A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA AUTHORIZING
THE APPROPRIATE CITY OFFICIALS TO SEEK
FEDERAL SURFACE TRANSPORTATION
PROGRAM FUNDS VIA AN APPLICATION
THROUGH THE BROWARD COUNTY
METROPOLITAN PLANNING ORGANIZATION TO
THE FLORIDA DEPARTMENT OF
TRANSPORTATION IN THE AMOUNT OF $750,000
FOR AN INTEGRATED BIKEWAY/WALKWAY
SYSTEM WITHIN THE CITY OF TAMARAC;
PROVIDING FOR A LOCAL MATCH OF $750,000
TOWARD A TOTAL PROJECT COST OF $1,500,000
IN THE EVENT OF APPROVAL OF THE
APPLICATION; PROVIDING FOR ACCEPTANCE OF
THE AWARD AND EXECUTING OF DOCUMENTS
UPON APPROVAL; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac wishes to enhance
multi -modal transportation, wellness and recreational opportunities throughout
Tamarac; and
WHEREAS, the City desires to provide safe connectivity between City facilities,
schools, shopping areas, residential areas and the Broward County Greenway system
by establishing an integrated bikeway/walkway system throughout the City; and
WHEREAS, Federal Surface Transportation Program (STP) funds are available
for selected transportation enhancement activities; and

WHEREAS, STP funds are administered to local governments through the State
via an application through the Broward County Metropolitan Planning Organization
(MPO) to the Florida Department of Transportation for transportation enhancement
projects; and
WHEREAS, in the event of approval of the application, the City will provide the
2008 Transportation Enhancement Program fund request of $750,000 with a local
match in the amount of $750,000 toward a total project cost of $1,500,000; and
WHEREAS, the Assistant City Manager and the Director of Public Works
recommend submission of the application and acceptance of the award in the event of
approval; and
WHEREAS, the City Commission of the City of Tamarac deems it to be in the
best interest of the citizens and residents of the City of Tamarac to apply for STP
funds via an application through the MPO to the Florida Department of Transportation
and accept the award and execute the required agreement upon approval of said
application.
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are HEREBY ratified and
confirmed as being true and correct and are HEREBY made a specific part of this
resolution.

Section 2: The appropriate City Officials are HEREBY authorized to apply for STP
funds via an application through the MPO to the Florida Department of Transportation
for project costs in the amount of $750,000 for an integrated bikeway/walkway system
throughout the City, providing for a local match of $750,000 toward a total project cost
of $1,500,000 in the event of approval of the application. A copy of said application is
attached hereto as "Exhibit A".
Section 3: Upon approval of the application, the appropriate City officials are HEREBY
authorized to accept the award and execute the necessary documents following legal
review and approval.
Section 4: Upon approval of the grant award, the appropriate City Officials are
HEREBY authorized to amend the existing Grants Fund Budget in the amount of
$750,000 and appropriate said funds including any and all subsequent budgetary
transfers to be in accordance with proper accounting standards.
Section 5: All resolutions in conflict herewith are HEREBY repealed to the extent of
such conflict.
Section 6: If any clause, section, other part or application of this Resolution is held by
any court of competent jurisdiction to be unconstitutional or invalid, in part or in
application, it shall not affect the validity of the remaining portion or applications of this
Resolution.

I hereby certify that the proposed project herein described is supported by the City of Tamarac
(municipal, county, state or federal agency, or tribal council) and that said entity will: (1) provide any required
funding match; (2) enter into a maintenance agreement with the Florida Department of Transportation; (3)
*comply with the Federal Uniform Relocation Assistance and Acquisition Policies Act for any Right of Way
actions required for the project, (4) **comply with NEPA process prior to construction, this may involve
coordination with the State Historic and Preservation Office (SHPO) prior to construction. (Not at time of
application) and (5) support other actions necessary to fully implement the proposed project. I further certify

2. Project Description
(a) Describe how the proposed project is related to the intermodal transportation system by either
function, proximity or impact. (One or more may apply).
The proposed project is related to the intermodal transportation system in all three categories. With over
59,000 residents, the population of the City of Tamarac has increased dramatically over the last 10 years,
making it the 36th largest city in Florida and the 12" largest city in Broward County. According to the parks and
recreation results of both the 2005 and 2007 Tamarac Resident/Business Surveys, residents were least
satisfied with the availability of walking and biking trails in the City (48% and 50% respectively). Walking and
biking trails were also the area of parks and recreation that residents thought should receive the most
emphasis over the next two years. Growing and using this feedback to continually refine programs and
services for the community is a key strategy under Goal #1 (Inclusive Community) of the City's 2008 Strategic
Plan. Approximately 50% of Tamarac residents are aged 55 years and over. These seniors live active
lifestyles that include outdoor activities such as driving, walking and bicycling. The desire for these
transportation -related activities is also shared by younger residents and families that are now a rapidly growing
section of the population. Establishing pedestrian -friendly, mixed use corridors is also a key strategy under
Goal #5 (A Vibrant Community) under the 2008 Strategic Plan, directly linking this bikeway/walkway project.
Providing this bikeway/walkway system is also an important component of the Transportation Plan
Element of the City's Parks, Recreation and Social Services Master Plan. The Plan calls for efforts that are
needed to link transit routes to all of the facilities in the community, particularly the parks and recreation areas.
Objective 8 specifically states that Tamarac will coordinate with Broward County in reviewing land use
alternatives and promoting transit -related improvements. This objective is further linked to Goal #4 of the
Florida Statewide Comprehensive Outdoor Recreation Plan which is to: Provide for more opportunities for a
wide range of resource -based outdoor recreation in both urban and rural areas with a range of facility
development. Consequently, enhancing multimodal transportation through transit amenities, bikeways,
walkways, and providing safety is of utmost concern to the City and plays a primary role in this project.
In terms of proximity, the completed bikeway/walkway system will be located throughout the City,
providing safe connectivity between city facilities, schools, residential and adult communities, shopping areas,
transit facilities, and the Broward County Greenway Corridor. This greenway system is a growing combination
of liner parks, on -road bicycle facilities, sidewalks, and multi -purpose paths. Nearby trails include the Riverside
Drive Canal, North Lauderdale South, and the C-14 Canal/Cypress Creek Greenway. The system trailhead is
underway at Tamarac Southgate Linear Park (i.e. C-14 Cypress Greenway Corridor) where passive and active
outdoor recreation opportunities, parking and mass transit facilities will assist the county's goal of "Connecting
the beach to the Glades." Handicapped accessible wellness exercise stations and a fishing pier will also be
placed along the multi -use path to encourage those with disabilities to participate in fitness and outdoor
recreation. An overpass is also planned to cross over the Sawgrass Expressway, connecting to an existing
bike trail at the Everglades Levy. Consequently, the bikeway/walkway will enhance multi -modal transportation,
recreational opportunities, and will complete the City's existing Greenway system.
(b) Where is the project located (and what are the termini, if appropriate)? Include a detailed scope
of services and location map. (aerial preferred or plan view)
As noted above, the bikeway/walkway is planned to be a conduit connecting existing portions of the City
and County Greenway Systems together with City facilities, schools, residential and adult communities,
shopping areas, and transit facilities (please see the Details/Maps tab for a map of the County Greenways and
nearby trail locations). Consequently, the project must be completed in phases. Phase 2 of the project is the
basis for this application and will connect Tamarac to the County's Greenway system at Southgate Boulevard
via NW 71st Avenue. This route runs west and south on NW 82"d Street and NW 80th Avenue. It also runs
south on NW 70th Avenue, connecting seniors and young families in neighborhoods located adjacent to a grid
slated by the US Bureau of the Census as being low income. Please find a Census Tract chart illustrating
these data under the Details/Maps tab of this application booklet.
NW 70th Ave is also on Broward County Transit's bus route #57. This route intersects University Drive, which
uses Broward County Transit bus route #2. University Drive and NW 82"d Street are also on the Tamarac
Transit Yellow Route (please see Details/maps tab for illustrated routes). These routes provide connectivity for
residents to Tamarac Park and the City's Multi -purpose Center. The park has baseball fields, a racquetball
court, covered playground, concession stand, restrooms and picnic tables. Tamarac Park is also the future
site of our new Recreation Center, providing a "Black Box" theater, classrooms and meeting space. The
Tamarac Multi -Purpose Center features a gymnasium, meeting rooms, teen council, art room, and is the site
for many social activities. University Hospital, Tamarac Elementary School, Tamarac Learning Center, and
Excelsior Artz Prep School are also connected by this route and are in the same vicinity. University Drive is
also a proposed bikeway on the Broward County Greenways System. Consequently, this project provides a
great impact to Tamarac since it results in multi -modal connectivity in the most rapidly growing section of the
City.
(c) Summarize any special characteristics of project. Provide typical section drawings for
appropriate projects. Include right of way lines on the typical section drawings.
Providing this bikeway/walkway system is an important component of the Transportation Plan Element
of the City's Parks, Recreation and Social Services Master Plan. The Plan calls for efforts that are needed to
link transit routes to all of the facilities in the community, particularly the parks and recreation areas.
Consequently, every street included under Phase 2 of this project is a signed route under the 2015 Broward
County Bicycle Facilities Network Plan. Phase 2 of the project will also connect Tamarac to the County's
Greenway system at Southgate Boulevard via NW 71 st Avenue. Please find illustrations of the county's plan
and the interconnectivity of transit routes under the Details/Maps tab of this application booklet.
As noted above, the project is supported under two goals of the 2008 Tamarac Strategic Plan. Two
years of survey results indicating strong resident support for the bikeway maintains the plan's key strategy of:
Growing and using feedback to continually refine programs and services for the community under Goal #1
(Inclusive Community). In addition, the project is also supported by the plan's key strategy of: Establishing
pedestrian -friendly, mixed use corridors under Goal #5 (A Vibrant Community), directly linking this
bikeway/walkway project. Please see Details/maps tab for a copy of the 2008 Tamarac Strategic Plan.
(d) Describe the project's existing right of way ownerships. This description shall identify when the
right of way was acquired and how ownership is documented (i.e. plats, deeds, prescriptions,
certified surveys).
Broward County and the City of Tamarac owns the rights of way for the proposed project as
documented in the publicly recorded plat and deed (Copies of the plats are available upon request).
(e) Describe any proposed right of way acquisition, including expected matching fund source,
limitations on fund use or availability, and who will acquire and retain ownership of proposed right
of way. *
N/A: Broward County and the City of Tamarac will retain ownership of the right of way which is currently
and will continue to be maintained by the City.
(f) Describe any related project work phases that are already complete or currently underway.
N/A: Although this application seeks funding for Phase 2 of the project, the first phase is not yet
underway due to funding not being available until 2010.
(g) Other specific project information that should be considered.
The project is currently budgeted at $1,085,000 under the FY2006 Adopted Capital Improvements
Budget through a 2005 revenue bond. A feasibility study was recently completed by the engineering and
planning consulting firm of Carter and Burgess, Inc. demonstrating Tamarac's commitment to providing design
funds for the match requirement under this grant program.
3. Project Implementation Information:

(a) Describe the proposed method of performing (i.e. contract or in-house) and administering (i.e. local
or state) each work phase of the project.
The City will use a combination of in house and contractual services for the proposed project. The
design, planning project development, and plan preparation will be done through the Consulting firm of Carter
and Burgess. Engineering will be done through in-house staff. Construction will be done through an outside
contractor and inspection activities will be performed in house. Tamarac is LAP certified and will administer
the proposed project if approved.
(b) Describe any public (and private, if applicable) support of the proposed project. (Examples include:
written endorsement, formal declaration, resolution, financial donations or other appropriate means).
The project is supported by the City Commission as evidenced by Resolutions R-2007-46 and R-2007-
09. A copy of the Resolutions are enclosed for your review. In addition, the project is endorsed by the
Tamarac Chamber of Commerce and Tamarac Parks and Recreation Board.
(c) Describe the proposed ownership and maintenance responsibilities for the project when it is
completed.
Broward County and the City of Tamarac will retain ownership of the rights of way and Tamarac will
retain maintenance responsibilities according to existing agreements between the City and the County and in
accordance with other agreements as may be required by FDOT upon grant approval.
(d) Describe source of matching funds and any restrictions on availability.
The enclosed municipal resolution evidences the City's commitment to provide matching funds, which
are included in the annual budget as appropriate. The project is currently budgeted at $1,085,000 under the
FY2006 Adopted Capital Improvements Budget through a 2005 revenue bond. A feasibility study was recently
completed by the engineering and planning consulting firm of Carter and Burgess, Inc. demonstrating
Tamarac's commitment to providing design funds for the match requirement under this grant program.
(e) Other specific implementation information that should be considered
Please note that U.S. Bureau of Census data indicate that the completed project will provide
connectivity between an economically disadvantaged area and the rest of the City. A map illustrating the area
is included for your review and convenience under the Drawings portion of this application.
Please see the enclosed design plans placed on a CD per workshop instructions. These plans were
completed during the feasibility study recently completed by engineering and planning firm Carter & Burgess,
Inc.
