RESOLUTION NO. R-2007- � y
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, AUTHORIZING THE ACCEPTANCE
OF A GRANT AWARD FROM THE FEDERAL MEDIATION
AND CONCILIATION SERVICE LABOR MANAGEMENT
GRANTS PROGRAM IN THE AMOUNT OF $93,352 TO
SUPPORT THE TAMARAC EMPLOYEE SAFETY
COMMITTEE AND ENHANCE THE CITY'S SAFETY
PROGRAM; PROVIDING FOR A 10 PERCENT CASH MATCH
OF $10,373 IN LOCAL FUNDS FOR A TOTAL PROJECT
COST OF $103,725; PROVIDING FOR THE EXECUTION OF
AWARD DOCUMENTS; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac desires to enhance the
overall health and safety of employees throughout the City; and
WHEREAS, the Tamarac Employee Safety Committee is a labor-management
committee that involves representatives from the International Association of Fire
Fighters, the Federation of Public Employees, and management to improve workplace
safety in Tamarac; and
WHEREAS, the Federal Mediation and Conciliation Service (FMCS) Labor
Management Grants Program provides funding to support the establishment and
operation of joint labor-management committees; and

WHEREAS, the Tamarac Employee Safety Committee and the Human
Resources Department recommend accepting and using FMCS Grant funds to
enhance the City's safety program utilizing a contracted Safety Analyst to develop and
implement a strains and sprains prevention program; and
WHEREAS, the contracted Safety Analyst will assist the Tamarac Employee
Safety Committee and the Human Resources Department in reducing strain and sprain
injuries and developing long term goals and objectives to improve communication and
increase the overall health and safety of employees; and
WHEREAS, upon acceptance of the award, the City will provide the FMCS Labor
Management Grants Program Award of $93,352 with a 10 percent cash match in local
funds in the amount of $10,373 for a total project cost of $103,725; and
WHEREAS, the City Manager and the Director of Human Resources recommend
acceptance of the award; and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be
in the best interest of the citizens and residents of the City of Tamarac to accept a grant
award from The FMCS and execute the Notice of Award and Letter to enhance the
city's safety program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:

SECTION 1: The foregoing "WHEREAS" clauses are HEREBY ratified
and confirmed as being true and correct and are HEREBY made a specific part of this
Resolution.
SECTION 2: The appropriate City officials are HEREBY authorized to
accept the grant from the Federal Mediation and Conciliation Service in the amount of
$93,352 to enhance the City's Safety program, providing for a 10 percent cash match in
local funds of $10,373, for a total project cost of $103,725.
SECTION 3: The appropriate City officials are HEREBY authorized to
accept the Award and execute the necessary Federal Mediation and Conciliation
Service documents, attached hereto as Exhibit 1, Notice of Award and Letter.
SECTION 4: Upon acceptance of the grant award, the appropriate City
Officials are HEREBY authorized to amend the existing Grant Fund Budget in the
amount of $93,352 and appropriate said funds including any and all subsequent
budgetary transfers to be in accordance with proper accounting standards.
SECTION 5: All resolutions in conflict herewith are HEREBY repealed to
the extent of such conflict.
SECTION 6: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid,
in part or application, it shall not affect the validity of the remaining portion or
applications of this Resolution.

SECTION 7: This Resolution shall become effective immediately upon its
adoption.
