R-2009 - S-1 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO FILE AN APPLICATION THROUGH THE BROWARD SHERIFF'S OFFICE ACCEPTING 2009 GRANT FUNDING IN THE AMOUNT OF $83,986 FROM THE U.S. DEPARTMENT OF JUSTICE THROUGH THE JUSTICE ASSISTANCE GRANT (JAG) PROGRAM WITH NO MATCH REQUIRED BY THE CITY TO ENHANCE CRIME PREVENTION AND LAW ENFORCEMENT PROGRAMS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac desires to enhance its crime prevention and law enforcement programs; and WHEREAS, the U.S. Department of Justice, Bureau of Justice Assistance provides grants for projects that will reduce crime and improve public safety; and WHEREAS, the U.S. Department of Justice, Bureau of Justice Assistance has determined the City's eligibility for 2009 Justice Assistance Grant (JAG) funds in the amount of $83,986 with no match required specifying that one party serve as the lead agency for Broward County for purposes of application submission and grant administration; and WHEREAS, the City of Tamarac agrees to have the Broward Sheriffs Office serve as the lead agency for said purposes; and WHEREAS, the City recommends implementation of the Broward Sheriffs Office District VII proposal, attached hereto as Exhibit 1, for utilization of the Justice Assistance Grant funding to improve public safety and enhance law enforcement programs; and Temp. Reso. #11301 Page 2 April 7, 2009 WHEREAS, upon award any and all funds acquired through this grant will be expended on additional police services to enhance crime prevention and law enforcement programs for Tamarac residents through the Broward Sheriffs Office; and WHEREAS, the City of Tamarac posted meeting notices and a Public Hearing regarding the intended use of the Justice Assistance Grant Funds was held pursuant to the grant requirements; and WHEREAS, the Assistant City Manager and the Broward Sheriffs Office District VII Chief recommend applying for the Justice Assistance Grant; and WHEREAS, the City Commission of the City of Tamarac deems it to be in the best interest of the citizens and residents of the City of Tamarac to file an application through the Broward Sheriff's Office accepting 2009 grant funding in the amount of $83,986 from the U.S. Department of Justice through the Justice Assistance Grant (JAG) program for the purposes outlined in Exhibit 1 to enhance crime prevention and law enforcement programs. NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. All exhibits attached hereto are incorporated herein and made a specific part of this resolution. SECTION 2: The City Commission of the City of Tamarac, Florida hereby authorizes the appropriate City Officials to file an application through the Broward Sheriffs Office accepting 2009 grant funding in the amount of $83,986 from the U.S. Department of Justice through the Justice Assistance Grant (JAG) program to enhance crime prevention and law enforcement programs. 1 1 1 Temp. Reso. #11301 Page 3 April 7, 2009. SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. Marc Duguay Tamarac district ?>"/'Oe ih �S Wi,W rv4 z h5l� SUBJECT: 2009 Edward Byrne Memorial Justice Assistance Grant (JAG) Formula Program: local Solicitation ....................... This memorandum is in reference to the 2008 Edward Byrne Memorial Justice Assistance Grant (JAG) Formula Program. The award for the aforementioned program is based on population and Part 1 violent crime statistics. The total amount awarded the City of Tamarac for this grant is $83,986.00. As the Chief of BSO-Tamarac, I am recommending the following projects to be funded through this grant: Tamarac Skate Park Security Equipment: $8,000.00 The new City of Tamarac Skate Park will be a welcome addition to the Tamarac Parks and Recreation Department. BSO-Tamarac is looking at ways to ensure the safety and security of those wishing to enjoy the new park. As we have discussed, the installation of a state of the art video surveillance system would serve two purposes; a deterrent against those looking to disrupt the order and tranquility of the park; and a law enforcement tool for the apprehension and successful prosecution of those that commit crimes at the park. In 2008, the City of Tamarac saw an increase in overall crimes by 11 %, and an increase in violent crimes by 12.817o. The existence of a state of the art video surveillance system would help to place unruly juveniles and young adults, as well as those involved in gang activity, on notice that the City of Tamarac and the BSO place great emphasis on the safety and security of park patrons. Page 1 of 2 Digital Evidence Gathering Technology: $14,218.00 BSO-Tamarac recently deployed a digital surveillance camera system borrowed from the North Lauderdale District. This camera was deployed at a location in which there have been repeated night-time incidents, over a 12 month period. The sporadic nature of the incidents and the length of time between incidents, make it nearly impossible to combat the incidents using pro -active patrols exclusively, Additionally, repeated incidents of graffiti and vandalism often consume a great deal of manpower. The purchase of two such digital surveillance systems, know as FLASHCAM 880K, would greatly assist our law enforcement efforts. The presence of the FLASHCAM 880K would not only act as a deterrence, but it would also act to reassure the Citizens of Tamarac that every effort is being made to keep their community safe and clean. The cost per unit is $7,109.00. Summer Camp Security: $8,658•d0 Funding of security for the City of Tamarac Parks & Recreation Department Summer Camp Program, to provide security to youthful attendees who are participating in Tamarac Parks & Recreation Department sponsored programs. These programs are designed to teach children craft and sport skills during the summer school break. Not only will funding provide for security for the children and employees participating in these programs, but the presence of Broward Sheriff's Office Deputies leads to positive interactions with adolescents during impressionable formative years, thus improving and enhancing their relationship with positive roll models. Fyndinq Bre kdown: 2009 Summer Camp Program ($4,329.00) 2010 Summer Camp Program ($4,329.00) Supplemental Police Protection $53,110.00 This allocation provides for unbudgeted special operations or patrol deployments to combat Truancy, Narcotics, and Criminal Selective Enforcement Activities. These funds are to be used to employ personnel for special operations to include truancy intervention, gang enforcement operations, as well as for pro -active drug enforcement, and violent crime reduction operations. It is the intention of BSO-Tamarac to deploy additional highly visible patrols using marked patrol units, motorcycle units and bicycle patrol deputies throughout the City of Tamarac.
