R-2015-/2 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE CITY COMMISSION TO APPROVE TASK AUTHORIZATION NO. 15-05E AND AUTHORIZE THE APPROPRIATE CITY OFFICIALS TO EXECUTE TASK AUTHORIZATION NO. 15- 05E WITH STANTEC CONSULTING SERVICES, INC., TO PROVIDE PROFESSIONAL SERVICES FOR THE DESIGN OF A NEW SCADA SAFE ROOM DESIGN PROJECT AT THE WATER TREATMENT PLANT (WTP); INCLUDING PREPARATION OF DETAILED PLANS AND SPECIFICATIONS FOLLOWED BY PERMITTING ASSISTANCE, IN ACCORDANCE WITH THE CITY'S CONSULTING ENGINEERING AGREEMENT AS AUTHORIZED BY RESOLUTION NO. R-2011-87, FOR AN AMOUNT NOT TO EXCEED $103,100; AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO ADMINISTER THE CONTRACT; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac owns, operates and maintains the water supply, treatment, and distribution systems; and WHEREAS, the City of Tamarac currently has an existing Water Plant Control Building with second floor walls constructed of Stucco applied over Styrofoam attached to light duty steel channel walls that probably will not survive a hurricane with an intensity greater than Category 1 without sustaining -major damage; and WHEREAS, the Water Treatment Plant is reliant upon the SCADA controls located on the Second floor of the Control Building to operate the Water Treatment Plant in automatic mode to maintain compliance with regulatory conditions of the Federal Safe Drinking Water Act; and Temp. Reso. #12617 February 17, 2015 Page 2of5 Revision 1, February 24, 2015 WHEREAS, the Water Treatment Plant Control Building second floor cannot be modified to comply with the 2010 Florida Building Code making this a hardened structure to withstand winds up to 180 mph; and WHEREAS, the Water Treatment Plant Control Building has a first floor constructed of concrete reinforced walls, floor and ceiling that can be hardened to support a safe room to meet the 2010 Florida Building Code; and WHEREAS, the construction of a Safe Room in the old pump room on the first floor of the Water Treatment Plant Control Building will allow the operator to run the Water Plant safely during a major hurricane; and WHEREAS, Task Authorization No. 15-05E with Stantec Consulting Services, Inc., will provide the design and permitting assistance at a cost of $103,100 to design a Safe Room which would contain a redundant SCADA cabinet, control panel, operator's console, and operator's laboratory plus a design to "Weather Proof' the Main Electrical Breaker room to meet specific NEMA 3R conditions; and WHEREAS, the City requires the service of a consulting firm knowledgeable in this area and capable of providing professional services for the design and permitting assistance of the Water Treatment Plant Safe Room Project; and WHEREAS, Stantec Consulting Services, Inc., possesses the required knowledge and experience to provide the professional engineering services associated with the Water Treatment Plant Safe Room Project; and WHEREAS, Stantec Consulting Services, Inc., has been pre -qualified as an approved consultant for engineering services by the City of Tamarac as authorized by Temp. Reso. #12617 February 17, 2015 Page 3 of 5 Revision 1, February 24, 2015 the City's original Consulting Engineering Agreement, Resolution No. R-2011-87 on August 24, 2011 and the execution of the Assignment of the Continuing Engineering Services Agreement with Corzo, Castella, Carballo, Thompson, Salman, P.A., - C3TS as authorized by Resolution No. R-2013-33 on April 24, 2013, incorporated herein by reference and on file in the office of the City Clerk; and WHEREAS, it is the recommendation of the Director of Public Services that Task Authorization No. 15-05E from Stantec Consulting Services, Inc., be approved and executed by the appropriate City Officials; and WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in the best interest of the citizens and residents of the City of Tamarac to accept and execute Task Authorization No. 15-05E (a copy of which is attached hereto as "Exhibit 1 ") with Stantec Consulting Services, Inc., to provide engineering services for the design and permitting assistance of the Water Treatment Plant Emergency Safe Room Project for a total amount not to exceed $103,100. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, THAT: SECTION L The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. The exhibit attached hereto is incorporated herein and made a specific part of this resolution. SECTION 2: The City Commission approves Task Authorization No. 15- 05E and authorizes the appropriate City Officials to execute Task Authorization No. 15- 05E with Stantec Consulting Services, Inc., to provide engineering services for the Temp. Reso. #12617 February 17, 2015 Page 4 of 5 Revision 1, February 24, 2015 design and permitting assistance of the Water Treatment Plant Safe Room Project, in accordance with the City's original Consulting Engineering Agreement as authorized by Resolution No. R-2011-87 on August 24, 2011 and execution of the Assignment of the Continuing Engineering Services Agreement with Corzo, Castella, Carballo, Thompson, Salman, P.A., - C3TS as authorized by Resolution No. R-2013-33 on April 24, 2013, incorporated herein by reference and on file in the office of the City Clerk, for an amount not to exceed $103,100. SECTION 3: The City Manager, or his designee, are hereby authorized to make changes, issue change orders not to exceed $65,000-00 per Section 6-147-of the City Code, and close the contract award including, but not limited to making final payment within the terms and conditions of the contract and within the contract price. SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 5: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. PLACKO t 0 Water Treatment Plant Safe Room Design City's Task Authorization Number: 15-05E Page 2 Exhibit "A" Water Treatment Plant Safe Room Design City Task Authorization No,15-05E GENERAL DESCRIPTION OF PROJECT "EXHIBIT 1" TR ##12617 Services are required for the design and construction of a secondary control room (Safe Room) in the existing water Treatment Plant facility located at 7803 NW 61" Street, City of Tamarac, Florida, specifically described by Broward County Folio number as 484133010014. SCOPE OF SERVICES 1. Based on discussions with the Client, the desired consulting services shall consist of the collection and evaluation of existing information, development of construction documents, permitting through regulatory agencies, bidding and construction services. 2. The intended improvements are based in part on the recommendations put forth in the report dated October 24, 2012 providing an assessment of the existing structural integrity of the building at the time of the investigation. Subsequent to that report, meetings were held with the client to review the findings and develop the direction for moving forward with the intended improvements as described herein. 3. It is assumed that the Safe Room will require full control of the treatment plant operations plus sufficient administration room for personnel, records and operations should power be out for extended periods of time. A refrigerator and microwave along with a small counter and cabinet storage area and small table with 4 chairs will be provided in a "break area". This will be located on the west area of the old pump room. 4. The center section of the old pump room will be equipped with a laboratory with approximately 8 feet of workable table surface where operational lab tests will be conducted. A lab sink will be installed and a small cabinet to store glassware and chemicals will be provided. 5. A new mechanical pressure gage showing the Finish water pressure will be provided. 6. The new Safe Room will occupy the old pump room with an emphasis of locating the SCADA equipment, operator's laboratory, and break room in the western two thirds of the old pump room in an area which is approximately 12.67 Ft x 42 Ft. 7. It will be assumed that all WTP staff will use the existing locker rooms and bathrooms located just south of the existing old pump room and the entrance will be on the west end of the modified safe room. 8. It is assumed that coordination with the City is limited to department staff approval. Additional presentations and/or coordination with the City staff, if requested, would be provided as an additional service. 9. Most records from the original structure have already been reviewed as part of the previous study, but should any other pertinent data be required, the Client will provide copies of all available information pertinent to Stantec's services on the project. i i Stantec Water Treatment Plant Safe Room Design City=s Task Authorization Number. 15-05E Page 3 10. No other portions of the building shall be addressed with improvements at this time except for that portion being immediately affected by the design of the Safe Room. The proposed scope of services and fees follow. Task 1— Safe Room Evaluation and Design The following shall be evaluated prior to proceeding with design to insure that all possible issues regarding code, ancillary structures and utilities, electrical control, safety and overall integrity of the structure: 1. Evaluate the existing retired pump room for current code requirements (wind and loading), as well as Client specified loading guidelines in order to construct a safe room within the pump room. 2. Coordinate with architect, MEP, civil, and client for items that may impact the structure. This information is required within 2 weeks of beginning the evaluation 3. Review existing documents (provided by City at start of project) in order to determine existing strength for determination of loads should structure collapse onto safe room. 4. No non-destructive and/or destructive testing is included within this scope. The need for these services will be established at the start of the project and will be addressed as an additional service. S. Designs and drawings will not be submitted within this phase. 6. Deliverable will be a summarization letter regarding the results of this evaluation. The WTP will be improved to include "hardening". This hardening will include making the former transfer pump room into a water proof "hardened" room large enough for the Owner's personnel to operate the WTP with the understanding that the upstairs control room may be destroyed by a hurricane. The Consultant will prepare construction plans, calculations and specifications for the project consisting of: 1. Structural Plans a. Evaluation of existing structure for the determination of potential dead and live load impacts on the safe room due to catastrophic failure of the surrounding envelope of the existing structure. b. Design of new structural elements to support the architectural design and provide adequate protection for the instrumentation, staff and records. c. Coordination with architects and MEP engineers as needed to insure adequate details and code compliance. 2. Architectural Plans a. Develop plans in accordance with current Building Code compliance to meet FEMA P- 361 standards. b. Provide plan view, elevations, sections, details and finish schedules as needed for the safe room construction. c. Any doors leading into the downstairs old pump room will be replaced, as needed to be in compliance with hurricane building codes. t Stantec Water Treatment Plant Safe Room Design City's Task Authorization Number. 15-05 E Page 4 d. All windows on the north side of the old pump room will be inspected and if needed replaced to make hurricane code compliant. The building shall be a hardened structure, constructed in accordance with the 2010 Florida Building Code, Section 1620.2 — Broward County, Risk Category IV Building and Structums:180 mph (Table 1604.5 Risk Category IV) 3. Electrical Plans (See C&W Engineering scope attached) a. A safe room will be constructed within the old transfer pump room downstairs from. the existing control room. The intent is for a fully functional remote control room to operate the facility should the upstairs control room be damaged from a catastrophic event such as a hurricane. In addition, the existing meter room shall be "weather -proofed" to meet specific NEMA 3R Conditions. b. A redundant control system will be added. i. The Main Control panel (N4CP1) with the quantum PLC, the Annunciator and SCADA system monitors will serve as one system. This system is upstairs. ii. A, new Main Control panel (MCP2) with the quantum PLC, the Annunciator and SCADA system monitors will serve as the redundant system. This system will be downstairs within the hardened area. iii. The idea being, in the event of a storm the operators could control and monitor the plant from above or from below, in the hardened area. iv. All control wiring will be terminated in the New Control panels. Systems will be cut over one device at a time to minimize equipment downtime and plant operations. V. The new Main Control Panel will serve as the Master Control and a fiber optic will be run to the old, secondary control panel in the existing control room. vi. All Controls/ Readouts on the existing Control Panel will be duplicated on the new Primary Control Panel. vim. Move Plant Server and network switches ( Currently located in phone room) into Safe Room. c. The video display systems (output) will be made redundant and located downstairs. The video display systems will be upstairs and downstairs. The Owner desires to add video cameras to provide visual observation of the treatment yard from the safe room. d. Move the existing IT Equipment into the hardened area from the 1st Floor telephone room. Also move PLC-6 from the air handler room to the Safe Room. e. The room will need typical electrical equipment useful during a hurricane. Such equipment will include lights, receptacles, emergency lighting, a refrigerator and the like. f. The existing electrical service feeds and meter room shall be modified to meet NEMA 3 Code requirements for compliance to weatherproofing criteria with the intent to protect the service as much as practical without redesigning and constructing a new meter room. This will include new NEMA 3R enclosures for the switchboard, MCC, panel boards and ancillary equipment to prevent as much water intrusion as practical. g. Technical Specifications in Construction Specification Institute (CSI), Division 2 through 16, StantK 8 %" x l l" format as applicable. 5. Opinion of Probable Costs (OPC) organized by pay item. The Consultant will submit documents for review to the City at the following stages: • 60% plans and specification outline • 90% plans, specifications and OPC • Final plans, specifications and OPC The consultant will meet once with City staff after each submittal to review and discuss City comments. The purpose of the meeting will be to review the comments, discuss revisions and design decisions associated with the project, concluding the meeting with an approved set of percent complete deliverables for the project. The Consultant will address comments and revise the work as applicable to the following phase of development for the work. Any significant redesign will be provided as an additional service. It is assumed for this work that there will be no need for any survey or geotechnical services as part of this scope. Additionally, since the City does not have a time frame for construction at this time, there are no bid assistance or construction administration services included in this proposal. The drawings will be developed in a 24" x 36" format and also printed in 11" x 17" format. Final drawings and documents shall also be submitted in electronic format (PDF files). 6. Stantec shall provide a design schedule. Task 2 — Government Agency Approval Assistance It is assumed that the only permit required for this project will be a building construction permit. Therefore, the Consultant shall prepare and process the City of Tamarac building permit applications, plans and any associate documentation in accordance with the agency requirements. The consultant will respond to all reasonable requests for additional information from the above referenced agency regarding the permit application submittal packages. Any significant plan revisions caused by changing agency criteria after our initial design is reviewed with each appropriate agency and similar factors outside the Consultant's control, additional meetings or coordination will be considered. as Additional Services. Task 3 -- Reimbursable Expenses Direct reimbursable expenses such as express delivery services, travel, outside reproduction and duplication are included in this task. Standard reproduction for submittals and construction are not included. Out of state travel is not included. All permitting, application, and similar project fees will be paid directly by the Client. The fee for this task is meant to be an allowance. Backup documentation will be submitted with each invoice. The Client will be notified if additional fee is required to accommodate additional expenses above and beyond the fee specified in this task. ADDITIONAL SERVICES Any services not specifically provided for in the above scope will be considered additional services and can be performed at our then current hourly rates. Attendance at public hearings. 2. Permit applications, processing or expedition except as noted herein, 3. Services required by additional governmental regulations, which might be put into effect after the date of this agreement. 4. Construction documents for elements outside of the identified project limits. 5. Structural design beyond those identified. 6. Environmental services if required. 7. Responses to agency comments beyond those outlined in this scope. 8. Threatened or Endangered species coordination or specific protected species surveys. 9. Any services not specifically identified and described in the above Scope of Services. TO BE PROVIDED BY CLIENT The following items are to be provided to Stantec by the Client or the Client's Consultants: 1) As -built (record) drawings of all existing utilities within the project limits. 2) Underground utility location services —Not needed 3) All required geotechnical reports and recommendations —Not needed 4) Authorization to represent the Client on permit applications. 5) Access to the facilities. 6) Proof of Ownership documentation needed for permitting — If required. 7) Permit application fees and plan review fees. 8) Any other existing information related to the project that may influence the scope of services noted above including but not limited to, budget, aesthetics and associated modifications or revisions. SCHEDULE Stantec will provide its services in an expeditious and orderly manner to meet the formal written schedule mutually agreed to by the Client and the Consultant for the various elements of the project. Specific tasks as follows require a certain mniimum time frame: TASK 1: The investigation for the evaluation will begin within 5 business days of receiving the Notice to Proceed. The report will be delivered to the City three (3) weeks following initial visit to the site. Four (4) weeks following the acceptance of the action items listed within the report, the 60% o plans will be provided. Subsequently, three (3) weeks will be required for development of the 90% o plans and two (2) weeks for Final Plans and CD's. TASK 2: The building permit application process should run approximately six (6) weeks for the review, comment and revision process. This task shall run subsequent to Task 1. FEE AND BILLING C3TS Stantec will accomplish the services outlined in Tasks 1 and 2 for the Total Project Lump Sum budget of $102,600.00. Additionally, a reimbursable task (Task 3) for permit fees, reproductions, etc. shall be established with a budget not to exceed of $500.00. None of the reimbursable fees shall be invoiced without prior consent of use and proper substantiating backup. Invoicing and payment will be in accordance with the terms and conditions of the consulting agreement between the City of Tamarac and Stantec dated August 24, 2011 and shall govern this agreement as applicable. i 1 1 It Water Treatment Punt Safe Room Design City's Task Authorization Number: i S-OSE Page 7 When possible, all permitting, application, and similar project fees will be paid directly by the SLMteC Client. Reimbursable expenses shall only be used when needed to expedite processes as directed by the Owner. Expenses are in addition to the labor amount. Fees and expenses will be invoiced monthly based, as applicable, upon the percentage of services completed and expenses incurred as of the invoice date. Payment will be due within 30 days of the date on the Stantec invoice. Fees and times stated in the agreement are valid for sixty (60) days after the date of this letter.
