Reso.#11712 Page 1 of 4 October 12, 2009 RESOLUTION NO.�� A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, RECOGNIZING THE IMPORTANCE OF COMMUTER RAIL AS A CRITICAL COMPONENT OF REGIONAL AND STATEWIDE MASS TRANSIT; URGING THE FLORIDA LEGISLATURE TO IMPOSE A TWO DOLLAR AND 00/100 ($2.00) PER DAY SURCHARGE ON RENTAL CARS THROUGHOUT THE STATE TO FUND COMMUTER RAIL TRANSIT; AUTHORIZING MEMBERS OF THE CITY COMMISSION, IN THEIR OFFICIAL CAPACITY, TO SIGN PETITIONS SUPPORTING USE AND FUNDING OF COMMUTER RAILS; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE GOVERNOR, THE MEMBERS OF THE FLORIDA LEGISLATURE, THE BOARD OF COUNTY COMMISSIONERS FOR BROWARD COUNTY, AND THE BROWARD LEAGUE OF CITIES; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, South Florida, comprised of Broward, Miami -Dade and Palm Beach Counties, is the fifth largest urbanized area in the United States, and its population is expected to continue to increase over the next twenty (20) years; and WHEREAS, the region is currently plagued with traffic and congestion problems and that these problems are going to increase in the future; and WHEREAS, the increase in vehicular traffic will result in an increase in carbon emissions, and a corresponding reduction in air quality in the South Florida region and throughout the State of Florida; and Temp. WHEREAS, the utilization of mass transit, particularly commuter rail, is a critical component of easing traffic congestion and reducing carbon emissions; and WHEREAS, in an effort to ensure that commuter rails are adequately funded, the City Commission of the City of Tamarac (the "City") urges the Florida Legislature to consider imposing a two dollar and 00/100 ($2.00) per day surcharge on all car rentals throughout the state to help provide the necessary funding; and WHEREAS, there are several organizations in the South Florida region, including Safety as Floridians Expect ("SAFE") and Citizens for Improved Transit ("CIT"), which are pushing for such action by the State Legislature; and WHEREAS, the City Commission of the City of Tamarac, Florida finds that recognizing commuter rails as a critical component of mass transit and urging the Florida Legislature to properly fund the same is in the best interests of the citizens and residents of the State of Florida. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1. The City Commission of the City of Tamarac hereby recognizes the importance of commuter rail as a critical element of regional and statewide mass transit, and further urges the Florida Legislature to impose a two dollar and 00/100 ($2.00) per day surcharge on car rentals throughout the State to provide for the funding thereof. Section 3. The City Commission hereby authorizes its members, in their official capacity, to sign petitions recognizing the importance of commuter rails and supporting the funding thereof. Section 4. The City Clerk is hereby directed to transmit a copy of this Resolution to the Governor of the State of Florida, the members of the Florida Legislature, the Board of County Commissioners for Broward County and the Broward County League of Cities. Section 5. The appropriate City officials are hereby authorized to do all things necessary and expedient to carry out the provisions of this Resolution. Section 6. All resolutions inconsistent or in conflict herewith shall be and are hereby repealed insofar as there is conflict or inconsistency. Section 7.
