R-2006- 9,5 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, ADOPTING THE GOALS, OBJECTIVES AND MISSION STATEMENT OF THE "CITY OF TAMARAC ECONOMIC DEVELOPMENT STRATEGY FIVE-YEAR PLAN 2005 - 2010" DOCUMENT; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac has identified Economic Development as one of its major priorities and the City Commission and City Staff have been involved in the planning process starting with the development of the Goals and Objectives 2000 - 2005, adopted in February 2001; and WHEREAS, the City has focused on the attraction and retention of businesses in order to improve the economy of the area and to provide quality jobs to its residents; and WHEREAS, these efforts have been identified and structured within an overall plan; and WHEREAS, to maximize the effectiveness of the City's Economic Development program, specific goals and objectives were outlined and an Economic Development Strategy was written; and WHEREAS, input was sought and received from Staff, as well as the business community, including the Chamber of Commerce and the Tamarac Economic Temp.Reso. #10979 May 31, 2006 Page 2 of 3 Development Foundation, as to finalize the plan titled, City of Tamarac Economic Development Strategy Five Year Plan 2005-2010 (attached hereto as Exhibit "A"); and WHEREAS, eight (8) goals and accompanying objectives are included in the Economic Development Strategy that will guide the City's economic development efforts through Years 2005-2010; and WHEREAS, the Economic Development Officer recommends adoption of the goals, objectives, and mission statement of the "City of Tamarac Economic Development Strategy 2005-2010 Plan" document; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to adopt the goals, objectives, and mission statement of the "City of Tamarac Economic Development Strategy Five Year Plan 2005 - 2010" document. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: That the City Commission adopt the goals, objectives and mission statement of the "City of Tamarac Economic Development Strategy Five Year Plan 2005-2010" document. 1 1 1 Temp.Reso. #10979 May 31, 2006 Page 3 of 3 SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 5: This Resolution shall become effective immediately upon its passage and adoption. The City occupies 12 square 'miles, and is easily accessible from the Sawgrass Expressway, the Florida Turnpike and 1-95. In addition, Fort Lauderdale International Airport, and Port Everglades are a mere 20 minutes away. x. A well balanced business base, including major corporations such as; City Furniture, Convergys Corporation, Toshiba, and Mayor's Jewelers, continue to make their home in Tamarac, while providing quality job opportunities for our residents. In addition, University Hospital and the surrounding medical corridor continue to thrive and expand. Our 44 shopping centers provide retail goods and services for our community. A growing number of hotels serve our residents and allow for visitors to our City. ■ --------- Introduction duct% The City of Tamarac has experienced rapid growth since its incorporation in 1963. The population has increased from 5,078 in 1970 to an estimated 59,670 in 2005. As the population has grown larger, the median age has continued to drop, and our community has become increasingly more diverse as well. As our population has grown younger, it has created a need for different types of services, public facilities, commercial enterprises, employment opportunities and educational institutions. City Government has responded by building a new Community Center, constructing new parks and building a new state-of-the-art fire station. Broward County has helped by building Challenger Elementary, Millennium Middle School, and a new Library here in Tamarac. Accompanying this growth has been a transition to an active business community. Our prime example of this is the development of the Tamarac Commerce Park. Tamarac today offers an array of employment opportunities, and maintains the lowest crime rate of any City its size in ZA Broward County. More and more young families are moving to Tamarac to take advantage of the high quality of life and ." affordable housing offered in the City. pig Strategy for Growth Successful economic development and redevelopment provides the City with an expanding tax base. As the number of residents increase, more services are demanded. Attracting new businesses, and assisting new businesses to expand, will not only provide needed services throughout the private sector, it will also increase revenue to the City, so that public services can continue and be expanded to meet the demand. Building a prosperous economy will ensure a sustainable community. The Economic Development Strategy presented here provides the tools necessary to guide the future growth of the City's economic base. Effective implementation of the Strategy will create a business environment that encourages the retention and expansion of existing businesses while attracting new businesses. Executive sulnm4ry Successful economic development provides the City with a sustainable local economy as well as an expanding, healthy tax base. The following eight goals and objectives form the City of Tamarac Economic Development Strategy, and are meant to serve as guidelines for future economic development policies and programs. The goals and objectives of this Strategy will change as the community progresses. The statistics included in the Plan are the latest at time of print, and will be the baseline from which progress will be measured. The success of the Economic Development Strategy will be measured by standard economic indicators, and by monitoring the variables that are indicative of economic progress. The preparation of this updated Economic Development Strategy results from the completion of economic development research, input from established business professionals, and contributions from local government officials with professional expertise in economic development planning. The Development Strategy: ] . Recruit and attract businesses that provide quality employment opportunities for the residents of Tamarac. 2. Work with the businesses located within Tamarac to assist in the retention and expansion of those businesses. 3. Become recognized as a leader in advocating for the support of Economic Development programs on a Local, County, State, and Federal level. 4. Identify needed infrastructure improvements, and support efforts to expand economic development opportunities. 5. Provide a small business environment that supports new and existing businesses, and offers the opportunity for profitability and growth; 6. Secure the continued fiscal health of Tamarac by encouraging new development and redevelopment. 7. Attract a full service hotel/conference center to Westpoint Centre in Tamarac Commerce Park. 8. Create and promote the "Main Street"` project. Goal # 1 Recruit and attract businesses that provide quality employment opportunities for the residents of Tamarac. -Recruit new businesses and encourage the expansion of existing businesses to expand job opportunities for our residents. -Promote our pro -business attitude. Our Mayor, City Commission, City Manager, and entire staff appreciate, support and welcome business. -Promote our growing and diverse workforce. -Promote Tamarac as a family friendly City, a great place to work, live, and play. -Finish build -out of Tamarac Commerce Park. Gev Work with the businesses located within Tamarac to assist in the retention and expansion of those businesses. The City of Tamarac prides itself in creating and fostering an environment that supports and facilitates the expansion and growth of business. Become recognized as a leader in advocating for the support of Economic Development programs on a Local, County, State, and Federal level. The City has developed close working relationships with other Economic Development 'organizations on a local, county, state, and national level. Then works jointly with the staff of these organizations to identify existing programs that businesses within Tamarac are eligible for; .0 and to advocate for new programs and policies that support the growth of business. u -Develop and communicate positions on Economic Development issues. -Sustain a proactive profile by communicating efforts and successes. -Promote Federal, State, County, and Local legislation that improves the business climate and increases investment. -Participate in Local, State, and National professional organizations to coordinate efforts in Economic Development. -Build new and maintain existing relationships with the Tamarac Chamber of Commerce, Broward Alliance, Enterprise Florida, Vision Broward, and other, similar organizations. Identify needed infrastructure improvements and support efforts to expand economic development opportunities. City staff will serve as the conduit for insuring that the infrastructure is in place to facilitate the development process. Economic Development staff will be responsible for assisting businesses seeking to relocate or expand in Tamarac. -Regularly update the Tamarac Comprehensive 711 Plan to ensure the viability of local growth management policies to direct the growth of the community. -Maintain a database of the property owners and realtors that have land available for Economic Development.H. -Support the extension, widening, reair and/or; repaving of existing roadways to improve T,: access and transportation corridors. -Support the planning and construction .. = . of adequate water, wastewater, and drainage facilities to serve new and existing development. -Utilize the Geographic Information System (GIS) to identify infrastructure capacity and vacant properties to support Economic Development. -Continue to promote the construction of needed public facilities in Tamarac which will have a positive impact on Economic Development. Goal #5 Provide a Small Business environment that supports new and existing businesses, and offers the opportunity for profitability and growth. The City recognizes its obligation to help foster and sustain the conditions for the continued economic growth of the community. -Partner with the Chamber of Commerce in assisting small and mid -sized businesses. -Create and maintain a resource of information regarding Economic Development. -Maintain current demographics and statistics. -Track economic indicators. -Promote commercial development on vacant land. -Encourage redevelopment of blighted commercial areas. -Promote urban redevelopment. e Goal #6 Secure the continued fiscal health of Tamarac by encouraging nett development and redevelopement. Redevelopment will be pursued through various financial strategies including the designation of redevelopment areas and through special funding tools, such as tax incremental financing (TIF) and/or federal, state or local grants. The City will then be able to leverage public funds to promote private sector activity. This public/private partnership will allow for private sector involvement to the maximum extent possible, to coordinate public and private sector initiatives, and successfully revitalize communities that might be considered in decline. -Establish and maintain a 5-year plan for Economic Development. -Partner with the Economic Development Foundation to assist in the future planned growth and redevelopment in Tamarac. -Prepare a redevelopment plan for the SR 7/441 corridor. -Maintain an Economic Development program within the City to promote economic growth. -Ensure development and redevelopment is consistent with the City's comprehensive plan. 0 I JA Goal # 7 Attract a full service Hotel/Conference Center to Westpoint in Tamarac Commerce Park. Tamarac recognizes hotels must not only provide a place for guests to relax, but an efficient place to conduct business as well. This hotel will play an important role in our community, as well as our continued l economic development. There is a dear need for a facility in Tamarac that will become crucial to our businesses and residents, as � well as the surrounding communities. -Must have appropriate meeting space. -This facility will also have a restaurant and catering facilities. -This will support business activities in Tamarac Commerce Park and the community. Create and promote the "Main Street" project. The City recognizes the role a town center can play in the future, and plans to provide a mixed use gathering place that will allow for retail, restaurant, and residential development. Regionally, there has been tremendous interest in these projects, and that interest has extended to Tamarac. Today there is an opportunity to provide a new amenity to our residents, which will foster a sense of community. A new Mixed Use Zoning District has been created, and the mainstreet are of 127 acres is now available for development. -Complete a master plan for development. ma -Promote the Main Street project to the development community and create interest in the project. -Attract a mix of business in a "marketplace" format that will add quality and value to the City. -Encourage the development of art and culture in the community to improve the quality of life in Tamarac by establishing a "sense of place". -Plan and implement visible physical improvements designed to provide access and enhance a pedestrian friendly environment.
