OF $103,8811
AND THE SCADA UPGRADES AT THE STORMWATER
PUMP STATIONS IN THE AMOUNTOF $10,319; INCLUDING
PREPARATION OF DETAILED PLANS AND
SPECIFICATIONS FOLLOWED BY BIDDING ASSISTANCE
AND ENGINEERING SERVICES DURING CONSTRUCTION,
IN ACCORDANCE WITH THE CITY'S CONSULTING
ENGINEERING AGREEMENT AS AUTHORIZED BY
RESOLUTION NO. R-2011-87, FOR AN AMOUNT NOT TO
EXCEED $114,200; AUTHORIZING THE APPROPRIATE
CITY OFFICIALS TO ADMINISTER THE CONTRACT;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City of Tamarac owns, operates and maintains the water supply,
treatment, and distribution systems; and
WHEREAS, the present SCADA Systems installed at the Water Plant Wells and
Wastewater Pump Stations was designed by Montgomery Watson in 1999 and constructed
in 2001 and 2002 by Curry Controls at a cost of over $2,000,000; and
WHEREAS, the present SCADA systems installed at the 3 Stormwater Stations
were installed in 2004 and the Modicon controllers are obsolete; and

WHEREAS, critical components are no longer manufactured or readily available for
these SCADA Systems; and
WHEREAS, this project will provide for the design of an Allen-Bradley PLC SCADA
system on the Water Plant Wells and Wastewater Pump Stations with an installation cost
of $785,000 which is considerably less than the $1,400,000 it would cost to upgrade the
current Modicon system; and
WHEREAS, the cost to upgrade the 3 Stormwater Pump Stations will be provided as
an Engineers Estimate as part of this Task Authorization; and
WHEREAS, Task Authorization No. 16-12D is allowable pursuant to Florida Statute
287.055 under the City's Consulting Engineering Agreement since the construction cost is
less than $2,000,0OO; and
WHEREAS, a piggyback contract for the installation of this Allen-Bradley system is
available from the City of Oakland Park; and
WHEREAS, Task Authorization No. 16-12D with Eckler Engineering, Inc., will
provide the design and bidding assistance along with engineering services during
construction at a cost of $103,881 to design the SCADA Upgrades for the Water Plant
Wells and Wastewater Pump Stations project, plus $10,319 to design the SCADA
Upgrades for the Stormwater Pump Stations for a total cost of $114,200; and
WHEREAS, the City requires the service of a consulting firm knowledgeable in this
area and capable of providing professional services for the design and bidding assistance
along with engineering services during construction of the SCADA Upgrades for the Water
Plant Wells, Wastewater Pump Stations, and Stormwater Pump Stations Project; and

WHEREAS, Eckler Engineering, Inc., possesses the required knowledge and
experience to provide the professional engineering services associated with the SCADA
Upgrades for the Water Plant Wells, Wastewater Pump Stations, and Stormwater Pump
Stations Project; and
WHEREAS, Eckler Engineering, Inc., has been pre -qualified as an approved
consultant for engineering services by the City of Tamarac as authorized by Resolution No.
R-2011-87; and
WHEREAS, it is the recommendation of the Director of Public Services that Task
Authorization No. 16-12D from Eckler Engineering, Inc., be approved and executed by the
appropriate City Officials; and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in
the best interest of the citizens and residents of the City of Tamarac to accept and execute
Task Authorization No. 16-12D (a copy of which is attached hereto as "Exhibit 1 ") with
Eckler Engineering, Inc., to provide engineering services for the design and bidding
assistance along with engineering services during construction of the SCADA Upgrades for
the Water Plant Wells, Wastewater Pump Stations, and Stormwater Pump Stations
Project for a total amount not to exceed $114,200.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA, THAT:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution
upon adoption hereof. All exhibits attached hereto are incorporated herein and made a
specific part hereof.

SECTION 2: The City Commission approves Task Authorization No. 16-12D
and authorizes the appropriate City Officials to execute Task Authorization No. 16-12D with
Eckler Engineering, Inc., to provide engineering services for the design and bidding
assistance along with engineering services during construction of the SCADA Upgrades for
the Water Plant Wells, Wastewater Pump Stations, and Stormwater Pump Stations
Project, in accordance with the City's Consulting Engineering Agreement as authorized by
Resolution No. R-2011-87 on August 24, 2011, for an amount not to exceed $114,200.
SECTION 3: The City Manager, or his designee, is hereby authorized to
approve and initiate change orders not to exceed $65,000 per Section 6-147 of the City
Code, and close the contract award including, but not limited to making final payment
within the terms and conditions of the contract and within the contract price.
SECTION 4: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 5: If any clause, section, other part or application of this Resolution
is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 6: This Resolution shall become effective immediately upon its
passage and adoption.

SCOPE OF SERVICES
LIFT STATIONS/WELLS SCADA IMPROVEMENTS (REVISION 3)
INTRODUCTION
Eckler Engineering met with the City of Tamarac to discuss SCADA system improvements planned
for the CITY's existing wells and sanitary lift stations. The general scope of this project is
preliminary and final design, piggyback scope coordination, assistance with issuance of purchase
order for installation, and engineering services during construction of this project.
In accordance with our project site visit/meeting of March 22, 2016, the following design scope is
recommended and included in this project proposal:
Lift Stations/Wells SCADA Improvements
1. Modification of the existing RTU panels at all 82 existing sanitary lift station sites.
Modifications shall include the removal and replacement of existing RTU equipment to meet
the proposed modified system design criteria.
2. Modification of the existing RTU panels at all 19 existing raw water supply well sites.
Modifications shall include the removal and replacement of existing RTU equipment to meet
the proposed modified system design criteria.
3. Coordinate and complete radio frequency survey for determination of an available
frequency to utilize for data transmission from all of the lift station and well sites.
4. Coordinate and complete the obtaining of a new dedicated frequency from the FCC for the
purpose of data transmission.
5. Programming modifications to existing HMI software to incorporate all of the SCADA
improvements determined under the scope of this project. These revisions relate to the
operator interfacing requirements with the existing SCADA computer systems.
6. Evaluation of existing RTU system components and currently available RTU system
components to determine and select components to be utilized for the basis of design.
7. Modification of existing RTU panels at the Grant's Plaza and Tract 27 water booster station
sites. Modification shall include removal and replacement of existing RTU equipment to
match the proposed modified SCADA system design criteria. Work at these sites will also
include design requirements for the removal and replacement of the communication
antennas, and coaxial field cabling system.
8. Modification to existing PLC processor system to match the existing new SCADA
equipment at the existing WTP hypochlorite PLC panel and existing WTP hypochlorite
generator PLC panel.

9. Engineering design for the replacement of communication antennas and coaxial cabling at
each revised RTU location. This includes the existing 82 sanitary lift station sites and 19
existing raw water supply well sites.
10. Modification of existing RTU panels at the CITY's three (3) existing stormwater pump
stations. Modification shall include removal and replacement of existing RTU equipment
to match the proposed modified SCADA system design criteria. Work will also include
design requirements for software and polling upgrades at the Public Works Master CTU.
Stormwater SCADA system to remain on existing licensed frequency (859.2375 MHZ).
The engineering tasks associated with this project are presented below:
ARTICLE 1 - SCOPE OF SERVICES
Design Phase
Task D1 - Project Administration/Management
This task focuses on the administration of the project including project setup, client interface and
general project management and administration.
Task D2 - Data Evaluation and Preliminary Design
This task focuses on obtaining the necessary preliminary information required to prepare detailed
engineering plans and specifications.
A. Meet with consultants and CITY project staff to discuss and confirm project
requirements and design criteria.
B. Visit the sites (lift stations, wells, booster, storm) and review pertinent features that
may impact design and/or construction. All sites will not be visited. Site visits will
focus on a representative sample of sites.
C. Collect data available for the existing facilities, including field conditions, record
drawings, connection locations, and other information that may potentially impact
the project.
D. Coordinate and complete the radio frequency survey, frequency selection,
application for FCC license, and obtaining the new frequency for the SCADA
system.
Task D3 - Preliminary Design Report (Memorandum)
This task consists of the engineering to analyze and prepare final design requirements for this
project. The following items will be addressed under this task:
A. Evaluation of data gathered under Task D2 for the establishment of the final design
criteria for the proposed SCADA system improvements for all sites inclusive of lift
stations, wells, water booster stations, and stormwater pump stations.

B. The preliminary design requirements for all system components to be modified or
added as part of this project will be presented as part of the preliminary design
memorandum. These improvements will include all related SCADA system
improvements, electrical improvements, and instrumentation and control integration
improvements for the proposed SCADA system improvements.
C. Preliminary design memorandum will include all applicable base SCADA system
architecture and arrangement drawings which will depict modifications to the
general backbone and design criteria for entire SCADA system proposed.
D. Preliminary design memorandum shall detail and finalize all proposed SCADA
system information including all operational components, input and output (1/0) for
all RTUs and/or PLC locations and all other general operational requirements
necessary for final design.
E. The preliminary design memorandum shall also include the results of the radio
system frequency survey and determination of the communication frequency to be
implemented and licensed for the SCADA system improvements.
F. Preliminary selection and specifications for all equipment to be incorporated into
final design will be determined as part of the preliminary design memorandum.
G. Preliminary design memorandum will detail the base HMI system modifications
necessary to implement the overall SCADA system improvements.
H. Prepare a preliminary opinion of -probable construction cost for the improvements
proposed for this project.
Meet with appropriate City staff to discuss and finalize the project design and
parameters presented by the preliminary design memorandum.
Task D4 - Drawings and Engineering
This task consists of the engineering and the development of plans necessary to construct this
project.
A. Prepare detailed drawings for the proposed work discussed previously within this
Exhibit. A tentative list of final design drawings to be developed for this project is
presented in Table 1. Drawings will be prepared using drafting standards and
standard details as developed by Eckler Engineering, Inc.
Task D5 - Specification Preparation
This task not required.
Task D6 - Permit Preparation Assistance
This task consists of preparing the following regulatory permit application submittals:
A. None required.

Any additional regulatory permits required beyond the above will be considered as outside the
scope of this proposal.
Building permits (where applicable) during construction are obtained by Contractor per the contract
documents.
Task D7 - Prepare Opinions of Probable Construction Cost
This task not required.
Task D8 - Bidding Assistance Services
This task shall include work necessary to assist CITY with the bidding of this project. This work
may include the following:
A. City of Tamarac has determined that a "piggyback" contract process would be
economically beneficial to completion of this project. City of Tamarac shall utilize
City of Oakland Park's SCADA System Upgrade project as follows:
► RFP #022414, SCADA System Upgrades.
► PO Number 141106-00, issued to C. C. Control Corporation.
I. Resolution #2014-029.
B. ENGINEER shall assist with preparation of proposal from C. C. Control corporation
per the above referenced documents from the City of Oakland Park.
C. ENGINEER shall attend meeting with CITY and C. C. Control Corporation to review
and finalize the project proposal.
D. ENGINEER shall assist CITY with finalizing and distribution of PO to C. C. Control
Corporation.
E. ENGINEER shall assist CITY with preparation of bid documents for replacement
communication antennas and coaxial cabling system. ENGINEER shall prepare bid
specifications for these items and provide these specifications to City of Tamarac
Purchasing.
The City of Tamarac Purchasing shall prepare the bid documents for soliciting
quotations from interested bidders in providing the specified communication
antennas and coaxial cabling components.
Task D9 - Bid Evaluation and Recommendation of Award Assistance
This task not required.

Task D10 - Submit and Review (Quality Control)
The ENGINEER will make the following submittals at various completion levels of this project for
the purpose of CITY's review and comment for coordination and quality control. A review meeting
will be requested following each submittal to discuss and receive comments from CITY. The
CITY's comments shall be incorporated into revisions prior to the next subsequent quality control
submittal. Quality control submittals for this project are anticipated at the following completion
levels:
A. Preliminary design memorandum.
The ENGINEER will incorporate the agreed -upon revisions made by the CITY.
A total of one (1) meeting(s) with the CITY is the level of effort for this Task.
Construction Phase
Task C1- Project Administration/Management
This task focuses on the administration of the project including project setup, client interface and
general project management and administration.
Task C2 - Preconstruction Activities Prior to Notice to Proceed
After issuance of PO for SCADA improvements, the ENGINEER will undertake preconstruction activities
which include attending the preconstruction meeting, providing preconstruction meeting minutes to all
attendees and coordinate schedule with SCADA installer.
Task C3 - Consult and Advise
Provide technical advise and assistance to City during the construction period and provide necessary
interpretations and clarifications of the Contract Documents as required by City or Contractor.
Review and respond to five (5) Requests for Information (RFI) is the level of effort basis for this task.
Task C4 - Review Shop Drawings
Review Shop Drawings and samples, the results of tests and inspections, and other data submitted by
the Contractor in accordance with the Contract Documents shall then be sent to the City for review and
comment, appropriately marked and then returned to the Contractor. A total of ten (10) submittals is
the estimate basis for this item's budget.
Task C5 - Review Pay Requests and Schedules
Review monthly pay requests and make recommendations for payment to CITY. Monthly pay
requests will be reviewed in the field and an agreement reached between the Contractor, CITY's
project representative, and the ENGINEER prior to formal submittal to CITY for payment. Review
the Contractor's preliminary and monthly progress schedules through completion.
A total of six (6) pay request submittals is the level of effort estimated for this task.

Task C6 - Perform Periodic and Milestone Inspections
Engineer will make periodic site visits at intervals appropriate to the various stages of construction to
observe the work, determine conformity with the contract documents and compliance with the
construction permits. It is anticipated that there will be four (4) site visits.
Perform inspections to determine that the project has achieved Substantial Completion and readiness
for Final Acceptance and that the Work has been completed in conformance with the Contract
Documents to certify completion of construction to permitting agencies. Two (2) such site visits are
anticipated.
Task C7 - Progress Meetings
Attend six (6) monthly construction related progress meetings. The ENGINEER shall schedule, preside
over and generate/distribute minutes of these meetings. The purpose of these meetings is to formally
coordinate the activities of the Contractor and CITY to resolve any conflicts and to review working
procedures as required to satisfactorily complete the project.
Task C8 - Contract Modifications
Develop the necessarydata, notes and clarification drawings required to prepare contract modifications
to reflect adjustments to the construction project. Three (3) contract modifications incorporating a total
of six items, is the estimate basis for this budget item. One of the contract modifications will be the final
reconciliation contract modification prepared at the end of the project.
When CITY requests additional contract modifications, the ENGINEER's fee may be adjusted
accordingly based on a mutually agreed amount.
Task C9 - Project Closeout
Review the Contractor's record drawing information which shows the work as it was constructed.
Prepare for CITY sets of record drawings showing those changes made during the construction
progress based upon information provided by the Contractor.
ENGINEER shall prepare record drawings based on Contractor's field data.
ENGINEER shall submit final copies of record drawings to CITY.
Attend the final project reconciliation meetings with CITY and the Contractor.
Task C10 - Regulatory Agency Documentation and Project Closeout Submittals
This task not required.

ARTICLE 2 - DATA OR ASSISTANCE TO BE PROVIDED BY CITY
A. Provide ENGINEER with assistance in locating existing facilities, when requested.
B. Provide general project review, where required.
C. Provide copies of existing facility record drawings. ACAD files preferred.
D. Provide copies of current WTP control building hardening drawings and
specifications.
E. Provide copy of existing SCADA Radio FCC License.
F. Attendance at project meetings.
ARTICLE 3 - TIME OF COMPLETION
Table 3 provides the preliminary project schedule based on days from the receipt of the
Authorization to Proceed.
ARTICLE 4 - PROJECT DELIVERABLES
Project deliverables for the project design and construction phases shall be in accordance with
Table 4, attached.
ARTICLE 5 - PAYMENT AND COMPENSATION
As consideration for providing the services enumerated in Article 1, the CITY shall pay the
ENGINEER fees as described below:
A. Design Phase
For the services enumerated in Article 1, Tasks D1 through D10, the lump sum fee
of $78,400.00.
B. Construction Phase
For services enumerated in Article 1, Tasks C1 through C12, the estimated not to
exceed fee of $35,800.00.
Engineering services during construction will be billed on an hourly rate plus direct
expenses in accordance with the attached scope of work breakdown. Eckler
Engineering will submit monthly invoices payable by person, hours worked, and hourly
rates, plus direct expenses for these engineering services. Any unused portion of this
estimated not -to -exceed fee will not be billed to the City.
These fees have been determined in accordance with the scope of work breakdown
attached as Table 5 and 6.
