CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2009 -
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA AUTHORIZING THE CITY MANAGER TO
SUBMIT AN APPLICATION TO THE US DEPARTMENT OF
HOMELAND SECURITY THROUGH THE FLORIDA
DEPARTMENT OF EMERGENCY MANAGEMENT FOR
FLORIDA STATE EMERGENCY RESPONSE TEAM (SERT)
SUB -GRANT PROGRAM FUNDS FOR COMMUNITY
EMERGENCY RESPONSE TEAM (CERT) EQUIPMENT,
SUPPLIES AND TRAINING MATERIALS IN AN AMOUNT NOT
TO EXCEED $15,000; PROVIDING FOR ACCEPTANCE OF THE
AWARD AND EXECUTING OF DOCUMENTS UPON
APPROVAL OF THE APPLICATION; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac desires to improve
emergency management capabilities within the City in the fundamental areas of response
and recovery; and
WHEREAS, the US Department of Homeland Security provides emergency
preparedness grants to local governments through the Florida Department of Emergency
Management, Florida State Emergency Response Team (SERT) sub -grant program for
projects serving to unite and prepare communities through citizen corps; and
WHEREAS, the City desires to provide equipment, supplies, and training materials for
Tamarac Community Emergency Response Team (CERT) members; and
WHEREAS, it is a requirement of the grant program that this Resolution be adopted
and become an official part of the application; and

WHEREAS, acceptance of these grant funds requires the amending of estimated
revenues and expenditures within the Grants Fund Budget; and
WHEREAS, the Assistant City Manager and the Interim Fire Chief recommend
approval; and
WHEREAS, the City Commission of the City of Tamarac deems it to be in the best
interest of the citizens and residents of the City of Tamarac to submit an application to the
Florida Department of Emergency Management for Florida SERT sub -grant program funds
for the provision of equipment, supplies, and training materials for Tamarac CERT members
in an amount not to exceed $15,000. A copy of said application form is attached hereto as
Exhibit A, which is incorporated herein by this reference.
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are HEREBY ratified and confirmed as
being true and correct and are HEREBY made a specific part of this resolution.
Section 2: The City Manager is HEREBY authorized to submit a Florida SERT sub -
grant program application not to exceed $15,000 to the Florida Department of Emergency
Management.
Section 3: Upon approval of the application, the City Manager is HEREBY authorized
to accept the award and execute the necessary documents following legal review and
approval.
Section 4: Upon approval of the grant award, the appropriate City Officials are
HEREBY authorized to amend the Grants Fund Budget in an amount not to exceed $15,000

and appropriate said funds including any and all subsequent budgetary transfers to be in
accordance with proper accounting standards.
Section 5: All Resolutions or parts of Resolutions in conflict herewith are HEREBY
repealed to the extent of such conflict.
Section 6: If any clause, section, other part or application of this Resolution is held by
any court of competent jurisdiction to be unconstitutional or invalid, in part or in application,
it shall not affect the validity of the remaining portion or applications of this Resolution.
Section 7: This Resolution shall become effective immediately upon its passage and
adoption.

EVALUATION CRITERIA
1.GENERAL
A. All applications properly submitted and responsive will be accepted by FDEM. FDEM reserves
the right to make a final selection without further discussion of the applications submitted.
B. A non -responsive application shall include, but not be limited to, those that:
I. are irregular or are not In conformance with the requirements and instructions in this
Application Guide;
11. have improper or undated signatures;
Ill. fail to use or complete all required forms;
IV. are conditional Applications;
V. are incomplete Applications;
VI. are not received on or before the closing deadline;
VII, propose a project that cannot be completed within the contract period, will require
additional funding to implement, or cannot be implemented upon completion for any
reason; or
Vill. are proposed by a local government whose adopted comprehensive plan has not been
found to be in compliance with Chapter 163, Part II, Florida Statutes.
THE RESPONSIVENESS OF AN APPLICATION WILL BE DETERMINED BASED UPON
THE DOCUMENTS SUBMITTED WITH THE APPLICATION. A NON -RESPONSIVE
APPLICATION WILL NOT BE CONSIDERED.
C. FDEM may waive minor irregularities in the applications received where they are merely a matter
of form and not substance, and the corrections of such ARE NOT PREJUDICIAL to other
applicants. Variations which are material to the scoring shall not be waived.
3. SCORING
A. Each Application will be reviewed by a selection committee of at least three (3) members,
Including at least three (3) FDEM employees with knowledge of the solicited services. Each of
the Applications will be evaluated with reference to the terms of this Application for Subgrant, and
the Evaluation Score Sheet below. Total point scores for each Application shall be calculated by
the committee in determining recommended awards,
Any requirement of this solicitation which indicates the consequence of noncompliance shall be
strictly enforced.
