R-2009- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE AN AGREEMENT WITH CORZO CASTELLA CAR13ALLO THOMPSON SALMAN, P.A., FOR PROFESSIONAL DESIGN SERVICES FOR MEDIAN IMPROVEMENTS TO NO13 HILL ROAD, FROM WESTWOOD DRIVE TO SOUTHGATE BOULEVARD, TO INCLUDE DESIGN FOR LANDSCAPING, IRRIGATION, CURBING AND BRICK PAVERS WITHIN THE MEDIANS FOR AN AMOUNT NOT TO EXCEED $45,800.00; AUTHORIZING BUDGET AMENDMENTS AS NEEDED FOR PROPER ACCOUNTING PURPOSES; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac desires to provide its residents a better median streetscape with the continuation of median enhancements along Nob Hill Road between Westwood Drive and Southgate Boulevard; and WHEREAS, the City of Tamarac has entered into a Local Agency Program Agreement (LAP) with the Florida Department of Transportation (FDOT) as authorized by Resolution R-2006-62 dated April 26, 2006, incorporated herein by reference and on file in the office of the City Clerk; and WHEREAS, the City of Tamarac has been assigned funds amounting for $307,000.00 for construction by the Broward County Metropolitan Transportation Improvement Program for median enhancements along Nob Hill Road from Westwood Drive to Southgate Boulevard; and WHEREAS, on November 20, 2008, the City of Tamarac received a proposal from Corzo Castella Carballo Thompson Salman, P.A. in accordance with the City of Tamarac Continuing Engineering Services Agreement as authorized by Resolution R-2006-131 dated July 12, 2006, a copy of which is on file in the office of the City Clerk; and Reso. #TR 11527 November 25, 2008 Page 2 of 3 WHEREAS, the City of Tamarac proposes to design and install landscaping, irrigation, curbing and brick pavers within the medians of Nob Hill Road from Westwood Drive to Southgate Boulevard; and WHEREAS, Corzo Castella Carballo Thompson Salman, P.A. possesses the required knowledge and experience to provide professional design services for the median improvements to Nob Hill Road from Westwood Drive to Southgate Boulevard and has submitted a detailed proposal in the amount not to exceed $45,800.00 hereto attached as "Exhibit 1" incorporated herein and made a specific part of this resolution; and WHEREAS, Corzo Castella Carballo Thompson Salman, P.A., has been pre - qualified as an approved consultant for design services by the City of Tamarac as authorized by Resolution No. R-2006-131 and the associated Continuing Services Agreement date July 12, 2006; and WHEREAS, it is the recommendation of the Director of Public Works and the Purchasing Contracts Manager that Task Authorization No. 09-02E from Corzo Castella Carballo Thompson Salman, P.A. be approved, executed and funded; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to accept and execute Task Authorization No. 09-02E with Corzo Castella Carballo Thompson Salman, P.A. to provide professional design services for the median enprovements to Nob Hill Road from Westwood Drive to Southgate Boulevard. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Reso. #TR 11527 November 25, 2008 Page 3 of 3 1 I SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution upon adoption hereof. SECTION 2: The appropriate City Officials are HEREBY authorized to accept and execute Task Authorization No. 09-02E with Corzo Castella Carballo Thompson Salman, P.A. hereto attached as Exhibit 1, to provide professional design services to Nob Hill Road from Westwood Drive to Southgate Boulevard in accordance with the City Consultant Engineering Agreement as authorized by Resolution R-2006-131 on July 12, 2006. SECTION 3: An expenditure in an amount not to exceed $45,800.00 for said purpose is hereby approved. SECTION 4: The City Manager, or his designee, are hereby authorized to make changes, issue change orders in accordance with section 6-156 (b) of the City Code, and close the contract award including, but not limited to making final payment within the terms and conditions of the contract and within the contract price. SECTION 5: All budget amendments for proper accounting purposes are hereby approved. SECTION 6: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. Planners City Engineer Reference: Professional Design Services for Nob Hill Road Median Streetscape Project Westwood Drive to Southgate Boulevard C3TS Proposal No. 2008-TBD Dear Mr. Doherty: The firm of Corzo Castella Carballo Thompson Salman, P.A. (C3TS) is pleased to submit this price proposal for the above referenced project for your review and EB0005022 consideration. We look forward to the opportunity of working with The City of Tamarac AAC002 1 42 (City). It is our understanding that the City would like to perform median improvements on approximately 1-1/2 miles of Nob Hill Road In the form of landscaping and hardscape upgrades utilizing the existing median footprint that currently exists. We understand that the project is being performed in conjunction with FDOT LAP agreements which the City is in the process of procuring. As such, the plans shall be produced in compliance with the requirements stated in Chapter 19.4 of the FDOT LAP Manual as well as the Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Highways. An FDOT project identification number shall be provided on the cover and key sheet. For the landscaping components of the project, an approved palette of landscape material and paver bricks, supplied by the City, shall be Incorporated into the design which shall conform to the requirements established in the FDOT Standard Index 546 for landscaping projects. Consultant Scope C3TS proposes to provide design and permitting services for the project as follows: C3TS shall provide a baseline survey for the purpose of establishing lateral geometry, baseline control and right of way verification for use In developing the design plans. The geometry shall be tied to property corners, with stationing along baseline (curve stationing w/ tangents in and out defined), showing all above ground features such as trees, utilities, signs, driveways, curb cuts, etc. CAD layout with multiple sheets and "to scale" key map showing sheet layout shall be supplied for the purpose of design sheet production. C3TS shall provide design plan base sheets to use to establish the geometry of the median improvements. Reso No. 11527 Exhibit 1 Professional Design Services for Nob Hill Road Streetscape Improvements November 20, 2008 Page 2 of 3 Landscape and irrigation design shall be performed In conformance to state and local agency code requirements. A landscape plant list of pre -approved species shall be supplied to C3TS by the City for use on the project. The plans shall included existing and proposed landscape plans, a quantified plant list, planting details and notes, irrigation plans, irrigation details and notes and a list of quantities for use in the bid. At this time, it is anticipated that irrigation waterwill come from either the local City maintained canal system or from a City owned potable water source. in either case, C3T$ shall coordinate this design with the City, but the City shall have the ultimate decision as to location for the final water source. The availability of and the location for the electrical service that runs the irrigation system shall be coordinated with the City. Any applications needed to provide electrical service thru FP&L shall be performed by C3TS, but all associated fees shall be paid by the City. C3TS shall apply for the General Water Use permit through SFWMD, but all associated fees shall be paid by the City. Included with the landscape plans, a handscape design shall be provided that includes non - planting median improvements which may include paver bricks, curb replacement, colored concrete, stamped concrete, etc. The Intended palette shall again be supplied by the City but once determined, all areas shall be clearly identified by material as well as quantity for use in the bid. It is understood that geotechnical data will not be needed for this project, but If it is, the City shall provide the geotechnical data through a geotechnical consultant contracted directly to the City, C3TS shall provide any permitting services that may be required as part of the design process, but it is understood that the City shall perform all of the LAP required application tasks applicable to that work. It is not anticipated that any other services such as soft dig utility locates, drainage design or street lighting design will be needed for this work. C3TS shall provide construction administration services on a limited basis to assist the City during construction. These services shall include shop drawing review, response to RFI's during bidding and construction, minimal site inspections during construction (typically one to two perweek), and a final inspection upon completion. Logs for shop drawings and RFI's shall be maintained as part of these services. The City shall be responsible for all correspondence to and from the Contractor but C3TS shall provide the necessary responses and technical support to the City for issue regarding RFI's and such. C3TS shall review the final as -built drawings submitted by the Contractor, .provide a punch list Inspection report for the project and issue a letter of substantial conformance upon completion. Fees The fees for our services will consist of a Not -To -Exceed amount of Forty Five Thousand Eight Hundred Dollars ($45,800.00) broken down as follows, Temp. Reso No. 11527 Exhibit; 1 Professional Design Services for Nob Hill Road Streetscape Improvements November 20, 2008 Page 3 of 3 Field Data Collection (Survey — AWN Surveying) $ 12,800.00 Geometric Layout and Base Plan Sheet Production $ 5,000.00 Landscape, Hardscape and Irrigation Design $ 18,000.00 Permitting and Permit Assistance $ 5,000.00 Construction Administration $ 3,500.00 Reimbursable Expenses $ 1,500.00 TOTAL FEE $ 45,800.00 We will bill you monthly for the percentage of services or hours of service rendered and for any Reimbursable expenses. Any request for printing above the indicated amount will be billed as a reimbursable expense as allowed in the contract. It is anticipated that permitting fees shall be required for the General Water Use permit from SFWMD and forthe standard roadway/landscaping permit from Broward County and as such the City of Tamarac shall provide all costs associated with the permit fees. Additionally, all City permit fees shall either be waived or paid for by the City. Dellverables and Schedule C3TS will deliver 60% complete plans to the City to review within 60 days of Notice to Proceed. 90% plans and specifications will be delivered to the City to review after 30 days of the City's approval of 60% plans at which time C3TS will have addressed 60% review comments. The 100% plans and specifications will be delivered to the City to review after 21 days of the City's approval of 90% plans at which time C3TS will have addressed 90% review comments. The 60% and 90% will include three (3) copies. Upon the City's approval of the 100% plans, six (6) original sets of plans will be signed and sealed and submitted to the City. All plans and calculations needed for both the SFWMD and Broward County permitting shall be supplied as part of these services, unless said permits are modified after being obtained at the request of the City of Tamarac We look forward to the opportunity of working with the City of Tamarac.
