A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, APPROVING EXECUTION OF
TASK AUTHORIZATION NO. 012-04E WITH KIMLEY-HORN
AND ASSOCIATES, INC. TO PROVIDE PROFESSIONAL
ENGINEERING SERVICES FOR A CITYWIDE ROADWAY
ASSESSMENT AND DEVELOPMENT OF A PAVEMENT
MAINTENANCE MANAGEMENT SYSTEM, IN
ACCORDANCE WITH THE CITY'S CONTINUING SERVICE
AGREEMENT AS AUTHORIZED BY RESOLUTION R-2011-
87; AUTHORIZING AN EXPENDITURE FOR SAID PURPOSE
IN AN AMOUNT NOT TO EXCEED $79,300.00;
AUTHORIZING BUDGET AMENDMENTS AS NEEDED FOR
PROPER ACCOUNTING PURPOSES; PROVIDING FOR
CONFLICT; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in 1998, the City Commission approved the Comprehensive Roadway
Improvement Program, which included the resurfacing of the City's entire roadway network;
and
WHEREAS, Asphalt Pavements begin aging and deteriorating the day they are
constructed or applied; and
WHEREAS, on average, asphalt pavement have a cost-effective useful life of 15
years; and
WHEREAS, the useful life of asphalt pavement can be reduced or increased

depending on the design, structure, traffic volumes and weight, and climate; and
WHEREAS, considering that the roadway segments that made up the initial phases
of the 1998 program are approaching their useful life, a roadway assessment will identify
the current pavement condition and allow the Public Services Department, together with
Financial Services, to plan accordingly for future roadway improvement needs; and
WHEREAS, developing a pavement management maintenance system will allow
the Public Services Department to monitor and update pavement conditions, prioritize
projects, and establish schedules and budgets; and
WHEREAS, the City requires the services of a consulting firm knowledgeable in the
area of roadway assessments and the development of a pavement maintenance
management systems; and
WHEREAS, Kimley-Horn and Associates, Inc. possesses the required knowledge,
experience, and resources to conduct roadway assessments and to develop pavement
maintenance management systems and has submitted a detailed proposal in an amount
not to exceed $79,300-00, attached hereto as Exhibit "A", incorporated herein and made a
specific part of this resolution; and
WHEREAS, the proposal for this work describes all tasks to be performed in
accordance with Article I, "Scope of Work", of the City of Tamarac Continuing Engineering
Services Agreement as authorized by Resolution R-2011-87 dated August 24, 20111
incorporated herein by reference and on file in the office of the City Clerk; and
WHEREAS, Kimley-Horn and Associates, Inc. has been pre -qualified to provide
professional engineering services by the City of Tamarac as authorized by Resolution R-

2011-87 and the associated Continuing Engineering Services Agreement dated August 24,
2011; and
WHEREAS, adequate funding exists for this work in the Public Services Streets and
Roads Division Budget; and
WHEREAS, it is the recommendation of the Director of Public Services and the
Purchasing Contracts Manager that Task Authorization No. 12-04E from Kimley-Horn and
Associates, Inc. be approved, executed and funded; and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in
the best interest of the citizens and residents of the City of Tamarac to accept and execute
Task Authorization No. 12-04E with Kimley-Horn and Associates, Inc. to provide
professional engineering services for a citywide roadway assessment and the development
of a pavement maintenance management system in an amount not to exceed $79,300.00
and to provide funding from the appropriate budgeted Public Services Streets and Roads
Division accounts.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA,
SECTION 1:
The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct, and are hereby made a specific part of this Resolution
upon adoption hereof. All exhibits attached hereto are incorporated herein and made a
specific part of this resolution.

The City Commission HEREBY approves execution of Task

Authorization No. 012-04E with Kimley-Horn and Associates, Inc. in an amount not to
exceed $79,300.00, and the appropriate City Officials are hereby authorized to execute
Task Authorization No. 012-04E per the proposal, attached hereto as Exhibit "A",
incorporated herein and made a specific part of this resolution.
SECTION 3:
Funding for Task Authorization No. 012-04E in an amount not to
exceed $79,300.00 is available in the Public Services Streets and Roads Division Budget.
SECTION 4:
The appropriate City Officials are hereby authorized to expend
an amount not to exceed $79,300.00 for said purpose.
SECTION 5:
All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 6:
If any clause, section, other part or application of this Resolution
is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.

Exhibit "A"
Citywide Pavement Assessment and Maintenance Management System (PAMMS)
General Description of Project
The Consultant will develop a Citywide PAMMS for the City of Tamarac, Florida
(Client). The PAMMS will include a network level evaluation of pavements, consisting
of the development of pavement inventory, network definition, pavement condition
index surveys of approximately 137 centerline miles of roadway pavements,
development of MicroPAVER pavement management database, determination of
current, 5-Year, and 10-Year Pavement Condition Index (PCI) values, and a summary
report. The survey and inventory will be conducted using a pavement condition index
(PCI) inspection procedure as defined by the U.S. Army Corps of Engineers.
The work performed by the Consultant will be limited to the above paragraph and will
not include the following or additional testing outlined in this scope of work:
MicroPAVER customization, MicroPAVER data analysis, Capital Improvement
Program (CIP development, Non Destructive Testing (NDT), pavement coring and
structural analysis.
The MicroPAVER database will be developed using MicroPAVER Version 6.5.1.
It is the goal of the project to inspect all the streets within the City.
Specific objectives of this update will include the following:
• Develop the pavement inventory to be input into MicroPAVER.
• Review available construction information provided by the City for all roadway
pavements and develop the MicroPAVER work history accordingly. Where records
are not provided the Consultant will assume the date of last major construction.
• Conduct visual PCI surveys on the 137 miles of City Roadway.
• Develop family curves for functional condition prediction using the data from the
current pavement inspections
• Determination of present and future network/branch/section condition.
• Prepare summary report.
SCOPE OF WORK
The scope of work for each task will be based on the description in the following tasks.
Task 1— Record Research/Network Definition
• Consultant will review the City's existing street network and compare it to the
City's latest GIS map to ensure that all streets on the City's latest maps are
developed in the MicroPAVER database. As needed, street segments and
management sections will be added, modified, or deleted within MicroPAVER to
reflect actual conditions based on field verification. A preliminary list of streets will
be developed for review and approval by the City prior to inspection. The list will
contain all local streets to be included in the PAMMS update.
• The City will provide available construction history data to identify pavement types,
cross section, and ages for entry into the MicroPAVER database. The purpose of

this task will be to assemble data which may impact decisions regarding pavement
conditions, future performance, and rehabilitation/maintenance options. This
information, when used with the visual condition survey results, (Task 2) is critical
for functional pavement evaluation process. where records are not provided by the
City the Consultant will make assumptions regarding the date of last major
rehabilitation.
Deliverable(s):
➢ List of streets to be inspected.
➢ Summary of construction history data provided by the City.
Task 2 — Update Existing Pavement Conditions Survey
The Pavement Condition Survey is an analysis of the visual distresses (i.e., cracking and
surface deformation) exhibited on the surface of the pavement. It is a visual indicator

f pavement failure mode and mechanisms. The results of the visual pavement
condition survey will be used in developing the current Pavement Condition Index
(PCI).
The specific objectives of the condition survey are to:
• Provide a common index for comparing the functional condition of pavements,
using the PCI methodology.
• Generate quantities for distress repair that can be incorporated into maintenance and
rehabilitation budget estimates.
The PCI procedure and the determination of the PCI are the primary means of obtaining,
recording and comparing pavement distress data. The condition survey for pavement
facilities consists primarily of a visual inspection of the pavement surfaces for signs of
pavement distress resulting from traffic, pavement layer thickness, durability, and
environmental effects.
Condition surveys will be conducted using the Pavement Condition Index (PCI)
procedures developed by the U.S. Army Corps of Engineers and ASTM D6433-03,
"Standard Practice for Roads and Parking Lots Pavement Condition Index Surveys."
The Consultant will conduct visual condition surveys of all streets within the City's
Network.
Inspection of a portion of the pavement areas is usually desirable and recommended by a
statistical sampling process to reduce time and effort in determining the PCI of the
pavements. A desired confidence level of 95% is necessary when all the inspection data
is extrapolated over the areas. Because of this a minimum sampling rate of
approximately 10% of the total sample units for each pavement section will be used.
For asphalt surfaced roads (including asphalt over Portland Cement Concrete) a sample
unit is defined as an area of 2500 sq.ft. +/- 1000 sq.ft. For PCC pavements a sample unit
is defined as 20 slabs+/- 8 slabs, no matter what the slab size is.
The selected sample units within each section for the City's estimated 137 centerline
miles of streets will be visually inspected. The visual condition survey will record the
distress types, severity, and quantities according to the ASTM standards based upon

actual surface conditions and physical characteristics. The survey will also include
verification of following information for each section:
• To/from, indicating the assigned limits of the section
• Name of the street
• Section quantities, indicating the length, pavement width, and total area of the
section
• Surface type, such as, AC, AAC, APC, and PCC
The Consultant will perform manual (i.e. foot on ground) surveys of all the roadway
segments identified within the Local streets network
The Consultant will identify sample units for this survey both random and additional.
The Consultant is not required to define sample units on a survey map but the database
will allow the City to identify those locations at a later date.
The Consultant will conduct visual condition surveys during daylight hours.
For any recently rehabilitated pavement sections (within the last 6 months) identified by
the City, the Consultant will update the construction history information for these
pavement sections and enter PCI data as inspected with no distresses thus resulting in a
PCI value of 100. Likewise, any pavements sections that are planned for rehabilitation
in the near future which are identified by the City will be excluded from the visual
condition surveys.
Field inspectors are equipped with digital cameras and will take pictures of typical and
any unusual pavement condition or areas that may require immediate attention.
Reporting PCI Survey Results: Reports shall include but will not be limited to the
following:
a) Pavement Inventory
b) Condition survey narrative:
• Computation of Pavement Condition Index (PCI) and preparation of color -coded
PCI drawings graphically depicting the current and projected PCI for year 2017 and
2022 for the streets within the City's network. PCI drawings will be prepared.
• Analysis of functional condition and predicted pavement condition using visual
condition survey results, statistical extrapolation techniques, and development of
prediction curves based on the history (condition) of the pavements.

➢ Draft and Final Pavement Condition Index (PCI) Reports
Task 3- Base Map Preparation:
a) Develop current pavement network definition drawings —branch, section.
A GIS shape file of existing pavements and sections will be provided by the City and
used as the basis for all drawings. This base map will be utilized to illustrate as -built
pavement history; branches and sections of pavements. This base map will also be the

basis for developing color -coded graphic displays developed through MicroPAVER and
manipulated through compatible software and will show pavement conditions.
Assumptions:
• Base map will be provided to the Consultant by the City.
• One map will be provided for each PCI year.

Task 4- MicroPAVER Loading:
a) Consultant will develop a MicroPAVER database using Version 6.5.1 of
MicroPAVER. The inventory data gathered in Task 1 will be used as the basis of
the development of the MicroPAVER database.
b) Enter visual PCI data gathered during Task 2 into the MicroPAVER database.
c) Error check imported condition survey data for all street segments.
d) Compute current PCI and predicted 2017 and 2022 PCI assuming no maintenance or
rehabilitation
e) Run PMMS reports
The results of pavement re -inspections in the MicroPAVER database and compared to
current inspection results.

The Pavement Management Program will provide the information necessary for the City
to develop an overall maintenance and rehabilitation plan and funding requirements as
necessary.
The MicroPAVER pavement management system will create databases and reports that
include:
• Pavement network definitions
• Pavement condition ratings
• Inventory reporting
• Determination of current and future pavement condition
The summary report will contain additional information, such as:
Color -coded GIS generated drawings depicting current and projected PCI
Recommendations for program implementation.
The results of the pavement evaluation will be analyzed, summarized, and presented in a
written report. The report will summarize all evaluation methodologies and present the
Pavement Management Program.
As a first step, a preliminary Pavement Management Program and report will be
developed, submitted, and orally presented to the City for review and comment. After
review, comments, necessary changes will be incorporated into the final report and
Pavement Management Program.
Deliverable(s):
➢ Electronic Submittal of fully loaded and operational MicroPAVER database in
Version 6.5.1.
Six (6) copies of PMMS draft and final report (Report of findings and
recommendations including executive summary).
➢ Color CAD drawings depicting:
■ Pavement network definition
■ Current PCI
■ Predicted PCI in years 2017 and 2022 with zero budget
➢ Implementation recommendations.
Copies of all pertinent regulations and research reports used for the PAMMS update will
be provided.
Consultant will be responsible for printing and reproduction of progress submittals,
reports, and letters.

Task 7 — Project Management
The CONSULTANT will attend the following anticipated meetings:
• Kick-off meeting — 1

• Miscellaneous Meetings — 3
Additional meetings will be held with the team to keep the project on track with the
milestones and budgets. Each meeting will be documented and the notes following each
meeting will be distributed to the City and the team.
Task S — Additional Services
Upon authorization the Consultant will provide any additional services that may be
required beyond these described in Tasks 1 through 7. These services may include but
are not limited to such items as the following:
• Additional Meetings/Presentations
• Additional Investigations
• Review and assessment of:
o signage and pavement markings
o sidewalks/ADA concerns
o bus shelters
o drainage
o strength and safety
• Field Surveying
• Geotechnical Engineering
• Construction Documents
CITY RESPONSIBILITIES
The CITY is responsible for the following:
• Provide copies of existing documentation such as as -built drawings, CAD files and
GIS files.
• GIS shape files
• Access to records.
• Provide appropriate staff to interview to gather as -built construction records and
determine customization information.
• Provide submittal review comments within 15 working days of Consultant interim
deliverables.
SCHEDULE
We will provide our services as expeditiously as possible to meet the schedule mutually
agreed upon with the City.

FEE AND BILLING
The Consultant will accomplish the services outlined in Tasks 1 through 7 for the Total
Project Lump Sum budget of $79,300. Invoicing and payment will be in accordance
with the terms and conditions of the consulting agreement between the City of Tamarac
and KHA dated August 24, 2011 and shall govern this agreement as applicable. Fees
and times stated in the agreement are valid for sixty (60) days after the date of this letter.
The following task items represent a breakdown of the lump sum amounts for Kimley-
Horn and Associates, Inc. for reference:
