A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO PURCHASE TWO (2)
PAD -MOUNTED FIXED ELECTRICAL GENERATORS FROM
MILLENIUM PRODUCTS UTILIZING THE UNITED STATES
GENERAL SERVICES ADMINISTRATION CONTRACT# GS-
07F-0231N IN AN AMOUNT NOT TO EXCEED $52,814.00;
AUTHORIZING THE APPROPRIATE BUDGET
AMENDMENTS FOR SAID PURPOSE; APPROVING
FUNDING FROM THE APPROPRIATE BUDGETED
UTILITIES CIAC AND OPERATIONAL ACCOUNTS;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Utilities Department is responsible for operating and maintaining
eighty-two (82) wastewater lift stations throughout the City of Tamarac; and
WHEREAS, these lift stations require electrical service which is generally provided
by Florida Power & Light; and
WHEREAS, powerfailures occasionally occur requiring an alternate power source to
continue lift station operations; and
WHEREAS, pad -mounted fixed electrical generators are the preferred method of
supplying power to wastewater lift stations in the event of power failure; and

WHEREAS, hurricane season is an especially vulnerable time for the Utilities
Department due to power failures related to hurricane events; and
WHEREAS, funding was appropriated for the rehabilitation of the East Master
Wastewater Pump Station and Pump Station 18B which includes the purchase of two (2)
pad -mounted fixed electrical generators as part of the Fiscal Year 2008 Budget; and
WHEREAS, Pump Station 18B which serves University Hospital has been
designated as a location for a dedicated portable electrical generator in the Utilities
Emergency Plan and the installation of a pad -mounted fixed electrical generator will serve
this critical need and free up a portable electrical generator during power outages (a copy
of which is attached hereto in map form as "Exhibit A"); and
WHEREAS, the replacement of the fixed electrical generator at the East Master I
Wastewater Pump Station is required since the 105 KW Caterpillar generator is obsolete,
inoperable and beyond repair (a copy of which is attached hereto in map form as "Exhibit
B"); and
WHEREAS, the City of Tamarac Code Chapter 6, "Finance & Taxation, Article V,
"Purchasing Procedures", Section 6-155 provides for the waiver of purchasing procedures
for all supplies, materials and equipment which are the subject of contracts with the State
of Florida, the United States of America, or with other governmental entities; and
WHEREAS, the Director of Utilities and Purchasing and Contracts Manager
recommend that the appropriate City Officials purchase two (2) fixed Baldor generators
utilizing the pricing, terms, and conditions of United States General Services
Administration Contract # GS-07F-0231 N in a total amount not to exceed $52,814.00; and I

WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interest of the citizens and residents of the City of Tamarac to purchase two (2)
fixed Baldor generators utilizing the pricing, terms and conditions of the United States
General Services Administration Contract # GS-07F-0231 N in a total amount not to exceed
$52,814.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA, THAT:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this resolution
upon adoption hereof.
' SECTION 2: The appropriate City Officials are hereby authorized to purchase
two (2) fixed Baldor generators from Millenium Products utilizing the United States General
Services Administration Contract # GS-07F-0231 N (a copy of which is attached hereto as
"Exhibit C") in an amount not to exceed $52,814.00.
SECTION 3: The $52,814.00 is approved to be funded from the appropriate
budgeted Utilities CIAC and Operational accounts.
SECTION 4: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 5: If any clause, section, other part or application of this
Resolution is held by any courtof competent jurisdiction to be unconstitutional or invalid, in
part or application; it shall not affect the validity of the remaining portions or applications of

SECTION 6: This Resolution shall become effective immediately upon its
passage and adoption.

I-FSS-600 - Contract Price Lists. This clause provides instructions for preparing your
paper and electronic Federal Supply Schedule catalog price lists, as well as
instructions for printing, and distributing paper price lists.

In accordance with this clause you are required to submit your electronic catalog
data for inclusion in GSA Advantage. For instructions on submitting your data, log
on to our Vendor Support Center (VSC) web site at vsc.fss.gsa.gov to download the
latest version of the Schedule Input Program (SIP). If you prefer to use Electronic
Data Interchange(EDI), the latest sample for the 832 Transaction Set can be found
at the same web site. You must submit your electronic catalog file to GSA within 6
months from the date of this contract award. Once submitted, your electronic catalog
will appear on our on-line shopping service at www.gsaadvantage.nov. Reference
clause I -FSS -599 - Electronic Commerce for additional information.
Note: Failure to submit your electronic gataloo data within 6 months from date of
contract award may result in cancellation of your contract.

separate User ID and Password will be needed to report sales data, as instructed in
the Contractor's Report of Sales paragraph Fisted below.
• 552238-74 - Contractor's Report of Sales, This clause provides instructions for
reporting sales electronically to the FSS 72A web site. You MUST contact the VSC
immediately to register your contract information. This may be done by calling
703-305-6235, or electronically on the 72A website 72a.fss.asa.00v.
Register through the link on the main page of the 72a web site. Click on
"Registration" from the Support Center menu or use the special link flagged "NEW"
near the top of the page. You will receive an e-maif confirming your registration.
This registration ID and Password will ONLY be used for reporting 72A sales. The
User ID and Password assigned for 72A reporting is not to be confused with the
separate ID and Password established for catalog file submissions to GSA
Advantage. Special care should be taken to not use these IDs and Passwords
interchangeably.
• 552.238-76 - Industrial Funding Fee. This clause provides instructions for remitting a
fee based on your sales reports, as required by your contract. We have enclosed
guidelines to assist you in submitting your payments.
The contract is subject to the Equal Opportunity Clause 52.222-26. The Equal
Opportunity Clause requires that the enclosed Equal Employment Opportunity (EEO)
poster be displayed in a conspicuous place available to employees and applicants for
employment. Subcontractors must similarly display the EEO poster. Prime contractors
and subcontractors are required to file the Equal Employment Opportunity Employer
Information Report EEO-1 in accordance with the instructions found at the website at
http://www.mimdms.corrrrc,html. Click on "Computer Generated Forms", Click on
"Computer Printed EEO-1 Reports — Multi Establishment Employers — The Required
Format." Follow the instructions stated in the Memorandum dated February 1999 to file
the report.
Information is provided regarding the Direct Deposit/Electronic Funds Transfer program

GSA/" Schedules e-Library (www.gsaelibrary.gsa.gov)
The e-Llbrary tool is geared specifically towards our MAS program and provides the
latest contract award listings for all GSA and Veterans Administration (VA)
schedules and their associated special item number (SIN) categories. Schedules e-
library has become a popular research tool for finding contract sources. Schedules
e-Library will also allow you to jump directly into a -Buy (to get quotes from
sources) or GSA Advantage (to purchase from sources). E-Library is also used by
state and local governments to identify sources for IT purchases.
Sources of Supply
GSA Advantage is a shopping solution that provides products and services from our
stock, special order and MAS programs. Included are products from both UNICOR and
JWOD. Items available from these mandatory sources are highlighted in GSA Advantage.
Items from our various supply programs can be identified as follows:
GSA stocked items will have a NSN and will be shown as 2-7 day delivery with
GSA listed as the contractor.
GSA special order items are not stocked but will have an NSN and will be listed
with GSA as the contractor. Delivery time will vary for these direct delivery items.
MAS items typically are shown with a manufacturer part number (although some
have NSNs). The MAS contractor name will be shown and delivery will vary for

Advantage due to low demand or lack of contract coverage (primarily non -stocked NSN
items). However, these NSNs can be ordered on GSA Advantage using the FEDSTRIP
function. Expect longer delivery times for these buy -on -demand items.
Pricing
GSA strives to present the most current and accurate pricing on GSA Advantage. Prices
for GSA supplied NSN items are updated daily. Pricing shown in GSA Advantage for MAS
products and services is the responsibility of the MAS contractors who may update their
prices at any time. MAS contractors have been requested to honor the price shown in
GSA Advantage when they receive an order.
Sales (temporary price discounts): If a MAS contractor offers a temporary price
discount to all customers for a specific item, a FM icon will appear next to the price.
Check the Product Detail to see when the temporary price discount expires. Sales for
GSA stock and special order NSN items are already reflected in the price, so a sale icon
will not appear.
Volume price discounts: Price discounts based on the item order quantity or dollar
amount are automatically applied when adding the item to the Shopping Cart. A v icon
will appear next to any product or service that offers a volume discount (at the search
results page). To see the volume discounts offered, click on the Mfr, Part Number.
Negotiate a lower price: Customers are encouraged to negotiate a lower price with the
MAS contractor if the volume warrants. You may lower any schedule price shown in GSA
Advantage; however, you will be required to provide the name of the contractor
representative or cite a BPA or other number which gives you authorization to lower the
schedule price. This authorization will appear on the purchase order sent to the
contractor. Note that prices for GSA stock and special order NSN items cannot be
lowered.
BPA pricing: GSA Advantage contains a number of agency Blanket Purchase
Agreements that contain discounted pricing available for certain authorized agencies.
Once logged into Advantage, you will be shown BPA pricing if you are an agency
authorized to purchase from the BPA. BPA items will contain an icon and will also contain
a link to the BPA terms and conditions.
FOB origin priced items: GSA Advantage contains a number of items that are origin
priced. FOB (freight on board) origin means that the price shown does not include
shipping. Origin pricing Is common for larger items such as furniture but can be found for
smaller items. Shipping costs will be added to the invoice or a Government Bill of Lading
(GBL) will be required. When shopping GSA Advantage, a warning message will appear if
you order an FOB origin product. These shipping charges are not Included in your order.
Please note that GSA does not collect contractor's shipping charges (since we have over
13,000 contractors online) so you may want to contact the contractor directly to obtain
specific charges before committing to purchase.
A word about pricing for services: You are the key to a best value selection. While
GSA has made the determination that the labor hour for a skill category awarded on a
service schedule Is a fair and reasonable price, GSA has not determined that the level of
effort or mix of labor proposed in response to any specific requirement represents the
best value for you. When buying services that require a statement of work, you make the

determination that the level of effort and mix of skills proposed for your specific effort
represents the best value, This is why GSA has special ordering procedures for services
that require a statement of work.
Contractors will sharpen their pencils for large orders to get the business. Effective use of
the MAS program requires your engagement in the process. While GSA has determined
that the price on any specific MAS is fair and reasonable, it Is a proven best practice to
seek out additional price discounts and/or concessions when ordering.
Consider using a -Buy for obtaining quotes from contractors for the acquisition of
services. You may access a -Buy through GSA Advantage or at www.ebuy.gsa.gov.
Delivery
GSA stock and special order NSNs (requisitions): Orders for products and services
from GSA Advantage are transmitted to the GSA supply system daily (for GSA stock and
special order NSN items). Delivery time for GSA stock items is 2-7 days delivered (within
CONUS) after receipt of order (ARO). We strive to have all stock orders delivered within
this timeframe; however, delivery may be longer in some instances. Delivery to overseas
locations, Alaska, Hawaii and other US territories will take a little longer. Delivery time
for GSA non -stocked items varies and is displayed with the Item. This is an estimated
delivery time.
MAS orders (purchase orders): Orders for MAS products or services are not placed
with GSA, instead they are sent electronically to the MAS contractor for fulfillment. The
MAS contractor is responsible for delivery, problem resolution and billing. Delivery time
for schedule products and services will vary. These delivery times are provided by the
contractor and In some cases represent the longest delivery time expected. You may
wish to contact the contractor to discuss a shorter delivery time if needed. For those
Items listed as 1-day delivery, please be aware that your order needs to be placed before
3:00 PM Eastern Time to receive delivery the next day. For most MAS items, delivery to
overseas locations will in many cases take longer than the delivery time posted, Some
MAS contractors may not deliver to overseas locations so you may want to contact the
contractor in these Instances.
Shipping Charges
GSA stock items: GSA stock NSN prices include shipping (FOB delivered). A special
handling charge may be added for export orders.
GSA special order NSNs and MAS items (direct delivery): Most GSA special order
NSNs or MAS Items also include shipping (FOB delivered); however, some do not include
shipping (FOB origin). If you order an origin item in GSA Advantage, a warning will
appear on your shopping cart notifying you that additional shipping charges may be
added by GSA or the MAS vendor. If you wish, you may check the FOB status for any
product (at the Product Detail screen) prior to adding the item to your cart. FOB origin
means that shipping costs will be added to the invoice or a Government Bill of Lading
(GBL) will be required. GSA does not capture shipping charges for MAS contractors. See
FOB origin priced items above.

GSA NSN Stock Status
Status for GSA stock items is updated once daily. Since stock is being depleted
continually the stock status Is actually a snapshot of the stock position at that time.
Though usually reliable, the stock status could become inaccurate for certain items
having significant activity that day. Contractor stock status is unavailable through GSA
Advantage. Please contact the contractor directly to determine If they have stock readily
available,
Minimum Order
Minimum order for GSA stocked items is 1. Minimum order for MAS items Is displayed on
the Product Detail page. For MAS, minimum is based on the order size under a single
contract. You will be prompted at the shopping cart If you are below the minimum. You
will be required to Increase your quantity or remove that particular item from your cart.
Maximum Order
When ordering from MAS, it is highly recommended that you seek price reductions if
your requirement exceeds the maximum order threshold. established for that contract.
The size of such order may warrant a request for a price reduction. The maximum order
varies from contract to contract and is listed on every MAS contractor's price list and in
GSA Advantage (under the Product Detail). In response to your request for a price
reduction, the contractor may offer a lower price, offer the current contract price or
decline the order. If further price reductions are not offered, an order may still be placed.
When using GSA Advantage, if your order is larger than the schedule Maximum Order
threshold, you will be prompted to seek a price reduction. Again, if further price
reductions are not offered, the order may still be placed.
Products and Services that Cannot Be Ordered Online
In addition to orderable products and services, GSA Advantage also contains many
catalogs which are text only or "reference" catalogs. These catalogs are especially
prevalent for certain types of services. Services offered in these catalogs do not easily
lend themselves to on-line ordering since a Statement of Work or other documentation
or discussion is needed for ordering. However, we have provided these catalogs to assist
you in your search for the products or services you require. Direct ordering Information is
provided. Remember, if you need to acquire services, you may use a -Buy to identify
sources and obtain quotes.
Options and Accessories
GSA Advantage contains a number of products that have related accessories or

configurable options. Products having options and/or accessories will show an
Options/Accessories link next to the item on the Search Results and Product Detail
pages. You may select needed accessories and simply add them to your cart. Products
options may also be configured; GSA Advantage will add or subtract the price of the
configured option. The shopping cart will show the configured price. Product color and/or
size choices may also be found under options.
Ordering Open Market Items
GSA Advantage currently does not allow you to add or order open market or Incidental
items.
Billing and Payment
Credit card authorization and billing: Upon checkout, GSA will obtain a credit card
authorization only for GSA stock or special order NSN items ordered. Your card will not
be billed until the Items are shipped. Authorization and billing for MAS item purchases
will be conducted by the schedule contractor, not GSA. MAS contractors have been
instructed to bill only after shipment is made. For more information on the use of the
Government -wide purchase card go to http://www.fss.gsa.gov/services/gsa-
smartpay/contracts.cfm, click on "Master Contract, Terms and Conditions".
Credit card expiration policy: GSA Advantage will prompt you to update your credit
card whenever there are 20 days or less remaining on your card. (Most renewed credit
cards are issued 30 days in advance of the old card's expiration date.) You will be unable
to purchase using a card having 20 days or less. This is because GSA Advantage does
not authorize your card for MAS orders. MAS orders are passed to the contractor. The
contractor does not bill the card until shipment. Unfortunately, due to longer lead-times,
credit cards with only a few days remaining before expiration are often invalid by the
time the contractor attempts to authorize the transaction.
To receive a consolidated billing on your credit card: GSA authorizes and bills your
card for purchases of GSA NSN items only. GSA Advantage offers customers the option
to have these GSA NSN purchases appear as a single consolidated purchase (single line)
on your credit card statement. Again, this option is only applicable for purchases of GSA
NSNs. GSA cannot offer consolidated billing for items authorized/billed by a contractor. If
you elect consolidated billing and need to view a breakdown of this consolidated line
when reconciling your card statement, you may login to Advantage, click on Order
Status/History, and then click on "Do you need to Reconcile a credit card statement?"
Follow the instructions on the screen to obtain a breakdown of the consolidated line.
Activity Address Code: Purchases made using an Activity Address Code (AAC or
DODAAC) account will be billed by GSA to your agency via the Treasury/IPAC system,
Most purchases using an AAC will be for GSA NSN items; however, civilian agencies may
use the AAC to purchase schedule items. In this case, the contractor is Instructed to
invoice the agency's finance office directly. Military customers may no longer purchase
schedule items using a DoDAAC (DoD policy).
Prompt payment discounts: There are no prompt pay discounts for GSA stock or
special order NSNs, Prompt pay discounts offered by the MAS contractor are displayed on

the Product Detail page and will also appear on the purchase order. The standard prompt
pay terms for MAS program products and services are NET 30 days unless otherwise
specified.
Order Problems
MAS order problems: As stated earlier, orders for MAS products or services are not
placed with GSA, instead they are sent electronically to the MAS contractor for
fulfillment. The MAS contractor is responsible for delivery, problem resolution and billing.
GSA can assist with some order problems but the MAS contractor is the best source for
solving problems. Please contact the contractor directly if you have problems with a MAS
order.
GSA stock and special order NSNs: You can report order problems via GSA Advantage
through the following means:
GSA Requisitions: If you have a problem with a GSA NSN order, go to your order history,
locate the Item, and click on the requisition number. You will be taken to a report which
allows you to indicate the type of discrepancy, and submit it directly.
Schedule Purchase Order Problems: If you have a problem with a Schedule purchase
order, please contact the vendor directly. If necessary, GSA will assist you - simply e-
mail gsa.advantage@gsa.gov and provide a description of the discrepancy, the vendor
name/information, and the actions taken.'
Items received damaged or missing: Sign the truck driver's delivery ticket,
annotating any problem (shortage, overage, damage) and ensure that the driver's
signature is legible on your copy. For concealed damage discovered when the
cartons are opened, call the carrier and request an inspection within 15 days of
delivery. Retain the shipping container and packaging material. Accept all cartons
marked for you unless they are hazardous, leaking, or damaged beyond repair.
Incorrectly refusing freight may result in storage and redelivery fees.
Information about product shelf life: Call the Shelf -Life Hot Line at (209) 946-
6333, The product's expiration date may have been updated and Its shelf -life
extended. If the shelf -life has expired, contact the National Customer Service
Center at 1-800-488-3111 for assistance.
Information about returning items: You must contact the National Customer
Service Center at 1-800-488-3111 for a Merchandise Return Authorization (MRA)
before any item can be returned.
Order Status
The GSA Advantage Order Status/History page contains a listing of all orders placed.
Order status for GSA NSN items is updated daily by GSA, Order status is provided
directly from the contractor for schedule Items; however, this Is optional for the
contractors. If further online status is not shown for an Item, you will need to contact the
contractor directly.

Order Cancellations
The "Cancel" function in your Order History allows you to request cancellation of GSA
NSN and/or schedule Items. You may request cancellation of only those Items that have
not yet shipped, and you are encouraged to follow up with the vendor to see if your
cancellation was accepted. 1-day delivery items cannot be cancelled.
Overseas Ordering Instructions
In order to ensure that your orders are processed successfully, overseas customers using
a credit card for purchase are required to provide additional shipping address and
transportation accounting information. Overseas customers using a DoDAAC will be
required to provide only transportation accounting information. GSA Advantage will
prompt you when this information is required.
Additional shipping information needed (credit card customers only): Overseas
orders fall within two categories - those that can be mailed through your APO/FPO
mailbox, and those that cannot be mailed (i.e. must be sent as freight shipment). Since
GSA Advantage transmits many orders to MAS contractors for direct shipment, it is not
known at the time the order is placed whether the contractor will mail the order or will
send it to a US Consolidation Point (CP) for freight shipment. GSA Advantage must
therefore require the following addresses to cover both options:
Your APO/FPO address: Most overseas activities use an APO (Army/Air Force
Post Office) or FPO (Fleet Post Office) mailing address, Packages set through an
APO/FPO must not exceed certain weight and size limitations (usually 70 pounds
and box girth must not exceed 130"). Orders not exceeding this limitation may be
mailed via USPS to the APO/FPO. Orders exceeding this limitation cannot be sent
to an APO or FPO and must Instead be sent as freight, usually through a US
consolidation point or freight forwarder.
Your US Consolidation Point (or freight forwarder): GSA Advantage requires
all overseas customers to be assigned a consolidation point or freight forwarder.
During the checkout process GSA Advantage will provide you with a default CP
address that you may simply accept. This is required once. If you have an
arrangement with another CP or freight forwarder, you may change this address.
In addition to providing the CP address, you must also provide the freight receiving
address at your duty station that can be used by the CP If necessary.
Your freight receiving address at your duty station: GSA Advantage will
prompt you for this address if you have not already provided it. The CP may need
this address to arrange overseas shipment. Please do not enter your APO/FPO
address here,
DoDAAC required from military credit card users: All overseas military credit card
users must provide an associated DoDAAC. This DoDAAC is provided to contractors and
CPs in order to better identify the overseas customer and complete delivery.
Additional transportation accounting Information required (all overseas

customers): Orders that cannot be mailed and are processed through your CP or freight
forwarder will incur an additional transportation cost for over -ocean or port handling. The
CP must be able to charge this additional cost to a transportation account. For military
activities, this cost is usually paid for using a 4-position alpha/numeric Transportation
Account Code (TAC). GSA Advantage will provide you with a default TAC that you may
accept or change. This is required once. Air Force has requested that all AF customers
who use a credit card for purchase first obtain a unit assigned TAC from Wright Patterson
AFB. Please go to http://www, pats. wpafb.af.mIl/tac/Index.cfm for more information.
State Department and other civilian activities must provide a fund citation to cover these
charges. (Note: civilian agencies do not provide a TAC, as this is a military designation.)
Transportation Control Number: Please note that GSA Advantage automatically
assigns a unique Transportation Control Number (TCN) to each purchase order. Your CP
will need this control number should they receive your order for overseas shipment. You
may accept the TCN provided or change the default if necessary.
Please provide accurate phone and e-mail, It is important that you provide an
accurate international phone number (include country code) and e-mail address. Should
there be problems with delivering your order, GSA or the contractor may need to contact
you, To verify your information is correct, login to GSA Advantage then click on Profile.
We continue to refine these overseas procedures in order to simplify the process and
better ensure shipments and payments are completed successfully. We appreciate your
patience as we strive to improve our service to you.
Problems with overseas freight orders: If your overseas order was sent via a
consolidation point and has not been received or is damaged, please send an e-mail
describing the problem to: ddccallcenter@ddc,dla.mil.
Hazmat/MSDS Information
Hazmat and general link to Material Safety Data Sheets (MSDS) can be found at

Session Timeout
Due to the large number of users of GSA Advantage, sessions are timed -out if idle
(inactive) for 60 minutes. Please Park your cart if you will be away from your
machine for more than 60 minutes.
Web Site Changes
The GSA Advantage website is constantly changing. Products and features are being
added on a daily basis. Customers are usually Informed via e-mail or web messages
before a major change occurs. Minor enhancements are added frequently without
notification whenever the change has little Impact or can be easily understood.
