CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2007- C� 1
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA, ADOPTING
THE GUIDING STRATEGIES AND GOALS OF THE
"CITY OF TAMARAC STRATEGIC PLAN FY 2008";
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the health, safety and welfare of the residents and employees
of the City of Tamarac is a foremost concern of the City Commission; and
WHEREAS, the City of Tamarac has been engaged in strategic planning
since 1997; and
WHEREAS, the City of Tamarac has been pursuing High Performance
Government since December 2004; and
WHEREAS, the City Commission has identified those issues and topics
upon which the City should focus its current and future efforts; and
WHEREAS, the City has developed a vision statement for the future of
Tamarac; and
WHEREAS, in response, the City staff gathered additional input from the
workforce and community to prepare the strategic plan; and
WHEREAS, the new strategic plan serves as a "roadmap" to achieve the
city's vision; and
WHEREAS, the document "City of Tamarac Strategic Plan FY 2008"
(attached hereto as Exhibit A) is a product of the direction given by the City
Commission and information gathered from the community and workforce; and

WHEREAS, the document "City of Tamarac Strategic Plan FY 2008"
contains guiding strategies and goals that will provide guidance for every
Department and every member of the workforce in achieving Tamarac's vision;
and
WHEREAS, the City Manager recommends that the City Commission
adopt the guiding strategies and goals of the "City of Tamarac Strategic Plan FY
2008" document; and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it
to be in the best interest of the citizens and residents of the City of Tamarac to
adopt the guiding strategies and goals of the "City of Tamarac Strategic Plan FY
NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMRAC, FLORIDA;
SECTION 1: The foregoing Whereas clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
resolution upon adoption hereof.
SECTION 2: The City Commission of the City of Tamarac hereby adopts
the guiding strategies and goals of the "City of Tamarac Strategic Plan FY 2008".
SECTION 3: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 4: If any clause, section, or other part of application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or

invalid, in part or application, it shall not affect the validity of the remaining
portions or applications of this Resolution.
SECTION 5: This Resolution shall become effective immediately upon its
passage and adoption.

INTRODUCTION
Incorporated in 1963, the City of Tamarac is committed to being a High
Performance Organization (HPO). This means we are committed to:
Listening to our customers
Providing innovative leadership
Communicating our vision
Providing financial planning
Empowering employees
Being high performance requires a planned approach to the delivery of programs
and services. This planning ensures that resources are used wisely to meet the
needs of all of our stakeholders, including Tamarac residents, businesses and
employees. Our commitment to high performance involves the creation of a
strategic plan to guide and sustain the City.
Tamarac's strategic plan is built upon our vision statement, which was created
with input from our Commission, citizens and employees. While the vision
statement ultimately reflects where we want Tamarac to be in the future, the
strategic plan is the road map to get us there.
The strategic plan contains five guiding strategies which provide direction as we
develop programs and services to meet the needs of our ever -changing
community. Fallowing the creation of the strategic plan, each department
creates a business plan which outlines the specific steps to be taken to
implement the plan. Performance measures are then tied to these actions to
measure their progress and ensure that all efforts remain focused on Tamarac's
vision for the future. In this way, the strategic plan provides a direct link between
the vision and mission of the City and the services and programs we provide.
The five guiding strategies in this document are:
Inclusive Community
Strong Economy in a Healthy Environment
Dynamic Organizational Culture
Clear Communication
A Vibrant Community
As you read this document, you will note that each guiding strategy contains
background information identifying its importance to Tamarac. Also included are
a series of goals the city has committed to accomplishing in furtherance of the
strategic plan and our vision for the future.
Guiding Strategy # 1 — Inclusive Community
The City of Tamarac is committed to providing programs and services that
meet the needs of an increasingly diverse community.
Background. -
The City of Tamarac is experiencing the most dynamic period in its 44-year
history. As the Baby Boomer generation ages, the average age of Americans is
increasing; however, in Tamarac the average resident is getting younger. If this
trend continues, by the year 2012 the average Tamarac resident will be in his or
her early forties.
Like the communities surrounding us, Tamarac is also becoming more diverse.
The schools in our area have seen significant changes as the number of
nationalities, religions, and cultures have continued to grow. As the face of
Tamarac continues to change, we will actively seek to understand the needs of
this dynamic population, and provide programs and services to meet these
needs.

o Gather and use feedback to continually refine programs and services for the
community

Guiding Strategy # 2 -- Strong Economy in a Healthy Environment
The City of Tamarac will utilize innovative management to develop and
maintain a strong financial base, while balancing the financial needs of the
City with preservation of the environment.
Background. -
Like many cities in South Florida, the City of Tamarac is facing significant
financial challenges such as rising housing costs, stagnant wages, and pending
property tax reform. Tamarac is proactively working to ensure that the City is
poised to face whatever challenges the future may hold. This changing financial
climate requires that we find new, cost effective ways to both communicate with
and deliver services to our customers. Increased use of technology provides one
method by which we can accomplish this objective, while innovative
management provides another.
As an innovative government, Tamarac has long been on the forefront of
environmental efforts. As one of the first cities in Broward County to implement
curbside recycling, great strides have been made to protect natural resources.
Tamarac is known for excellent water quality and an aggressive "culture of
conservation" campaign which promotes increased efficiency and reduced water
consumption. Looking to the future, we understand the importance of balancing
the needs of the City with those of the environment.
Goals:

o Leverage tax dollars by identifying alternative funding sources
o Develop, refine and update financial policies and procedures
o Utilize technology to automate the delivery of services and information
o Implement annual review of programs
o Seek regional solutions to local challenges
o Develop environmental initiatives
Guiding Strategy # 3 -- Dynamic Organizational Culture
The City of Tamarac will create and sustain a culture conducive to
development and retention of skilled employees.
Background.
Talented, well -trained employees will continue to play an important role in
providing the best services to the citizens of Tamarac. We are "Committed to
Excellence... Always." Recruiting and retaining employees is a primary concern
in today's labor market. like every employer in our area, Tamarac has lost
employees who have relocated outside of the county or state due to housing
costs, while others have simply retired. Trends indicate that all employers will
face labor shortages in the future.
Unlike the employee of today, who comes to a position with a certain skill set, the
employee of tomorrow will be trained in skills and competencies needed to fulfill
job requirements after they begin work. Teamwork will be integral — employees
will collaborate with each other to find solutions to workforce issues and they will
be empowered to implement those solutions. In order to continue to provide high
levels of service in a cost effective manner, workforce planning is crucial.
Goals:
o Foster an organizational culture focused on:
- Employee empowerment
- Training and development
- Retention
- Exceptional customer service
o Sustain a professional and ethical organization at the highest level
o Utilize community partnerships to develop departmental internship programs
o Utilize mentoring and succession planning to provide continuity
o Gather and use feedback to continually refine programs and services for
the workforce
Guiding Strategy # 4 — Clear Communication
The City of Tamarac will increase communication within the organization
and throughout the City. We will increase both awareness of and
participation in city government.
Background:
We know that the best way to determine the needs of our citizens and employees
is to ask them. Opening the lines of communication continues to be a priority in
the City of Tamarac. We are dedicated to continuing to effectively collect and
respond to customer feedback. As the community continues to change, we are
committed to implementing new programs and building new facilities that reflect
the needs and wants of all citizens. This means operating in an environment
where employees have the information they need readily available, and where
interdepartmental communication, empowerment and two-way communication
are a priority. This proactive approach includes customer and employee surveys,
comment cards, citizen and employee focus groups, community meetings and
outreach. Tamarac is committed to continuing to provide those services that are
most valued, and keeping the community abreast of the programs and services
we offer.
Goals:
o Increase citizen awareness of the role of local government
o Encourage citizen and employee participation in local government
o Promote recognition of high performing programs and services
o Enhance visibility of City programs and services
o Sustain an open dialogue with the community and employees
o Utilize technology to provide up to date information and gather community
feedback
Guiding Strategy # 5 — A Vibrant Community
The City of Tamarac will continually revitalize our neighborhood and
business districts.
Background:
When asked why they decided to move to Tamarac, residents and businesses
cite Tamarac's high quality, affordable housing, and safe, attractive
neighborhoods and business areas. This is the direct result of a proactive
approach taken to ensure that community standards are established and met in
Tamarac, allowing us to grow in a way that adds value to our citizens. As growth
continues and certain neighborhoods and business districts continue to age, it is
imperative that we work together to develop strategies and actions to address the
needs of different segments of the community. We must ensure that we develop
new property, and redevelop existing property, at a level the City can sustain.
Goals:
o Be accessible and responsive to our neighborhood and business partners
o Develop an understanding of the unique needs of each neighborhood and
commercial area
o Establish pedestrian -friendly, mixed -use corridors
o Provide support and services to ensure communities remain safe and attractive
o Provide a balanced approach to business attraction and retention
