CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R2014- ///
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO PURCHASE POSTAGE
FROM THE UNITED STATES POSTAL SERVICE AS
REQUIRED FOR THE DAILY OPERATIONS OF THE CITY IN
AN AMOUNT NOT TO EXCEED $90,000, PROVIDING FOR
CONFLICTS, PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, goal #4 of the City of Tamarac is to facilitate clear communication; and
WHEREAS, the City uses the U.S. mail as a means of informing residents and
partners of the City; and
WHEREAS, the purchase of postage is necessary in order to facilitate mailing
service operations in support of all City Departments; and
WHEREAS, the Tamarac Procurement Code §6-148 (a) provides that postage is
exempt from the requirements for competition; and
WHEREAS, the City maintains an Agreement for the processing and mailing of
utility bills for water services provided by the City; and
WHEREAS, the City wishes to maintain closer control of the costs associated with
Utility Billing Services by purchasing postage directly from the U.S. Postal Service; and
WHEREAS, the City has been issued a permit by the U.S. Postal Service which
allows the City to receive bulk mailing rates; and

WHEREAS, it is anticipated that annual cost of postage for utility billing services will
be approximately $85,000, with a $5,000 contingency which will include postage purchased
for other daily operations of the City, for a total estimated not to exceed amount of
$90,000; and
WHEREAS, the Director of Financial Services and the Purchasing and Contracts
Manager recommends that the best interest of the citizens and residents of the City of
Tamarac, Florida will be served by purchasing postage from the United States Postal
Service when required in an amount not to exceed $90,000; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interest of the citizens and residents of the City of Tamarac to authorize the
appropriate City Officials to purchase postage from the United States Postal Service in
support of the utility services billing program and other City operations in an amount not to
exceed $90,000.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: The foregoing "WHEREAS" clauses are HEREBY ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution
upon adoption hereof and all exhibits referenced and attached hereto are incorporated
herein and made a specific part of this resolution..
SECTION 2: That the appropriate City Officials are hereby authorized to purchase
postage from the United States Postal Service for utility billing services and the support of

City operations until October 31, 2015.
SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 4: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 5: This Resolution shall become effective immediately upon its passage
and adoption.
