R-2009- / 73 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, APPOINTING MARK C. MASON AS DIRECTOR OF FINANCIAL SERVICES, EFFECTIVE JANUARY 11, 2010, OR AT SUCH DATE AS IS MUTUALLY AGREED UPON; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Charter, Section 5.04(a) provides that the City Manager "shall appoint and supervise the heads of all departments and Assistant City Manager... subject to the approval of the majority of the Commission...."; and WHEREAS, it is the recommendation of the City Manager that Mark C. Mason be appointed as Director of Financial Services, effective January 11, 2010, or at such date as is mutually agreed upon; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to approve the City Manager's appointment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION -OF -THE CITY OF TAMARAC, FLORIDA: SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. All exhibits attached hereto are incorporated herein and made a specific part of this Resolution. Temp. Mason is appointed as Director of Financial Services, effective January 11, 2010 or at such date as is mutually agreed upon. SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 5: This Resolution shall become effective immediately upon its passage and adoption. Mr. Mason received a Bachelor of Science in Business Administration - Accounting from the University of Central Florida, and is a Florida Certified Public Accountant. Mr. Mason has both public and private sector experience, including nine years in a private accounting firm, and over 12 years of progressively responsible experience in local governments including serving as Accountant II in Melbourne, Florida, Finance Director in Sebastian, Florida, and Financial Services Director in Cape Coral, Florida. am very pleased to recommend that Mr. Mason be appointed to the position of Director of Financial Services. A full -service City, the organization has 1,500 employees and a $440 million budget. Issues relate to managing growth, economic development, transportation, and utility infrastructure. Since mid- 2003, 1 have been responsible for the financial management of City. Duties and Responsibilities: ➢ Chief Financial Officer of a municipal government with 67 employees and a $5.3 million budget. ➢ Responsible for the day to day operations of the following functions: budget, procurement, accounting, including financial statements, utility billing and customer service, and debt/treasury management. ➢ Oversaw preparation and administration of the City's operating and capital budgets ➢ Oversaw preparation of the Comprehensive Annual Financial Report and related State reporting requirements. Responsible for the day to day operations of the following functions: accounting, treasury, budgeting, occupational licensing, management information systems, risk management, and grants. Preparation and administration of the City's operational and capital budgets. Media representation of the City including interviews with the print media. Key Accomplishments: Facilitated a decreased the millage rate 42% over three years. Received the City's first ever Excellence in Financial Reporting award and maintained level of reporting and awards for subsequent years. Y Implemented Governmental Accounting Standards Board Statement No. 34 Financial Reporting model including infrastructure reporting three years in advance of required implementation date. Designed and implemented performance based program budgeting process. Implemented an enterprise financial management system.
