R-2007- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO PURCHASE AND HAVE INSTALLED TWO (2) WALLACE & TIERNAN SERIES A-758 LIME PASTE SLAKERS AND APPURTENANCES FROM WATER TREATMENT & CONTROLS COMPANY, A SOLE SOURCE DISTRIBUTOR FOR WALLACE AND TIERNAN PRODUCTS; AUTHORIZING AN EXPENDITURE FOR SAID PURPOSE IN AN AMOUNT NOT TO EXCEED $198,314; AUTHORIZING BUDGET TRANSFERS AS NEEDED FOR SAID PURPOSE; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Utilities Department provides safe drinking water to the residents, businesses and visitors of the City of Tamarac by utilizing a 20 MGD lime softening Water Treatment Plant; and WHEREAS, an integral component of this plant are the two (2) lime paste slakers which take calcium oxide (pebble lime) and convert it to a slurry which is then added to the raw water to remove hardness; and WHEREAS, the first lime slakers were installed in 1973 and were subsequently replaced in 1992; and WHEREAS, the useful life of a lime slaker is approximately fifteen (15) years, thereby necessitating the replacement at this time; and Temp. Reso. #11141 April 4, 2007 Page 2 of 4 WHEREAS, the compatibility of the lime slakers with originally installed equipment is necessary due to unique space and configuration constraints within the Water Treatment Plant, requiring the use of specialized equipment manufactured by Wallace & Tiernan Products and only available through Water Treatment & Controls Co. (a copy of said sole source distributor verification and price quotes attached hereto as "Exhibit 1"); and WHEREAS, the purchase of lime slakers from other manufacturers would require the City to perform expensive renovations to the water treatment plant; and WHEREAS, Water Treatment & Controls Co., is the sole source supplier of compatible equipment with the original configuration of the Water Treatment Plant facility and the City's specifications for lime paste slakers; and WHEREAS, City of Tamarac Code § 6-151 grants the authority to waive competitive bid requirements for the purchase of supplies and services available from a sole source; and WHEREAS, the cost of purchasing and installing the required Series A-758 lime paste slakers and appurtenances from Water Treatment & Controls Co., is both fair and reasonable and is equal to or better than what would be extended to another customer with similar needs; and WHEREAS, available funds exist in the appropriate Utilities Capital Improvement Program for said purpose; and WHEREAS, the Director of Utilities and the Purchasing and Contracts Manager recommend that the appropriate City Officials authorize the purchase and installation of two (2) Series A-758 lime paste slakers and appurtenances from Water Treatment & Temp. Reso. #11141 April 4, 2007 Page 3 of 4 Controls Co., a sole source distributor in an amount not to exceed $198,314; and WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in the best interest of the citizens and residents of the City of Tamarac to purchase and have installed two (2) Series A-758 lime paste slakers and appurtenances from Water Treatment & Controls Co., as a sole source distributor for Wallace & Tiernan Series A-758 lime paste slakers, in amount not to exceed $198,314. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, THAT: SECTION 1: The foregoing "WHEREAS' clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2: The appropriate City Officials are hereby authorized to purchase and have installed two (2) Wallace & Tiernan Series A-758 lime paste slakers and appurtenances from Water Treatment & Controls Co., a sole source distributor of said equipment. SECTION 3: An expenditure for said purpose in an amount not to exceed $198,314 is hereby approved. SECTION 4: Budget transfers required for said purpose are hereby approved. SECTION 5: All Resolutions or parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict. Temp.
