CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2010-/o2
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, APPOINTING PETER M.
RICHARDSON AS CITY CLERK, EFFECTIVE SEPTEMBER 30,
2010, OR AT SUCH DATE AS IS MUTUALLY AGREED UPON;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Charter, Section 5.04(a) provides that the City Manager
"shall appoint and supervise the heads of all departments and Assistant City
Manager... subject to the approval of the majority of the Commission...."; and
WEREAS, the City Charter, Section 10.01 provides that the "city clerk shall be
appointed by the manager with the consent of the commission and compensation fixed
by the commission"; and
WHEREAS, it is the recommendation of the City Manager that Peter M.
Richardson be appointed as City Clerk, effective September 30, 2010, or at such date
as is mutually agreed upon; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be
in the best interest of the citizens and residents of the City of Tamarac to approve the
City Manager's appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution. All exhibits attached hereto are incorporated herein and made a specific
part of this Resolution.

SECTION 2: That on recommendation of the City Manager, attached hereto as
Exhibit 1, Peter M. Richardson is appointed as City Clerk, effective September 30, 2010
or at such date as is mutually agreed upon and that his compensation be fixed, as
described on Exhibit 1.
SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 4: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 5: This Resolution shall become effective immediately upon its
passage and adoption.

Madam Mayor and Members of the Commission:
Pursuant to the City Charter, I recommend that Peter M. Richardson be appointed to the
position of City Clerk, effective September 30, 2010, or at such date as is mutually agreed
upon.
Mr. Richardson received a Bachelor of Business Administration from Marquette University
in Milwaukee, Wisconsin and a Master of Public Administration from Texas A & M
University in College Station, Texas. Mr. Richardson's experience includes ten (10) years
serving as the Town Clerk in the Town of Chapel Hill, NC, and more recently, twelve (12)
years serving as the City Clerk in Coral Springs, Florida. In addition to the awards and
recognition outlined in the attached, Mr. Richardson is a Certified Municipal Clerk and
Certified Records Manager.
I am very pleased to recommend that Mr. Richardson be appointed to the position of City
Clerk. His salary has been established at $103,500. 1 fully anticipate that he will be an
asset to the department and the City. If you have questions, or would like to discuss this,

EXPERIENCE
1998 to City Clerk, City of Coral Springs, Florida
Present
Serve as City's public records custodian for all City
operations. Also serve as municipal Supervisor of Elections
and manage agenda processes for City Commission,
Community Redevelopment Agency and other advisory board
and committees. Implemented comprehensive records
management program for all City departments, including
business continuity/discovery recovery plan and full-scale
document imaging programs for mission critical City
departments and divisions. To date, the City Clerk's Office has
processed and randomly quality checked more than four million
document images for our internal and external customers.
1988 to Town Clerk, Town of Chapel Hill, North Carolina

Managed support staff for Town's four administrative divisions
(Mayor and Town Council, Town Manager, Town Attorney
and Town Clerk's Office). Served as Town's Records
Manager and Archivist. Managed production and distribution
of Town,Council agenda materials. Served as Town's primary
information liaison for citizens and the media.

Over a five year period, promoted from Intern in Assistant City
Manager's Office to Fiscal Officer in the City's Office of Land
Development Services. Managed fiscal surety totaling over
$200 million (letters of credit and bonds) for infrastructure
improvements. Coordinated processing of municipal district
applications and streamlining of City's development related
regulations.

Dear Ms. Swanson,
In response to the City of Tamarac's present recruitment process, I would like to express
my keen interest in potentially serving as the next City Clerk of the City of Tamarac.
It has been a distinct pleasure and honor to have the unique opportunity to serve my
entire professional career in local government service, including more than twenty years
of service as a municipal clerk. During my ten years of service with the Town of Chapel
Hill, North Carolina, I was afforded the opportunity to work with three Mayors, twenty
Town Council members, one Interim Town Manager and two Town Managers. My
primary role was ensuring orderly accurate and timely communications for the Town's
administrative divisions, including the nine -member Town Council. In a typical year,
the Mayor and Town Council held between fifty-five and sixty meetings, averaging 3-3
hours in duration per meeting. I was also directly responsible for serving as the
Town's Archivist, including the oversight of the Town's original, hand-written minutes
books dating back to the early to middle 1800's. My role as Town Clerk also placed a
strong emphasis as the primary contact point for Town residents to receive accurate and
timely information about the Town's services, events and current and emerging issues.
During my tenure as the City Clerk of Coral Springs, I have had the privilege of
establishing a comprehensive records management program for the City's vital records.
Utilizing the State of Florida's records retention guidelines for local governments, law
enforcement and utilities as a cornerstone, we have utilized the resources of a cross -
functional team from Information Services, the City Attorney's Office, Police
Department, the City Clerk's Office and applicable user departments to preserve their
vital records for business continuity and disaster recovery purposes. Specifically, during
the past nine years, in addition to our traditional charter and statutory responsibilities, the
staff of the City Clerk's Office has focused on developing and maintaining on-line
document imaging galleries for key business operations including all City Commission
records and vital records from the Police, Human Resources and Building Departments.
My primary professional focus as City Clerk is the provision of excellent customer
service. For the past six years, the internal and external customer service rating for the
City Clerk's Office has consistently exceeded 96%. 1 would very much welcome the
opportunity to continue my focus on providing excellent local government service by
serving as the next City Clerk of the City of Tamarac. Thank you very much for your
