R-2006-ja A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, ENCOURAGING A HEART HEALTHY LIFESTYLE AND THE ELIMINATION OF TRANS FATS FROM RESTAURANT INGREDIENT LISTS AND EVERYONE'S DIET; DIRECTING THE CITY CLERK TO PROVIDE A COPY OF THIS RESOLUTION TO THE TAMARAC CHAMBER OF COMMERCE; PROVIDING FOR CONFLICTS, PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac was designated as a Hearts N' Parks Magnet Center by the National Heart Lung and Blood Institute and Tamarac has begun the Heart Healthy City initiative; and WHEREAS, the United States is in the midst of a growing epidemic of obesity due to poor diet and physical inactivity, putting a growing number of adults and children at increased risk for type 2 diabetes, high blood pressure, heart disease, and cancer, along with psychological problems including low self-esteem, poor body image, and depression; and WHEREAS, trans fats cause significant and serious lowering of HDL (good) cholesterol and a significant and serious increase in LDL (bad) cholesterol; and WHEREAS, trans fat is the worst kind of fat, far worse than saturated fat; and WHEREAS, a 2006 study published in the New England Journal of Medicine, found that a 2 percent increase in intake from trans fats was associated with a 23 percent increase in the incidence of coronary heart disease; and Temp. Reso. 11086 October 16, 2006 Revision 1 — October 19, 2006 Page 2 of 3 WHEREAS, the consumption of trans fats is directly linked to a higher risk of becoming obese; and WHEREAS, obesity -related medical care spending accounted for 11.6 percent of all private healthcare spending in 2002, compared to just 2 percent in 1987; and WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in the best interest of the citizens and residents to encourage the elimination of trans fats from restaurant ingredient lists and everyone's diet, in the pursuit of a heart healthy lifestyle. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: The City Commission of the City of Tamarac hereby encourages the elimination of trans fats from restaurant ingredient lists and everyone's diet, in the pursuit of a heart healthy lifestyle. SECTION 3: The City Clerk is hereby directed to provide a certified copy of this Resolution to the Tamarac Chamber of Commerce. SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. Temp. Reso. 11086 October 16, 2006 Revision 1 — October 19, 2006 Page 3 of 3 SECTION 5: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 6: This Resolution shall become effective immediately upon its passage and adoption.
