Reso. # 12501 May 28, 2014 Page 1 of 1 City of Tamarac, Florida Resolution No. R-2014- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, ADOPTING THE COMMERCIAL ARTERIAL REDEVELOPMENT STUDY ATTACHED AS EXHIBIT "A"; AUTHORIZING AND DIRECTING THE CITY MANAGER, OR HIS DESIGNEE, TO TAKE ANY AND ALL ACTION NECESSARY TO EFFECTUATE THE INTENT OF THIS RESOLUTION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in 2013, the City of Tamarac ("City") celebrated its 50t" Anniversary; WHEREAS, in the past fifty years, the City has transformed from a retirement community for part-time winter residents to a culturally diverse, community for all ages; and WHEREAS, the City has a commitment to improve, redevelop, and revitalize the City's commercial areas; and WHEREAS, the City desires to position itself to be more competitive for redevelopment opportunities; and WHEREAS, there are three (3) major commercial areas within the City along major arterial corridors, including: 1) Nouveau Quarter (the northeast corner of University Drive and Commercial Boulevard), 2) University Medical Mile (within the vicinity of University Hospital), and 3) Four Corners Shopping (the northwest corner of State Road 7 and Commercial Boulevard); and Temp. Reso. ## 12501 May 28, 2014 Page 2of2 WHEREAS, to address the changes in the community, and in continuance of the City's vision, mission and values, the City has conducted a Commercial Arterial Redevelopment Study (the "Study"), a copy of which is attached hereto as Exhibit "A" and incorporated herein by reference; and WHEREAS, the Study examined various components of the City's existing economic base, and the market potential for future redevelopment within each study area in order to establish redevelopment strategies and investments that could act as catalysts for redevelopment, and improve the quality of life for residents of the City of Tamarac; and WHEREAS, the Study identified a need to take steps to establish a redevelopment plan to ensure that the City is in a position to quickly capitalize on opportunities that arise when economic conditions strengthen; and WHEREAS, design, marketing, incentives and zoning initiatives to promote mixed use buildings, retail, restaurant opportunities and workforce housing, have the potential to revitalize the City's commercial corridors and enhance the City's commercial development potential; and WHEREAS, the City's professional staff has reviewed the Study attached hereto as Exhibit "A", and recommends the adoption of same; and WHEREAS, the adoption of the Study will benefit the health safety and welfare of the citizens and residents of the City; and WHEREAS, the City Commission of the City of Tamarac finds that it is in the best interests of the citizens and residents of the City adopt the recommendations set forth in the Commercial Arterial Redevelopment Study. Temp. Reso. # 12501 May 28, 2014 Page 3 of 3 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AS FOLLOWS: Section 1. The foregoing "WHEREAS" clauses are confirmed and ratified as being true and correct and are hereby incorporated herein; all exhibits attached hereto are incorporated herein and made a specific part of this Resolution. Section 2. The City Commission of the City of Tamarac, Florida hereby adopts recommendations set forth in the Commercial Arterial Redevelopment Study, a copy of which is attached here as Exhibit "A" and incorporated herein by reference. Section 3. The City Commission hereby further authorizes and directs the City Manager, or his designee, to take any and all action necessary to effectuate the intent of this Resolution. Section 4. All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. Section 5. If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution.
