RESOLUTION NO. R-2006-13z
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA,
AUTHORIZING THE APPROPRIATE CITY
OFFICIALS TO EXECUTE A CHANGE ORDER
AND RATIFY THE EXISTING AGREEMENT FOR
THE CITY OF TAMARAC AND MICHELE
MELLGREN & ASSOCIATES, INC. TO PROVIDE
CONTINUING PLANNING SERVICES FOR THE
CITY OF TAMARAC (CASE NO. 18-MI-06);
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on August 15, 2006, the City of Tamarac entered into an Agreement
(incorporated by reference and on file in the Office of the City Clerk) with Michele Mellgren
& Associates, Inc. for Planning Services in the amount of $15,000.00; and
WHEREAS, the Community Development Department was provided with general
planning services, including but not limited to, building permit review, zoning
interpretations, site plan review and general customer service inquiries; and
WHEREAS, due to staff shortages, the need for the extended services has
continued; and
WHEREAS, on November 7, 2006, a Change Order was issued in the amount of
$10,000.00 and approved by the City Manager (incorporated by reference and on file in the
Office of the City Clerk); and
WHEREAS, the continued staff shortages have resulted in the requirement for

additional planning services in an amount not to exceed $50,000.00; and
WHEREAS, the firm of Michele Mellgren & Associates, Inc. has a high degree of
familiarity with the services previously rendered; and
WHEREAS, Section 6-151 of the City of Tamarac Code of Ordinances provides that
the City may enter into agreements for professional services without public competitive
bidding or proposals; and
WHEREAS, a Change Order, in an amount not to exceed a total cost of $50,000.00,
is required between the City of Tamarac and Michele Mellgren & Associates, Inc. to
provide continuing Planning Services for the City of Tamarac; and
WHEREAS, the City of Tamarac has received a proposal (attached hereto as
Exhibit "1 ") from the firm of Michele Mellgren & Associates, Inc. to provide for additional
and continuing Planning Services; and
WHEREAS, it is the recommendation of the Interim Director of Community
Development and the Purchasing and Contracts Manager that the appropriate City Officials
execute a Change Order to the original Agreement between the City of Tamarac and
Michele Mellgren & Associates, Inc. for additional Planning Services in an amount not to
exceed $50,000.00 for a total cost not to exceed $75,000.00 (attached hereto as Exhibit
"2"); and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to authorize the
appropriate City Officials to execute a Change Order and ratify the existing Agreement for

the City of Tamarac and Michele Mellgren & Associates, Inc. to provide continuing
Planning Services for the City of Tamarac.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution.
SECTION 2: That approval for the appropriate City Officials to execute a
Change Order between the City of Tamarac and Michele Mellgren & Associates, Inc. to
provide continuing Planning Services in the amount of $50,000.00 and to ratify the existing
Agreement, is hereby granted.
SECTION 3: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 4: If any clause, section, other part or application of this Resolution
is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.

SECTION 5: This Resolution shall become effective immediately upon its
adoption.

I am pleased to verify my response to your request for quotes dated August 9, 2006 to provide the
following services to your department:
— Site plan review
Building permit review
Zoning confirmation letters
General Customer service (front counter, mail and telephone questions and inquiries)
We can provide these services, effective immediately, as you requested, four hours per day, three days per
week. Should the workload change, however, in a manner that requires more or fewer hours, we can
accommodate your needs. We will provide these services on an hourly basis. I will assign a planner to this
task, who will be present at City Hall on those days that you need the services of this firm.
If selected by the City, this firm will assign Dawn Teetsel as the planner, with Travis Minch available if
necessary to provide backup support. Dawn recently joined this firm after working for the City of Delray
doing exactly this type of work. Travis Minch, working for this firm, provided these exact services to Miami
Shores Village. Note that for site plan review general oversight will be provided by Jeff.Katims, Senior
Associate, although the preponderance of work will be undertaken by Dawn or Travis.
Their services will be provided to the City at the hourly rate of $75 per hour. Any oversight required by the
Senior Associate will be provided to the City at the rate of $125 an hour. Note that, if selected, I will be
personally present with Dawn to transition into the work. While my general billing rate to the City would be
$175 per hour, there is no charge for my time to attend this transition meeting.
As the firm that successfully completed the City's EAR, we already have a general knowledge of the City
and believe we can commence work without much "start up" time needed. We would appreciate the
opportunity to provide these additional services to you. Please do not hesitate to contact me if you need
