R-2012/3 3 - A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, APPROVING EXECUTION OF TASK AUTHORIZATION NO. 013-01 E WITH MATHEWS CONSULTING, INC. TO PROVIDE PROFESSIONAL ENGINEERING SERVICES FOR THE DESIGN AND PERMITTING OF THE TAMARAC VILLAGE PROJECT, IN ACCORDANCE WITH THE CITY'S CONTINUING SERVICE AGREEMENT AS AUTHORIZED BY RESOLUTION R-2011- 87; AUTHORIZING AN EXPENDITURE FOR SAID PURPOSE IN AN AMOUNT NOT TO EXCEED $85,442.00; AUTHORIZING BUDGET AMENDMENTS AS NEEDED FOR PROPER ACCOUNTING PURPOSES; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac desires to develop conceptual plans for Phase One of the Tamarac Village Project, which is located north of Commercial Boulevard, between 94th Avenue and Pine Island Road; and WHEREAS, Tamarac Village consists of approximately twenty-three (23) acres of vacant City owned property, which is envisioned to be the City's future "Down Town" corridor, with NW 57th Street being the corridor's "Main Street"; and WHEREAS, The City recently obtained the services of Group One to assist in the planning and development of the Tamarac Village Project; and WHEREAS, Mathews Consulting will work in coordination with Group One in the preparation of the preliminary design report; and Temp. Reso. # 12274 November 13, 2012 Page 2 of 5 WHEREAS, The preliminary design report will address a number of development issues including; Water, Sewer, Stormwater and Utility Infrastructure; Electrical/Wi- FI/Surveillance Infrastructure; Streetscape Infrastructure (i.e. Hardscape/Landscape); and Preliminary Construction Opinions; and WHEREAS, the City requires the services of a consulting firm knowledgeable in the area of water, sewer, stormwater and utility infrastructure design and permitting; and WHEREAS, Mathews Consulting, Inc. possesses the required knowledge and experience to provide professional engineering services for the infrastructure design and permitting of the Tamarac Village Project and has submitted a detailed proposal in an amount not to exceed $85,442-00, attached hereto as Exhibit 1 ", incorporated herein and made a specific part of this resolution; and WHEREAS, the proposal for this work describes all tasks to be performed in accordance with Article I, "Scope of Work", of the City of Tamarac Continuing Engineering Services Agreement as authorized by Resolution R-2011-87 dated August 24, 2011) incorporated herein by reference and on file in the office of the City Clerk; and WHEREAS, Mathews Consulting, Inc. has been pre -qualified to provide professional engineering services by the City of Tamarac as authorized by Resolution R-2011-87 and the associated Continuing Engineering Services Agreement dated August 24, 2011; and WHEREAS, adequate funding exists for this work in the Tamarac Village Project Budget, Project Number GP11 K; and WHEREAS, it is the recommendation of the Director of Public Services and the Temp. Reso. # 12274 November 13, 2012 Page 3 of 5 Purchasing Contracts Manager that Task Authorization No. 13-01 E from Mathews Consulting, Inc. be approved, executed and funded; and WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in the best interest of the citizens and residents of the City of Tamarac to accept and execute Task Authorization No. 13-01 E with Mathews Consulting, Inc. to provide professional engineering services for the design and permitting of the Tamarac Village Project in an amount not to exceed $85,442.00 and to provide funding from the appropriate budgeted Tamarac Village project accounts. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct, and are hereby made a specific part of this Resolution upon adoption hereof. All exhibits attached hereto are incorporated herein and made a specific part of this resolution. SECTION 2: The City Commission HEREBY approves execution of Task Authorization No. 013-01 E with Mathews Consulting, Inc. in an amount not to exceed $85,442.00, and the appropriate City Officials are hereby authorized to execute Task Authorization No. 013-01 E per the proposal, attached hereto as Exhibit "1 ", incorporated herein and made a specific part of this resolution. SECTION I Funding for Task Authorization No. 13-01 E in an amount not to exceed $85,442.00 is available in the Tamarac Village Project Fund, Project Number GP11K. Temp. Reso. # 12274 November 13, 2012 Page 4 of 5 SECTION 4: The appropriate City Officials are hereby authorized to expend an amount not to exceed $85,442.00 for said purpose. SECTION 5: The City Manager or Designee is hereby authorized to issue Change Order in amount not to exceed established threshold per Section 6-147 of the City Code. SECTION 6: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 7: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. DRESSL el a- 9 EXHIBIT 1 CITY OF TAMARAC Task Order Authorization No. 13m0l E Engineering Services for Preparation of Tamarac Village Preliminary Design Report DATE: September 20, 2012 BACKGROUND This Task Order Authorization is for the performance of engineering services by Mathews Consulting, Inc (CONSULTANT) pursuant to the Continuing Engineering Services Agreement between Mathews Consulting, Inc. and the City of Tamarac (CITY), hereafter referred to as the Agreement. The City of Tamarac desires to develop conceptual plans for Tamarac Village, which is located north of Commercial Boulevard, between 94th Avenue and Pine Island Road (refer to attached Project Location Map). The Tamarac Village consists of approximately twenty-three (23) acres of vacant CITY -owned property, which is envisioned to be the CITY's future "Down Town" corridor; with NW 57th Street being the corridor's "Main Street". The CITY recently hired Group One to assist in development of the parcels, which are adjacent to NW 57th Street. The first part of the project will be for the CONSULTANT to prepare a Preliminary Design Report for Tamarac Village. Once the CITY has approved the Preliminary Design Report, the second part will be for the CONSULTANT to prepare 30%, 60%, 90% and 100% design plans. The scope of work for the design shall be provided upon completion and approval of the Preliminary Design Report. SCOPE OF SERVICES Task 1— Project Management and Meetings Mathews Consulting shall provide overall project management which includes monitoring progress of work on a weekly basis for billing and compliance with established schedule, budget and work quality requirements, and coordination with team subconsultant(s) to ensure timely project deliverables and budget management. CONSULTANT shall provide attendance at general project meetings and at specific coordination meetings in order to determine and understand design issues related to the project. These meetings may include the following: • One (1) project kick-off meeting to discuss overall project tasks, information needs and CITY goals for Tamarac Village. Items of discussion include the addition of signalization and a westbound right turn lane at the intersection of Commercial Boulevard and NW 915t Avenue, future driveway turnouts from Commercial Boulevard into the project, and pedestrian access across Pine Island Road at NW 57th Street. CONSULTANT shall issue meeting minutes. • One (1) meeting with Broward County Environmental Protection and Growth Management Department to discuss stormwater design and permitting issues. CONSULTANT shall issue meeting minutes. • One (1) meeting with Florida Power & Light (FPQ to discuss removal of the existing power poles and installation of the existing power underground. CONSULTANT shall issue meeting minutes. • One (1) meeting with the Cellular Carrier regarding the relocation and/or elimination of the monopole tower located approximately 230 LF to the north of NW 57th Street along the east side of NW 91St Avenue. CONSULTANT shall issue meeting minutes. • Coordination with the CITY's Group One consultant. • Up to two (2) meetings with CITY staff to discuss draft report. CONSULTANT shall issue meeting minutes. • One (1) CITY Council Workshop meeting for presentation of Preliminary Design Report. This includes preparing Power Point Presentation and handouts. Task 2 — General Planning Services/Project Branding Task 2.1 Review Exlstim Hard ndsca CONSULTANT shall research existing hardscape/landscape records relative to the history of the project. This also includes review of Comprehensive Plan designation of the property and analysis of the effect of the Plan's policies and objectives on the proposed development of the property; review of zoning approval history of the property and analyze zoning codes and other regulatory requirements and constraints which may affect the desired approved site plans, zoning resolutions, and other information on file with the CITY. CONSULTANT shall also discuss the latest (2009) hardscape/landscape design that was previously developed for the project and obtain any input from CITY staff to create recommendations for modifications to the existing Schematic Hardscape/Landscape design. Task 2.2 Recommendations for iect Brandin+ CONSULTANT shall prepare up to three (3) hardscape material graphics for alternative pedestrian promenade options. CONSULTANT shall also prepare design concept "Visioning" images (up to 10 hand drawn ) sketches/ lans for creating the Tamarac Village as a "destination" for the City of Tamarac. The CITY shall select a single concept in order for the CONSULTANT to proceed with the remaining work. Task 3 — Water, Sewer, Stormwater and Utility Infrastructure Task 3.1 Water and Sewer Infrastructure CONSULTANT shall review the project area and provide design and required permitting for the following underground utilities: • Potable Water • Gravity Sanitary Sewer CONSULTANT shall review the previously prepared Main Street 100% design drawings (November 2010) to determine the modifications required to serve the proposed parcels 4" water service stub -outs, 6" fire line stub -outs and gravity sanitary manhole stub -outs. CONSULTANT shall modify the existing Broward County Health Department water main and sanitary sewer permits. Task 3.2 Stormwater Infrastructure CONSULANT shall review the project area and provide conceptual design and required permitting for the following underground utilities: • Stormwater CONSULTANT shall review the design requirements and limitations of expanding the stormwater system design for NW 57th Street to include the parcels owned by the CITY and to include the "diamond" configuration at the intersection of NW 57th Street and NW 91 st Avenue (refer to attached preliminary site plan prepared by Group One). CONSULTANT shall prepare conceptual drainage system design for water quality treatment and water storage for the project including the parcels. The conceptual design shall calculate the anticipated treatment and storage volumes for the parcels and review opportunities for providing the storage and treatment volume in the City -owned offsite parcel on NW 94th Avenue. CONSULTANT shall submit to Broward County Environmental Protection for modification of the existing Broward County permit and modification of the City's existing SFWMD permit. Task 3.3 Other Utility Infrastructure CONSULTANT shall review the project area, review existing facilities and identify on a conceptual level the required alignments for the following underground utilities: • Natural gas • Telecommunications facilities and Fiber optics 9/20/12 3 MATHEWS CONSULTING t Task 4 — ElectricallVlli-FilSurveillance Infrastructure Task 4.1 Data CollectionlCoordination CONSULTANT shall determine existing overhead utility service locations, service availability and capacity. Overhead utilities include: FPL, AT&T and CATV extending from east to west on the south side of NW 57th Street (from Pine Island to NW 94th Avenue). CONSULTANT shall coordinate with the service providers in an effort to underground the existing services as well as establishing the infrastructure for future services point recommendations for the proposed Tamarac Village. The coordination with FPL will be based on the previous drawings prepared by FPL on April 14, 2009. Task 4.2 Cellular Antenna CONSULTANT shall investigate and meet with the cellular carrier regarding the relocation and/or elimination of the existing monopole tower located approximately 230 LF to the north of NW 57th Street along the east side of NW 91 St Avenue. Reviews associated with any contractual obligations by the property owner and the carrier are not included in this Task Authorization and shall be completed by the CITY. Task 4.3 Wi-Fi System CONSULTANT shall investigate and prepare the requirements associated with developing a "Village -Wide" Wi-Fi system for this project that will allow patrons to utilize Wi-Fi service throughout the facility. Task 4.4 CCTV Surveillance CONSULTANT shall investigate and prepare the requirements associated with developing a "Village -Wide" CCTV Surveillance System that will allow for security surveillance throughout the facility. Task 4.5 PA/Sound System CONSULTANT shall investigate and prepare the requirements associated with developing a "Village -Wide" PA/Sound System that will allow for music to be played throughout the facility. Task 5 — Streetscape Infrastructure Task 5.1 Hardscape/Landscape Infrastructure CONSULTANT shall review the requirements to incorporate the hardscape, lighting and landscape improvements proposed within the NW 57th Street roadway design. All elements of the design shall be consistent within the project limits. 9/20/12 4 MATHEWS CONSULTING Task 5.2 Roadway/Parking Infrastructure CONSULTANT shall review the previously prepared Main Street design plans to identify the required reconfiguration of the proposed on -street parking along NW 57th Street and revisions to driveway access to the parcels from NW 57th Street. CONSULTANT shall review the design requirements, restrictions and revisions to the right-of-way limits in order to accommodate the "diamond" intersection at NW 57th Street and NW 91 st Avenue. Task 5.3 Photometric Conceptual Design CONSULTANT shall make recommendations on the fixture selection. CONSULTANT shall prepare preliminary photometric plans associated with the proposed preliminary lighting improvements along NW 57th Street (from NW 94th Avenue to the west side of Pine Island Road) and along NW 91st Avenue (from north of Commercial Boulevard to NW 57th Street). Lighting levels shall be in accordance with IES recommendations and local ordinances. Task 6 — Preliminary Construction Cost Opinion CONSULTANT shall prepare a Preliminary Construction Cost Opinion for the proposed infrastructure improvements. The cost opinion will include the improvements (paving, hardscape, WiFi, CCTV, PA/Sound system, signage, water, sewer, stormwater, lighting, landscaping, & irrigation) within the NW 57th Street and NW 91 st Avenue road rights -of -way, improvements required for signalization of the Commercial Boulevard intersection and a planning level cost opinion for the drainage infrastructure improvements only within the parcels. Costs for paving, hardscape, signage, water, sewer, lighting, landscaping, irrigation and building improvements within the parcels will not be estimated at this time. Task 7 — Preliminary Design Report CONSULTANT shall prepare a Draft Preliminary Design Report summarizing the results of Tasks 1 through 6 listed above. The report shall include an Executive Summary of the report sections. Ten (10) copies of the draft report shall be submitted to the CITY for review and comment. Upon receipt of CITY comments, CONSULANT shall prepare the Final Preliminary Design Report and submit ten (10) copies to the CITY, including one (1) electronic .pdf copy on CD. CONSULTANT shall provide internal QA/QC review on the Draft Preliminary Design Report. Allowance The Allowance will only be used as directed by the CITY for additional services not included in this Task Authorization. 9/20/12 5 MATHEWS CONSULTING ASSUMPTIONS 1. The project limits are NW 57th Street (east side of NW 94th Avenue to west side of Pine Island Road); NW 91 st Avenue (north side of Commercial Boulevard to the north side of NW 57th Street); and the vacant parcels purchased by the CITY on either side of NW 57th Street. The scope and fee for this Task Authorization does not include any work to extend the project limits to University Drive. 2. The scope of work includes design and permitting efforts for surface water management (final design for NW 57th Street and conceptual design for the City -owned parcels), potable water and gravity sanitary sewer within the NW 57th Street rights -of -way and water and sewer service stub -outs to the City -owned parcels. The scope also includes preliminary design of the street lighting system, Wi-Fi, CCTV security systems, PA/Sound systems as necessary in order to provide preliminary construction cost estimates for the improvements. A proposal for any remaining design and permitting work shall be presented to the CITY upon review and approval of the Preliminary Design Report. 3. The scope assumes that there are no environmental impact issues, site contamination or tree preservation or mitigation issues. 4. The existing potable water and sanitary sewer collection and transmission system has sufficient capacity to serve the proposed improvements. 5. The CITY will provide the CONSULTANT with information on the configuration and requirements of the CITY's current Wi-Fi system. 6. The CITY will provide the CONSULTANT with information on the configuration and requirements of the CITY's current CCTV/security system. 7. The scope does not include surveying services or preparation of legal sketch and descriptions. 8. The CITY owns the underlying property at the existing cell tower. This scope does not include search for or determination of an alternate cell tower location. SCHEDULE The completion dates for this work will be as follows (starting at time CONSULTANT receives executed contract). (Also refer to the graphic in Attachment A). Services performed beyond the Scope of Services described above shall be considered additional services and will be presented to the CITY as an Addendum to this Agreement prior to initiating the work. Additional services shall be invoiced on a time and material basis in accordance with the current Professional Service Fee Schedule or on a lump sum basis if a scope of service can be defined. COMPENSATION Fees for each task defined above shall be as follows as further detailed in Attachment B.
