R-2009 - ao A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO SUBMIT AN APPLICATION TO THE U.S. DEPARTMENT OF HOMELAND SECURITY THROUGH THE FLORIDA DIVISION OF EMERGENCY MANAGEMENT FOR EMERGENCY OPERATIONS CENTER GRANT PROGRAM FUNDS FOR EMERGENCY OPERATIONS EQUIPMENT AND POWER SURGE PROTECTION AT THE CITY'S EMERGENCY OPERATIONS CENTER IN AN AMOUNT NOT TO EXCEED $55,600, PROVIDING FOR AN IN KIND MATCH OF $125,000 OR A 25 PERCENT CASH MATCH OF $13,900 FOR A TOTAL PROJECT COST NOT TO EXCEED $180,600 IN THE EVENT OF APPROVAL OF THE APPLICATION; PROVIDING FOR ACCEPTANCE OF THE AWARD AND EXECUTING OF DOCUMENTS UPON APPROVAL; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac desires to improve emergency management capabilities within the City in the fundamental areas of response and recovery; and WHEREAS, the U. S. Department of Homeland Security Emergency Operations Grant Program provides funds to local governments to meet deficiencies and needs that will improve the emergency management and preparedness capabilities of emergency operations centers; and WHEREAS, Tamarac Fire Station #15 serves as the City's Emergency Operations Center during times of emergency, and WHEREAS, improvements to emergency operations equipment and power surge protection at the City Emergency Operations Center are needed to continue the City's Temp Reso. #11568 Page 2 January 28, 2009 emergency management and preparedness capabilities at appropriate levels, thus ensuring continuity of government services during times of disaster; and WHEREAS, the granting agency requires that, in the event of approval of the application, the City match the 2009 Emergency Operations Grant Program request not to exceed $55,600 with an in -kind match of $125,000 or a 25 percent cash match in the amount of $13,900 for a total project cost not to exceed $180,600; and WHEREAS, the Assistant City Manager and the Fire Chief recommend approval; and WHEREAS, the City Commission of the City of Tamarac deems it to be in the best interest of the citizens and residents of the City of Tamarac to submit an application to the U.S. Department of Homeland Security through the Florida Division of Emergency Management for Emergency Operations Center Grant Program funds for equipment and power surge protection at the Tamarac Emergency Operation Center. NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1: The foregoing "WHEREAS' clauses are HEREBY ratified and confirmed as being true and correct and are HEREBY made a specific part of this resolution. Section 2: The appropriate City Officials are HEREBY authorized to submit an Emergency Operations Grant Program application for emergency operations equipment and power surge protection in an amount not to exceed $55,600 to the U.S. Department of Homeland Security through the Florida Division of Emergency Management, providing for an in -kind match of $125,000 or a 25% cash match of $13,900 for a total project cost not to exceed $180,600 in the event of approval of the application. A copy of said application is attached hereto as Exhibit A. Temp Reso. #11568 Page 3 January 28, 2009 Section 3: Upon approval of the application, the appropriate City officials are HEREBY authorized to accept the award and execute the necessary documents following legal review. Section 4: Upon approval of the grant award, the appropriate City Officials are HEREBY authorized to amend the Grants Fund Budget in an amount not to exceed $55,600 and appropriate said funds including any and all subsequent budgetary transfers to be in accordance with proper accounting standards. Section 5: All resolutions or parts of resolutions in conflict herewith are HEREBY repealed to the extent of such conflict.
