A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF TAMARAC, FLORIDA,
APPROVING AND AUTHORIZING THE
TRANSMITTAL OF AN APPLICATION TO THE
BROWARD COUNTY PLANNING COUNCIL TO
REMOVE A PORTION OF MCNAB ROAD
(WEST OF HIATUS ROAD) FROM THE
BROWARD COUNTY TRAFFICWAYS PLAN;
PROVIDING FOR CONFLICTS; PROVIDING
FOR SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Tamarac has received a request from Ronald A. Fritz, of
Schwebke - Shiskin and Associates, Inc, Designated Agent for the property owner
'Advance Business Associates, LLP, (hereto attached as Exhibit "1" — Application) to
remove a portion of the right-of-way on McNab Road, west of Hiatus Road to its end just
east of the Sawgrass Expressway from the Broward County Trafficways Plan; and
WHEREAS, the need for this request has been generated due to the processing of
joint Plat and Rezoning applications; and
WHEREAS, the petitioner is requesting to remove the portion of the right-of-way
from the Broward County Trafficways Plan in order to provide the necessary buffer to
the residential developments north of McNab Road, and
WHEREAS, this action will then classify this portion of McNab Road as a City
Collector: and
WHEREAS, the Director of Community Development has reviewed the petitioner's
request and recommends that the City Commission approve the request for transmittal of
the application; and

WHEREAS, the City Engineer has reviewed the petitioner's request and I
recommends that the City Commission approve the request for transmittal of the
application; and
WHEREAS, the City Commission deems it to be in the best interests of the City to
approve and authorize the transmittal of an application to the Broward County Planning
Council to remove a portion of McNab Road (west of Hiatus Road) from the Broward
County Trafficways Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA THAT:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and 1
confirmed as being true and correct and are hereby made a specific part of this
Resolution; all exhibits attached hereto are incorporated herein and made a specific part
of this Resolution.
SECTION 2. The City Commission hereby approves and authorizes the transmittal
of an application to the Broward County Planning Council to remove a portion of McNab
Road (west of Hiatus Road) from the Broward County Trafficways Plan.
SECTION 3. If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution. 1

ISECTION 4. This Resolution shall become effective immediately upon its passage
and adoption.

The rationale for this request is to provide a landscape buffer between the property
designated in the City of Tamarac's Comprehensive Plan for light industrial use on the
south side of McNab Road and the property designated for residential use on the north
side of McNab Road. The removal of this portion of McNab Road from the Broward
County Trafficways Plan would allow for the reduction of the existing Right -of -Way to a
roadway designated as "City Collector". The vacated portion of McNab Road would then
be dedicated as a landscape buffer.

2. APPLICATION FEE:
Amendment applications, other than those submitted by the Broward County Board
of County Commissioners or which are (co)sponsored by the Broward County
• Planning Council as per Article 3.3 of the "Documentation of the Broward County
Trafficways Plan", are subject to the Broward County Trafficways Plan
amendment fee schedule. Please contact the Planning Council office for information
regarding the current fee.

AMENDMENT SUPPORT INFORMATION
A. If a specific right-of-way plan or (re)alignment is proposed for a corridor,
engineering drawings and/or other supporting documentation to establish the
precise (re)alignment must be provided.
There is no current or planned development plans for improvements for this corridor.

B. Amendments to specific Trafficways which are also identified as "State Principal
Arterial' or "State Minor Arterial' on the current Broward County State Highway
Functional Classification Map must be accompanied by a position statement from
the District IV Secretary of the Florida Department of Transportation.
This portion of McNab Road is not identified as any of the above classifications.
C. Describe the existing and planned future land uses, per the effective municipal land
use plan(s), in the amendment area.
The subject parcel is currently in the process of being rezoned and under a Land Use
Amendment revising the Existing Passive Park/Recreation (S-1) Zoning to Light
Industrial (LI-1) Zoning.
The north side of McNab Road is completely developed for residential use. As shown on
the City of Tamarac Future Land Use Map, a residential subdivision included at the west
end of this portion of McNab Road, is designated as Low Medium Residential (10 units
per acre). Property located between the centerline of Hiatus Road and the •
aforementioned subdivision is designated as Low Residential (5 units per acre).
On the south side of McNab Road adjacent to the Sawgrass Expressway, there exists an
approximately 5 acre Passive City Park, which is designated as Recreation on the Future
Land Use Map. This Passive City Park is bordered by a small parking lot with two
driveways providing ingress and egress to McNab Road. Between Hiatus Road and the
existing Passive City Park, there are 2 existing 5-acre, more or less, undeveloped sites
which are designated as Industrial on the Future Land Use Map. The two vacant parcels
are a portion of the property being replatted into one parcel with only one 80 foot wide
allowed access onto McNab Road.
D. Described the current availability of public right-of-way along the amendment
corridor and the extent of existing uses and structures within the current and/or
proposed Trafficways corridor.
The north side of McNab Road is a dedicated 53 foot wide right-of-way which is
completely developed with two lanes abutting the existing residential development.
On the south side of McNab Road adjacent to the Sawgrass Expressway there is an
existing Passive City Park. Between Hiatus Road and the existing Passive City Park
is

there are two undeveloped platted sites designated as Industrial each with a 55 foot wide
right-of-way dedication for McNab Road. There are no roadway improvements within the
limits of this portion of the right-of-way dedication.
E. Describe the feasibility of acquiring additional rights -of -way along the amendment
corridor as per the current and/or proposed Trafficways Plan width through the
development and/or redevelopment of adjacent parcels.
The subject portion of McNab Road right-of-way is currently 108 feet in width. This
width was dedicated by various instruments (northerly 106 feet) and the record plats of
"Ash Plat No. 1, Plat Book 166, Page 50, and "Tee Plat No. 1, Plat Book 151, Page 32
(southerly 2 feet). The overall width of the McNab Road right-of-way is being reduced to
66 feet in width. The southerly 42 feet of the existing right-of-way will be dedicated for
the creation of a Landscape Buffer to separate the residential development from the
industrial development.
F. Describe impacts the amendment may have on ingress and egress relative to
• adjacent properties.
There will be no significant change in traffic along this section of McNab Road. Ingress
and egress from adjacent existing residential properties and the existing Passive City Park
will not be impacted. McNab Road is projected to carry less than 100 vehicles per day at
buildout and currently ends at the Right -of -Way line of the Sawgrass Expressway, with
no current or planned entrance/exit or overpass along the subject Right -of -Way.
G. Described anticipated impacts on transit, bicycle, or pedestrian travel along the
subject Trafficways segment and on the surrounding regional roadway network.
This waiver would have no impact on transit, bicycle, or pedestrian travel. McNab Road
west of Hiatus Road is not served by the Broward County Transit System. The proposed
landscape buffer and the removal of one entrance/exit to the Light Industrial Site caused
by the replatting of the subject parcel would enhance safety of bicycle and pedestrian
travel.
The portion of McNab Road being requested for removal from the Broward County
Trafficways Plan lies between Hiatus Road, which is the last southbound roadway, and
the east right-of-way line of the Sawgrass Expressway, which has no current or proposed
access at McNab Road. Therefore there will be no impact on the surrounding regional
• roadway network.

Planning Council staff will collect the information listed below and analyze traffic impacts
resulting from the amendment. You may provide a traffic impact analysis for the amendment. If
you submit a traffic impact analysis, please address the items listed below and provide
information on the methodology utilized.
At this time the City of Tamarac is not submitting a Traffic Impact Analysis.
H. Provide the current aveage daily traffic volumes, roadway capacity, and level of
service for the Trafficways segment proposed for amendment and the affected
surrounding regional roadway network.
